HomeMy WebLinkAbout1991-06-11 - AGENDA REPORTS - QUICK FIX II PARKING 91-57 (2)AGENDA REPORT City Manager Approval Item to be presented by: John Medina UNFINISHED BUSINESS DATE: June 11, 1991 SUBJECT: QUICK FIX II - PARKING PROHIBITIONS MC BEAN PARKWAY - I-5 FREEWAY TO VALENCIA BOULEVARD RESOLUTION NO, 91-57 DEPARTMENT: Public Works f, BACKGROUND At its March 26, 1991 meeting the City Council moved to postpone deliberation of a Public Works recommendation to prohibit parking on both sides of McBean Parkway from the I-S.Freeway to Valencia Boulevard. The recommendation was made following a detailed evaluation of traffic and parking conditions. ANALYSIS McBean Parkway is an 84 foot major arterial highway. The roadway is currently marked for two traffic lanes in each direction of traffic. Opposing lanes are separated by a raised landscaped median. A total of 3.26 miles of McBean parkway, between Valencia Boulevard and Interstate 5, was investigated for parking prohibitions. The street and adjacent property ownership is illustrated in Figures 1 and 2. Daily traffic demand ranges from about 18,000 daily vehicles near Interstate 5 to about 26,000 daily vehicles near Valencia Boulevard. Average traffic speeds are between 35 and 50 m.p.h. The elimination of on -street parking from major highways is intended to reduce potential conflict between through traffic and parked vehicles, increase traffic capacity of each street, and improve aesthetics of the street system. Removal of on -street parking will allow better utilization of the existing street width by allowing the installation of right -turn lanes to improve intersection capacity. The removal of parking would ultimately allow three through travel lanes in each direction on each street. We do not intend to implement the three lane striping at this time. The elimination of parked vehicles will also reduce accident potential by eliminating sight obstructions for drivers entering the major street. The estimated cost of installing signs for the parking prohibitions is $12,000. Adopted: 7:/ Agenda Item: It is recommended that City Council adopt the attached Resolution authorizing the prohibition of parking on McBean Parkway between Valencia Boulevard and I-5. It is further recommended that signs designating the parking restrictions not be installed adjacent to the Santa Clarita Family YMCA until adequate off-street parking has been developed for this organization. If the City would give us credit for those parking places for any future building programs in which we might have a need for these parking places, I can see no reason why the Hospital would object to removal of on street parking. I would view the "parking credits" as potential offsets against future parking requirements in much the same way we deal with the Sanitation District. We pay fees and if, at some future time, we need to connect into the Sanitation District, a formula has been developed for that process, and.we are given credit for the fees we have paid in the. past. Franciscan Hill is located directly across the street from the Mormon Church near the intersection of McBean Parkway and Tournament Road. The Board believes that prohibiting on -street parking would force overflow traffic to use their limited private parking areas whenever the Church planned a large group activity or a special event takes place at Cal Arts or College of the Canyons. You responded indicating that you could see no reason to oppose the action provided certain credits for the approximately .30 to 40 on -street spaces in the future if needed to satisfy future development plans. Jan Heidt The purpose of the proposed "No Parking" on McBean would be to Councilmember eliminate potential conflict between traffic and parked cars and improve aesthetics. On -street parking along arterial Howard "Suck" McKeon highways should be viewed as a convenience rather than Councilmember supplementing or meeting an.off-street parking requirement. For this reason, the City is not in a position to offer a parking credit in exchange for a positive reaction to the proposed parking restriction. The matter of establishing these parking prohibitions on McBean Parkway is on the agenda for discussion by the City Council at their regularly scheduled meeting of March 26, 1991. As I indicated to Ed Cline, Traffic Engineer for the City of Santa Clarita, I felt this was an item that should be discussed with my Board, and, at our meeting of April 4, the following action was taken: 1) The Board expressed its appreciation that the matter was tabled from the City Council's March 26 meeting until the April 23 meeting. 2) The Board indicated it believed that the right to park on McBean Parkway in front of the Hospital was an inherent right that the Hospital enjoyed as the owner of the property on which it is located. 3) The Board indicated it would not actively oppose the passage of such an ordinance. 4) The Board would like its position noted for future reference. At some time in the future, the Board may pursue full or limited use of the frontage on McBean Parkway for parking, or may requestthat the City grant entitlements for having given up this intrinsically valuable land usage. Ref: AD1137 CITY OF SANTA CLARITA I N T E O F F I C E M E M O R A N D U M TO: Ed Cline, Traffic Engineer FROM: Jim Van Winkle, City Engineer//w/ DATE: April 22, 1991 SUBJECT: Parking on McBean Parkway near Granary Square Today Mr. Scott Martin (805)259-1345 came to the public counter to complain about the cars parking along the easterly curb of McBean Parkway.near the Granary Square and near Arroyo Park Drive. He contends that cars park too close to the entrances to Granary Square thereby shortening the sight distance, resulting in many accidents. He claims that a similar condition exists near the Arroyo Park Drive intersection, and that it is compounded by parked semils. He also complains that Antelope commuter buses stop on the south east corner of that intersection, and that their riders use the local streets as a park and ride facility. He is requesting that the curbs adjacent to the Granary Square entrances be painted red, and that a bus loading zone be set up on the north east corner of the Arroyo Park Drive intersection. McBean Parkway is indeed in need of improvement; however, congestion is not the issue. SAFETY ISIII Currently the parking on McBean Pkwy. poses no obstacle to automobiles speeding down our street, either coming off the freeway or from outside the current city limits from Stevenson Ranch. We find it incongruous to expect McBean Pkwy. to be a major highway, when in fact, McBean Pkwy. is home to a number of diverse developments. These include: 1. Two churches 2. One school 3. One school crossing for elementary students 4. One senior citizens housing center 5. Three condominium complexes 6. The Y.M.C.A. and adjacent park 7. Two apartment complexes 8. The Hospital 9. A shoppinT. center There are also numerous access streets to housing develop- ments, many of which have McBean as their only ingress and egress. What this means is many people driving cars on and off McBean, not always at intersections. People riding bicycles, walking, running and skateboarding. Some of these people are our children. P.O. Synchronize this light with Tournament Road and Old Orchard Road to control access for the north/south traffic. B. Install a pedestrian overpass near Alegro Drive for access to Meadows school and adjacent park to eliminate pedestian crossing on McBean without an intersection. C. Set a time limit for no parking during rush hour, if eventually needed. Mr. Medina, we do not want to relinquish parking on McBean Parkway. We do want to make McBean Parkway safe for all who use it. We do not want to see McBean become an extension of the freeway. Please help us to make McBean safe. Thank you for allowing us to help make the City of Santa Clarita a better place to live.
