Medina In order to proceed with construction of the extension -of Whites Canyon Road Phase II, it is necessary to reconnect the existing Southern Pacific Transportation Company (SPTC) railroad tracks to the recently realigned SPTC railroad tracks. In order to accomplish this work without providing delays to the use of the railroad system, it will be necessary to work continually for 48 hours making this reconnection. The City's ordinances regarding construction and noise prohibit such work during the nighttime hours. However, both ordinances allow exemptions when the City determines that there is an emergency or a public need that requires the restoration of service. In view of the commitments by the railroad to allow realignment and the need to restore service as soon as possible, we recommend that the Council allow staff to permit the construction on a continuous basis on April 18 & 19, 1991. We would also recommend that the Council direct staff to provide notices in the newspaper informing residents of this proposed .work and why it must be done in this manner. The Council direct staff to inform the County that we will permit the construction of the SPTC area connection on a continuous basis on April 18 & 19, 1991 and to inform the public of this work. While the recent rains have slowed their progress, it is anticipated that this line will be fully operational in approximately one month- As you.may . be aware, the alignment of the new line crosses the existing alignment. -in two locations necessitating that the crossovers be constructed just before. the new line becomes operational. This work is scheduled to be performed on April.18 and 19, 1991. Due to the time constraint for this work, the: contractor. will be working continuously for 48 hours. During this'same time frame, forces of the Southern Pacific Transportation Company (SPTC) will be' . making the connections to.the existing line at the east and west ends of the .'- project. The crossovers are in the vicinity of the American Beauty Homes Tract. The connection at the east end is adjacent to the Cordova,Estates Mobile Home Park. We anticipate there will be some concern from residents' and request that you discuss this matter with your Mayor and City Council.` A Department inspector will be present throughout this sequence of work and every effort will be made to minimize the amount of disturbance. The window period for this work was set by SPTC and does not,allow for flexibility. Thank you for your cooperation in this matter.
