HomeMy WebLinkAbout1991-12-10 - AGENDA REPORTS - PRIORITIES WRITTEN ARGUMENTS (2)CONSENT CALENDAR DATE: December 10, 1991 AGENDA REPORT City Manager Approval Item to b@ presented City Clerk SUBJECT: SETTING PRIORITIES FOR WRITTEN ARGUMENTS FOR A CITY MEASURE Resolution Number: 91-203 DEPARTMENT: City Cle BACKGROUND Elections Code section 5016 sets up priorities as to which an argument is chosen for printing by the City Clerk if two or more arguments are submitted in favor of or against a measure. Section 5013 states that the legislative body or any member or members of the legislative body authorized by that body may file a written argument for or against any City measure. No argument shall exceed 300 words in length. Resolution 91-203, attached, also states that the City Council direct the City Clerk to transmit a copy -of the measure to the City Attorney who shall prepare an impartial analysis of the measure showing the effect of the measure on the existing law and the operation of the measure. RECOMMENDATION Adopt Resolution No. 91-203 ATTACHMENT Resolution No. 91-203 Adopted:/J, -- Agenda RESOLUTION NO. 91-203 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, SETTING PRIORITIES FOR FILING A WRITTEN ARGUMENT REGARDING A CITY MEASURE AND DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS WHEREAS, a General Municipal Election is to be held in the City of Santa Clarita, California, on April 14, 1992, at which there will be submitted to the voters the following measure: RESIDENTIAL GROWTH CONTROL SYSTEM FOR THE CITY OF SANTA CLARITA NOV, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That the City Council directs the City Clerk to transmit a copy of the measure to the City Attorney, unless ,the organization or salaries of the office of the City Attorney are affected. The City Attorney shall prepare an impartial analysis of the measure showing the effect of the measure on the existing law and the operation of the measure. If the measure affects the organization or salaries of the.office of the City Attorney, the City Clerk shall prepare the impartial analysis. The impartial analysis shall be filed by the date set by the City Clerk for the filing of primary arguments. SECTION 2. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
