SUBJECT: POW/MIA Recognition Program

BACKGROUND
The National POW/MIA Recognition Day, and the authorization of the display of
the National League of Families POW/MIA flag oa flagstaffs at .certain Federal
facilities, are new measures enacted by the Senate with the passage of joint
Resolution 170 (June 11, 1991). By request of Councilmember Jan Heidt, the
proposition to include these measures as a formal policy is being introduced as
an agenda item. The purposeofthis new approach is to address POW/MIA concerns
in the following manner:
o To develop a formal City Policy -recognizing the POW/MIA members
of the United States Armed Forces.
o To support such members and their families who deserve the
recognition of the people and government of the City of Santa
Clarita, California.
Resolution 91-124 formally exhibits Santa Clarita's support of the program
designed to recognize POW/MIA members and families.
To adopt resolution 91-124 and send a letter of support to the United States
Senate and the National League of Families.

RESOLUTION NO. 91-124
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, IN SUPPORT OF UNITED STATES
SENATE JOINT RESOLUTION 170
WHEREAS, the City has nopresent formal policy in recognition of
American POW/MIA's;
WHEREAS, many members of the Armed Forces of the United States
who are officially considered missing in action or have their locations
unknown;
WHEREAS, the uncertainty surrounding the fate of such members
has. caused families to suffer acute and continuing sacrifices and
hardships:
WHEREAS, by reason of such sacrifices and hardships, such
members and their families deserve the recognition and support of the
people and Government of the City of Santa Clarita.
NOW, THEREFORE, the City Council of the City of Santa Clarita,
California does resolve, declare, determine and order as follows:
Section 1. Pursuant to Senate Joint Resolution 170, the City of
Santa Clarita, California, supports and affirms the following actions and
measures.
Section 2. The adoption of September 26, 1991 as National
POW/MIA Recognition Day.
Section 3. The authorization of the display of the National
League of Families POW/MIA flag on flagstaffs at certain.City facilities.
Section 4. That the City of .Santa Clarita, California, affirms
the dignity of mankind realizing it's debt of obligation to those armed
forces who fought in the Country's behalf and who were captured or were
officially considered missing in action.
Section 5.- The City Clerk shall certify to the passage of this
Resolution.
