SUBJECT: Low -Cost Senior Citizen's Housing
DEPARTMENT: Community Development
BACKGROUND
Southern California Presbyterian Homes, a non-profit organization, has been
seeking a site for the construction of low-cost senior citizen's housing
within the Santa Clarita Valley. Recently, they have been pursuing a 1.45
acre site owned by. St. Stephens Episcopal Church and have been preparing
preliminary site plans for the construction of a senior's housing complex on
the property.
Southern California Presbyterian Homes is preparing an application for
submittal to the Federal Department of Housing and Urban Development (HUD) for
Section 202 funding. The application is due to HUD by August 12, 1991.
As part of the application, evidence that the proposed project is permissible
under City zoning ordinances or regulations, or a statement of proposed
actions necessary to make the project permissible, is required. A letter for
this purpose has been drafted by Southern California Presbyterian Homes and
Community Development Department staff in order to comply with this provision
of the application. (Copy attached.)
Review draft letter to HUD and authorize the Mayor to sign on behalf of City
Council.

Dear Mr. Hirsch:
In connection with recent Council hearings on its General Plan,
the City Council specifically considered this property, with
the understanding that higher density residential use for
senior citizen's housing would be appropriate. Consideration
of the specific proposal, of course, would be subject to
conformance of the project with the City's site planning and
parking _regulations. The City, joined by St. Stephens
Episcopal Church and the Southern California Presbyterian Homes
believes this particular site is well suited for the elderly.
It is immediately adjacent to. a supermarket, a church, a
pharmacy, banks and a variety of other amenities. We are
supportive of a senior citizen's housing project at this
location and seek your concurrence and assistance in its
development.

zone changes, a property owner may also submit a request for
zone change in connection with a development proposal such as
is being proposed by the Southern California Presbyterian
Homes. Processing time from receipt of an application such as
this would take approximately three months.
