On May 22, 1990, the Department of Public Works presented a -list to City Council
of 13 potential traffic improvement projects to decrease traffic congestion in
the City of Santa Clarita. The projects ranged from parking prohibitions on
major streets to localized street widenings and street striping improvements.
After discussion, the City Council directed staff to conduct a. detailed
evaluation of each potential project and return to the Council for appropriate
approvals and funding authorization.
A detailed evaluation of three projects has been completed. These projects
involve the prohibition of on -street parking on major highways. The three
subject streets are: 1) Valencia Boulevard between Interstate 5 and McBean
Parkway, 2) McBean Parkway between Valencia Boulevard and Interstate 5, and 3)
Orchard Village Road between McBean Parkway and Lyons Avenue. Each of these
street segments is classified as a major arterial highway with between 100 and
120 feet of right of way and 84 to 94 feet of pavement width. Each street is
currently delineated for two through lanes, with right and left -turn lanes
marked at appropriate intersections.
The elimination of on -street parking from these three major highways is intended
to reduce potential conflict between through traffic and parked vehicles,
increase traffic capacity of each street, and improve aesthetics of the street
system. Removal of on -street., parking will allow better utilization of the
existing street width by allowing the installation of right -turn lanes to
improve intersection -capacity, and the removal of parking would ultimately allow
three through travel lanes in each direction on each street. The elimination of
parked vehicles will also reduce accident potential by eliminating sight
obstructions for drivers entering the major street.
While we don't recommend third lane striping at most locations at this time, we
believe preparing the roadway for this eventuality is appropriate. The attached
Supplemental Conditions Report describes each location and contains .pertinent
data regarding each street.

There are two specific locations where we have identified that these
restrictions will place a hardship on abutting property owners. They are the
YMCA on McBean Parkway and the Pinecrest School on Orchard Village Drive. Both
of these organizations have agreed to explore alternative parking arrangements.
We have agreed to hold off posting the restrictions in these areas pending a
solution to their parking needs. We would monitor progress in both areas to
ensure eventual implementation of the recommended parking restrictions.
It is recommended that City Council adopt the attached Resolution authorizing
the prohibition of parking on Valencia Boulevard between I-5 and McBean Parkway,
McBean Parkway between Valencia Boulevard and I-5, and Orchard Village Drive
between.McBean Parkway and Lyons Avenue. It is further recommended that signs
designating the parking restrictions not be installed adjacent to the Santa
Clarita Family YMCA and Pinecrest School.until adequate off-street parking has
been developed for these land uses.

QUICK -FI% II - PARKING PROHIBITIONS
The three subject streets were investigated for potential impacts associated
with the removal of parking. Additionally, property owners and homeowners
associations were .surveyed to identify any potential parking issues resulting
from the removal of on -street parking. Responses to the survey were favorable,
except at two locations where specific_ parking shortages now occur. The
investigations are summarized below.
Valencia Boulevard
Valencia Boulevard and adjacent development are illustrated in Figure 1. The
total length of street under study is 1.33 miles, between Interstate 5 and
McBean Parkway. This roadway section carries about 29,000 vehicles each
weekday, and traffic speeds are often above 50 m.p.h.
Adjacent land is either commercial or residentially zoned, with considerable
vacant area. Major property owners fronting Valencia Boulevard either support
the parking prohibition or.had no comment. Newhall Land and Farming Company,
College of the Canyons, Valencia Summit, and Portofino Apartments. management
support the parking prohibition. Only occasional parked vehicles have been
observed on Valencia Boulevard, except during commencement ceremonies at College
of the Canyons.
The estimated cost for installation of signs for the parking prohibition is
$5,000.
McBean Parkwav
A total of 3.26 miles of McBean Parkway, between Valencia Boulevard and
Interstate 5, were investigated for parking prohibitions. The street and
adjacent property ownership is illustrated in Figures :2 and 3. Daily, traffic
demand ranges from about 18,000 daily vehicles near Interstate 5 to about 26,000
daily vehicles near Valencia Boulevard. Average traffic speeds are .between 35
and 50 m.p.h.
Land adjacent to McBean Parkway is almost fully developed with an assortment of
land uses. Land owner responses to the opinion survey were generally favorable
to the prohibition of parking. Written responses were received from Valencia
Company, Henry Mayo- Newhall Hospital and several homeowners groups. These
responses are included for Council review. Verbal responses were.also received
from California Institute of the Arts, Valencia Realty and Granary Square in
favor of the prohibitions.

