Murphy DATE: May 28, 1991 SUBJECT: Los Angeles County Transportation Commission Commuter Rail Negotiations with Atchison, Topeka and Santa Fe Railroad Company Resolution Number: 91-94 DEPARTMENT: City Manager Backeround The Los Angeles County Transportation Commission (LACTC), along with transportation authorities from other Southern California counties, has been negotiating since last summer rights-of-way for commuter rail purposes with Southern Pacific Transportation Company and the Atchison, Topeka and Santa Fe Railroad Company. These rights-of-way purchases will form the foundation for an extensive Southern California commuter. rail network serving at least seven counties. Recently completed negotiations. with Southern Pacific Transportation Company yielded an acquisition of 180 miles of rights-of-way purchased for $450 million. Similar negotiations with the Atchison, Topeka and Santa Fe Railroad Company have stalled due to an asking price of more than $1.3 billion for 240 miles of rights of way. Failure to complete negotiations with Santa Fe will have a profound impact on the citizens of Santa Clarita. The commuter line connecting Santa Clarita to Los Angeles will not have access to Union Station as the rail terminus, thus depriving passengers of a one-stop connection to Metro -Rail, rail connections to points south of Los Angeles, and convenient van and bus service throughout downtown Los Angeles. LACTC representatives assure the City that they are committed to commuter rail service by the targeted date of October 1992. This may mean the construction of a new terminus station north of downtown Los Angeles adding unnecessary capital expense to the commuter rail program. Adopted: age, item: If the final few miles of Santa Fe track into Union Station cannot be used, it would seem impossible to maximize ridership potential. A possible scenario might have commuters traveling by car to the commuter rail station, riding a train to some unspecified point north of downtown Los Angeles, taking a bus to Union Station and then a fourth transportation mode to their final destinations. The convenience and reduced cost incentives are potentially lost under such series of events. LACTC has requested City of Santa Clarita assistance in supporting continued negotiations with Santa Fe Railroad, contacting and enlisting support of local state and federal legislators. Recommendation Adopt Resolution Number: 91-94 Attachments Proposed Resolution Number: 91-94 MPM:jjm 287 RESOLUTION NO. 91-94 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, STATING THE CITY'S ' CONCERN OVER RIGHTS-OF-WAY NEGOTIATIONS FOR COMMUTER RAIL PURPOSES BETWEEN THE LOS ANGELES COUNTY TRANSPORTATION COMMISSION AND THE ATCHISON, TOPEKA AND.SANTA FE RAILROAD COMPANY. WHEREAS, the Los Angeles County Transportation Commission (LACTC), along with transportation authorities from other Southern California counties, has been negotiating rights-of-way for commuter rail purposes with Southern Pacific Transportation Company and the Atchison, Topeka and Santa Fe Railroad Company; and WHEREAS, recently completed negotiations with Southern Pacific Transportation Company yielded an acquisition of 180 miles of rights-of-way at a purchase price of $450 million; and WHEREAS, similar.. negotiations with the Atchison, Topeka and Santa Fe Railroad Company have stalled over the purchase price for 240 miles of rights-of-way; and WHEREAS, failure to complete negotiations between LACTC and Santa Fe will result in the -Santa Clarita rail commuter line terminating at some point north of Union Station; and WHEREAS, the citizens of Santa Clarita may not be afforded with one-stop connection commuter rail service to Metro Rail, rail connections to points south of Los Angeles, and. convenient van and bus service throughout downtown Los Angeles: NOV, THEREFORE, be it resolved by the City Council of the City of Santa Clarita hereby: Section 1. That the City of Santa Clarita is concerned over the stalled negotiations between the Los Angeles Transportation Commission and the Atchison, Topeka and Santa Fe Railroad Company. Section 2. That the City of Santa Clarita urges all parties to return to the bargaining sessions with a good faith effort. Section 3. That the Mayor of the City of Santa Clarita shall transmit in writing the concerns of the City to parties involved in the negotiations and Santa Clarita's state and federal legislative delegations. Section 4. That the City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED AND ADOPTED THIS day of 1991.
