SUBJECT: Award Bid For The Newhall Park Restroom and Concession Facility
DEPARTMENT: Parks and Recreation
Background
The Parks and Recreation Department has completed the bidding process for the
Newhall Restroom and Concession Facility as authorized by Council at its
August 27. 1991, meeting. The facility is approximately 800 square feet and
includes mens and womens restrooms, a concession and storage room. The
building will be located near.the existing softball diamond in. the south west
corner of the park.
A total of 10 companies submitted bid proposals for this project and were
publicly opened at 11:00 a.m. on Tuesday, September 24, 1991. The following

McAlpine and Salyer were the lowest responsible bidder for. this project.
Reference checks have been positive and their understanding and expertise of
this projects' scope of work qualifies McAlpine and Salyer for this project.
Construction of the Newhall Park Restroom and Concession facility will begin
the first week of November. Approximately four months will be required to
complete this project which is scheduled to be opened in March of 1992. This
project will not impact the programming of other facilities at the park such
as the ballfield.
The City was successful in obtaining $81,000 through the Robe rti-Z'Berg-Harris
Urban Open Space Program Grant to help fund the construction of this
building. An additional $59,000 was budgeted in the 90-91 fiscal year and was
continued for use this year.
The engineers estimate -to construct the building was $130,000 with the City
budgeting $140,000 to complete the project. An improved, 26 foot wide access

road was required to be added to the project by the Fire Department at a cost
of approximately $10,000. This increased scope of work is reflected in
McAlpine and Salyer bid proposal of $138,450. To cover change orders which
may occur during construction, staff is recommending transferring funds. which
were saved on another capital project to supplement the -140,000 budgeted for
this project.
Fiscal Impact
Through a successful grant application and a continued appropriation from the
90-91 fiscal year, funds are available in account 125-990011227 for the
construction of the. -building.. A transfer from 'capital project account
125-99013-227 will be necessary for change orders.
Recommendations
It is recommended that the contract for the Newhall Restroom Concession
facility be awarded to McAlpine and Salyer Construction, Inc. in the amount of
$138,450, and that an additional $20,000 be transferred ' from account
125-99013-2272 to account $25-99.0011227 for any change orders which may become
necessary once the construction commences.
