Harris (ilcll SUBJECT: Establishment of Manufactured Home Rental Adjustment Panel Meeting Date and Time Resolution 91-40 DEPARTMENTS: City Manager Community Development BACKGROUND At its regular meeting of November 27, 1990, the City Council adopted Ordinance 90-38, pertaining to Manufactured Home Rent Stabilization procedures. The Ordinance makes. provisions for a Manufactured Home Rental Adjustment Panel as the decision-making body to undertake the duties of the Ordinance. The Adjustment Panel consists of five (5) members: two (2) members elected for and by the space renters, two (2) members elected for and by the park owners, and one (1) member selected by the panel representatives from a list of names as determined by the City Manager. City staff has sent letters to all park owners and park tenants informing them of the election process and their required duties. The election deadline has been established as March 31, 1991. The City Manager is responsible for compiling a list of five (5) , names of mediators who are willing to serve on. the Panel. The names of the five (5) potential mediators will be selected by March 31, 1991, and given to the Panel. The Panel will then select their fifth member from the mediator list. The selection will utilize the alternate strike method, which involves the elimination of one name from the mediator list at a time until the name of only one prospective member remains. This remaining person will be the fifth panel member in the mediator position. The first meeting of the panel will be April 8, 1991, at 3:00 p.m. in the City Council Chambers. The meetings will be open to the public, subject to the Brown Act, and staffed by the City Clerk, City Attorney, and a Community Development Department representative. The first meeting will be procedural in nature and regular business of the panel will begin at the first regularly scheduled meeting of April 22; 1991. The attached Resolution 91-40 specifies the regular meeting date of the fourth Monday of every month. Meetings will be monthly (i.e. May 20, June 24, July 22, etc.). The Manufactured Home Rent Stabilization Ordinance requires the City Council to adopt this resolution. Adopted: Agenda Item: RECOMMENDATION Adopt Resolution 91-40, establishing a Manufactured Home Rental Adjustment Panel's regular meeting on the fourth Monday of each month at 3 p.m. ATTACHMENTS Resolution 91-40 L11H:DDP:407 RESOLUTION NO. 91-40 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, ESTABLISHING THE DATE OF REGULAR MEETINGS OF THE MANUFACTURED HOME RENTAL ADJUSTMENT PANEL WHEREAS, the City Council of the City of Santa Clarita does hereby resolve as follows: WHEREAS, the regular meetings of the Manufactured Home Rental Adjustment Panel shall be held at 3:00 p.m. on the fourth Monday of every month in the City Hall Council Chambers, 23920 Valencia Boulevard, Santa Clarita, California. This new date and time will take effect immediately upon the election of -the Manufactured Home -Rental Adjustment Panel. PASSED, APPROVED, AND ADOPTED this _ day of , 1991.
