BACKGROUND
At its regular meeting of November 27, 1990, the City Council adopted
Ordinance 90-38, relating to Manufactured Home Rent Stabilization Procedures.
The Ordinance was adopted with the intention of protecting both the park
owners and residents from unreasonable rent increases while at the same time
recognizing the need of the park, owners to receive a fair return on their
investment.
The Ordinance became effective on December 26, 1990 and its implementation is
currently underway. According to Section 8.57.050 of the Ordinance, the
Manufactured Park Owners are required to complete the Manufactured Home
Registration process which consists of submitting necessary rental information
to the City Clerk within 60 days of the effective date of the Ordinance. The
payment of a $12.00 registration fee is also part of this process. The fee
will defray costs associated with the administration of the Ordinance.
Half of the $12.00 fee will be apportioned equally among the spaces of each
park and charged to the residents by a single bill, sent to each resident
within 30 days after the payment of fees to the City. Therefore, each rental
party will be required to pay $6.00 of the registration fee. The registration
process will occur annually with a new fee being established prior to
registration to cover administrative costs for the following year.
According to the Ordinance, a penalty may be assessed if a park owner does not
pay the registration fee by the specified deadline of February 24, 1991. The
fee would be an additional ten percent (10X) of the registration fee for each
month over the deadline. No portion of this penalty fee may be charged to the
residents.
RECOMMENDATION
Adopt Resolution 91-7, establishing a $12.00 registration fee for each
manufactured home space and a penalty of ten percent (10X) for each month
overdue.

NOTICE OF PUBLIC HEARING
TO ESTABLISH APPROPRIATE FEES FOR THE
MANUFACTURED HOME PARK REGISTRATION
IN IMPLEMENTING ORDINANCE NO. 90-38
THE RENT STABILIZATION ORDINANCE
PUBLIC NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the .City of Santa
Clarita to establish an appropriate fee schedule for the manufactured home
park registration procedures to defray all appropriate costs with implementing
Ordinance No. 90-38, the rent stabilization ordinance.
The hearing will be held by the City Council in the City Hall Chambers, 23920
Valencia Blvd., 1st Floor, Santa Clarita, Ca. 91355, the 29th day of January,
1991, at or after 6:30 p.m.
Proponents, opponents and any interested persons may appear and be heard on
this matter at that time. Further information may be obtained by contacting
the City Clerk's Office, Santa Clarita City Hall, 23920 Valencia Blvd., Suite
300.

RESOLUTION NO. 91-7
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
ESTABLISHING MANUFACTURED HOME -PARK REGISTRATION FEES
WHEREAS, the City Council of the City of Santa Clarita has adopted an
ordinance declaring the need for Manufactured Home'Rent Stabilization; and
WHEREAS, Manufactured Home registration procedures and fees are necessary to
implement the Rent Stabilization Ordinance, as specified in Sections
8.57.050 and 8.57.060 of Ordinance 90-38; and
WHEREAS, the registration fee is intended to defray any reasonable and
necessary costs associated with the administration of the regulations
contained in the Rent Stabilization Ordinance.
WHEREAS, the amount determined has considered associated election,
registration, panel, and administrative costs into the fee; and
WHEREAS, pursuant to the Ordinance 90-38, half of the fee will be encumbered
by the manufactured home renters to administer this ordinance;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES RESOLVE,
DETERMINE, AND ORDER AS FOLLOWS:
SECTION 1. Fee Schedule Adoption. The following annual
registration fee in the amount of $12.00 per rental space is hereby directed
to be computed by and applied by the City Clerk's Office, and to be
collected by the City Finance Department for the administration of Ordinance
90-38.
SECTION 2. Penalty Fee. Any manufactured home park owner who .does
not participate in the registration process with the City Clerk within 60
days from December 27, ,1990, shall be assessed a penalty of ten percent
(10%) for each month overdue. This portion of. the fee shall not be charged
to the space renters by the park owners.
SECTION 3. Effective Date. This Resolution shall go into full
force and effect immediately and ,subject to the terms and conditions of
Ordinance 90-38.
