SUBJECT: LOS ANGELES COUNTY TRANSPORTATION COMMISSION REPRESENTATION

BACKGROUND
The Los Angeles County Transportation Commission and the Southern California
Rapid Transit District. are proposing to consolidate: With that consolidation,
the new transportation board will include seats for four at -large City
representatives. This opens an opportunity for one of those seats to be
permanently filled by elected officials from the North County cities on a
rotational basis.
Due to continual, growing transportation needs, the North County will have a
major impact on transportation policy and funding for the entire County.
Council is requested by the City of Palmdale to write letters to our State
representatives asking for their support on this issue.
RECOMMENDATION
Direct staff to prepare letters for the Mayor's signature to be transmitted to
State representatives.

WEDNESDAY, . DECEMBER 4, 1991
The LACTC and SCRTD met in joint session this morning, December
4, to discuss reorganization. Tomorrow night, Thursday, December
5, at Luminarias, you will have an opportunity to discuss at the
Division meeting, the motion presented by Mayor Tom Bradley. and
adopted by both boards.
Overall, the Reorganization Plan provides a unified structure
with responsibility vested in a single -policy board, It will
eliminate past conflict and duplication of effort and provide
clear policy directions to our multifaceted transportation needs
in Los Angeles County. This reorganization plan is to be
forwarded to Assemblyman Katz .as prescribed by AB 1784 for
legislative implementation.
Included with this memo is a copy .of the final compromise
accepted by both boards. Please note on page 3 the composition
of the Single Policy Board. This is an area that will provoke
our serious discussion, 'careful evaluation, and resolution.
You are probably already familiar with the position taken by the
L.A. Division Transportation Committee. Knowing that the County
Board of Supervisors and the City of L.A. wanted to maintain
status quo (which is: 5 County Board of Supervisors, .3 City of
Los Angeles, 3 City Representatives (1 designated to Long Beach)
and 1 Ex -officio appointed by the Governor); it was our number
one priority to gain 4 representatives on the new Authority for
the 87 L.A. County cities.
In our discussions with the Transportation Committee and LACTC Ad
Hoc Reorganization -Committee, we took the position that cities
should determine the method of selecting their representatives.
Cities will want to consider several criteria and select those of
greatest importance to insure equity to all participants. Some
criteria of greatest concern are:

At the December 5 Los Angeles Division of League meeting at Luminarlas, the
cities present voted to have Mayor Bob Bartlett, (Monrovia), Chairman or the LA
Division Transportation Committee, represent the cities in negotiations with
the LA County Supervisors. Criteria for selection of 4 City Representatives for
the new authority is the issue to be resolved.
There may stili he some ronfusion as to what cities will accept as equitable.
it is vital that we present a united approach. Corridors have been proposed
that do not reflect traditional city alignments and are inequitable In both size
and population.
Objective: Our united cities ran work best together for the common good and
avoid fragmentation. with a countywide outlook. the following criteria were
presented at the League meeting. Each city must send a letter to. Bob Bartlett
listing the city's choice of criteria for representation.
Cities want:
1. Traditional city alignments.
2. One city, one vote.
3. Conrlguraliun by WIT-1dofs approximately equal in either
Number of cities; or
Total population.
4. Representation
Nominate by geographical areas,
" Elect -at -large by majority vote of all LA County titles
(other than City of Los Angeles),
* One representative per corridor (Representatives elected -
at -large have obligation to represent and support ail the
cities' interests throughouth county).

With the consolidation of the: Los Angeles County Transportation
Commission and the Southern California Rapid Transit District
eminent, the subject of permanent representation of North
County cities on the new board arises.
The proposed make-up of the new transportation board includes
seats for four at -large City Representatives, excluding the
City of Los Angeles which has its own board representatives.
This opens up -the opportunity for one of those seats to be
permanently filled by elected officials from the North County
cities on a. rotational basis. With the rapid- growth of the
North County region including the Cities of Palmdale. Lancaster
and Santa Clarita' and the rapidly expanding transit and
transportation needs of .the area, additional North County
representation on the new board will _become increasingly
necessary. Our unique transit/transportation needs and
continuing growth will have major impacts on
transit/transportation policy and funding for the entire
County, our involvement in shaping that policy and setting
funding priorities should increase proportionately. `.
The City of Long Beach which has a population of over. 250,000
and is a Municipal Operator,, currently has permanent
representation on the LACTC. The North County cities have a
combined population of over 300,000 and are also Municipal
Operators. The City of Palmdale believes that it is time for
the North County to have permanent representation, on, the new
transportation board, as well.

subj: AMCAL's Tract 48117 on Golden valley Road
Dear Mayor & City Council Members:
we are increasingly concerned that the AMCAL project, approved over
two years ago, continues to languish for what we understand to be
a lack of consensus between the city and the five developers in the
proposed road assessment district. This continuing stalemate has
led to a deteriorating, half -finished site with the growth of
weeds, dust problems due to lack of landscaping and a potential
negative impact on our property values. we had -anticipated that
the widening of Golden valley Road, (between the freeway and Green
Mountain Road) would have been completed long before now. It is
our understanding from staff and the developer that

freeway is complete and the project landscaped. we understand that
AMCAL has expressed its willingness to lien it's property to it's

Therefore, to delay approval for additional time after well over a
years delay, would not be beneficial to this association, to AMCAL
and the city.
in view of AMCAL's cooperation and patience throughout the
development project on the surrounding homes we urge you to allow
AMCAL to proceed with it's development without any further delay.