The Santa Clarita Family YMCA currently has insufficient parking to accommodate
their needs on site and requested that on -street parking be permitted until they
can develop additional off-street parking. The YMCA is currently investigating
options. The YMCA response was the only reply from an adjacent property owner
not totally favorable to the parking ban.
On -street parking has also been observed adjacent to Granary Square and Henry
Mayo Newhall Hospital. This parking demand can be accommodated off street
without significant impact to adjacent facilities. It should be noted that the
hospital requested a parking credit to offset future parking requirements in
conjunction with the removal of on -street parking.
The -Santa Clarita-Los Angeles Commuter Express (Route 799) currently stops at
McBean Parkway and Arroyo Park Drive. Park -N -Ride passengers generate a parking
demand of between 30 and 50 vehicles near the intersection. This parking is
currently accommodated on Arroyo Park Drive west of McBean Parkway. The parking
prohibitions on McBean Parkway should not impact this activity unless the
ridership grows substantially.
The estimated cost of installing signs for the parking prohibitions is $12,000.
Orchard Village Drive
Orchard Village Drive between McBean Parkway and Lyons Avenue was evaluated for
parking restrictions. As shown in Figure 4, this road segment is about 1.62
miles in length, and it primarily serves residential land uses. Traffic demand
ranges. from about 28,000 daily vehicles near McBean Parkway to about 10,000
daily vehicles near Lyons Avenue. Traffic speeds are in the 40-45 m.p.h. range.
Favorable responses to the proposal for elimination of on -street parking were
received from Old Orchard Retail Centers and Valencia Glen Homeowners
Association. The preschool part of .Pinecrest School, near Wiley Canyon Road,
has insufficient off-street parking; consequently, about 10 to 12 staff park on
Orchard Village Drive. The Pinecrest school administration requested that
on -street parking be retained until other parking options could be explored.
Sporadic parking also occurs on Orchard Village Drive just north of Lyons
Avenue. This parking ranges from 2 to 10 vehicles, and it is -not related to a
specific land use. These vehicles can be stored in surrounding off-street
parking facilities or parked at another on -street location south of Lyons Avenue.
The estimated cost for installation of signs designating parking prohibitions is
$6,000.

SUMMARY
The removal of parking from portions of Valencia Boulevard, McBean Parkway and
Orchard Village Drive would improve the flow of traffic on these streets by
removing impediments to.the movement of traffic and enabling the installation of
turn lanes. Adjacent property owners were generally in favor of the parking
restrictions; however, two developments, the Santa Clarita Family YMCA on McBean
Parkway, and Pinecrest School on Orchard .Village Drive, have insufficient
off-street parking for their needs. On -street- parking should be retained
adjacent to these uses until alternative parking can be developed.
The installation of signs designating the parking prohibitions is estimated to
cost about $23,000. These funds are included in the Public Works Capital
Projects budget for Fiscal Year 1990-91.

RESOLUTION NO. 91-38
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, PROHIBITING THE
STOPPING OR STANDING OF VEHICLES ON PORTIONS OF
VALENCIA BOULEVARD, MCBEAN PARKWAY, AND ORCHARD VILLAGE ROAD
IN THE CITY OF SANTA CLARITA
WHEREAS, the safety of the motoring public would be enhanced by the
prohibition of parking on certain major arterial highways in.the City of Santa
Clarita.
WHEREAS, California Vehicle Code Section 22507 provides for local
authorities to. prohibit or restrict the stopping, parking or standing of
vehicles on certain streets or highways, or portions thereof during all or
certain hours of the day.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES
RESOLVE AS FOLLOWS:
Section 1. That stopping, standing or parking of vehicles during
all hours of the day shall be prohibited -as follows:
(1) Valencia Boulevard, on both sides, between the west City limit
and McBean Parkway.
(2) McBean Parkway, on both sides, between the west City limit and
Valencia Boulevard.
(3) OrchardVillageRoad, on both sides, between McBean Parkway. and
Lyons Avenue..
Section 2. That the prohibition of stopping, standing or parking of
vehicles as provided herein shall apply when appropriate signs or curb
markings giving adequate notice thereof have been placed as described in
Section 1.
Section 3. That staff shall install the necessary signs or curb
markings to effect this Resolution.

Dear Ken:
in response to.your letter of September 12, 1990, regarding the
removal of parking on McBean Parkway, we conservatively estimate
that the Hospital's frontage on McBean Parkway would provide 30
to 40 parking places. If the City would give us credit for those
parking places for any future building programs in which we might
have a need for these parking places, I can see no reason why the
Hospital would object to removal of on street parking. I would
view the "parking credits" as potential offsets against future
parking requirements in much the same way we deal with the
Sanitation District. We pay fees and if, at some future time, we
need to connect into the Sanitation District, a formula has been
developed for that process, and we are given credit for the fees
we have paid in the past.
If a process similar to this is acceptable to the City of Santa
Clarita, then we would support the efforts to remove parking from

The Board of Directors of the Franciscan Hill Homeowners
Association has asked me to write to you in protest of the on -
street parking ban on portions of McBean Parkway that the Board
believes will affect the Association.
Franciscan Hill is located directly across the street from the
Mormon Church near the intersection of McBean Parkway and
Tournament Road. The Board believes that prohibiting on -street
parking would force overflow traffic to use their limited private
parking areas whenever the Church planned a large group activity
or a special event takes place at Cal Arts or College of the
Canyons.
Whatever you can do to implement their concerns would be greatly
appreciated. Should you wish to discuss this matter, I can be
