The City's Neighborhood Grant Program was designed to provide assistance to
neighborhoods and community groups with the intention of enhancing the quality
of life in the City. This grant was not constructed as a grant of public funds
for private citizens, personal rehabilitation, or upkeep of property. Rather,
the applicants must. specifically demonstrate a clear, definable improvement of
benefit to a neighborhood or area. The account for the 1990-91 Neighborhood
Grant project was set at $25,000, and no grant exceeding $5,000 shall be issued
to any one applicant.
Of the five applicants for the 1990-91 Neighborhood Grant program, Saugus High
School Parent Advisory Council and Cedar Creek Elementary School were both found
to have met eligibility requirements to receive the allotted funds. Saugus High
School Parent Advisory Council plans to utilize funds through campus
improvements. Cedar Creek Elementary School plans to purchase recreational
equipment and lighting improvements. If further review of the files concerning
the individual applicants is necessary, they are on file in the City Clerk's
Office.
As a result of the small number of applicants, it is suggested that this program
be discontinued in 1992. Due to the excess funds from the Neighborhood Grant
Program totaling the amount of $15,000, a proposal to direct• the staff to
transfer these funds to the Community Service Grant project for 1991-92 is
recommended.
1) To award eligible recipients (Saugus.High School Parent Advisory Council and
the. Cedar Creek Elementary School project) grants of $5,000; and 2) to
discontinue the Neighborhood Grant Program in 1992, and 3) to transfer Funds of
15,000 from Neighborhood Grant Program to the Community Service Grant Project
for 1991-92.
