The City Council at its meeting of March 13, 1991 directed staff to report back in July
1991 on the feasibility of providing reduced refuse/recycling fees or discounts for senior
citizens, disabled and low-income persons.
The City is fortunate to have established a working relationship with the UCLA Municipal
Waste Management Program. Through this program, UCLA is preparing for the City, at no
cost, a senior citizen waste characterization study, similar to the study they performed for
the City back in 1989.
Currently, extensive research and surveys have been conducted by staff to provide a
strong data base through which a recommendation may be devised. Research includes: 1)
a survey of more than 50 California cities, ascertaining the types of senior programs they
have implemented; 2) a survey of local seniors to determine, on average, how much
refuse they are producing; 3) an actual field survey conducted by staff to determine the
volume and weight of refuse disposed of by seniors.
Currently, UCLA and City staff are in the process of researching data on senior citizens to
properly assess the volume and weight which makes up the senior citizen waste stream.
This professional analysis will have long term implications as the City prepares to address
the issue of implementing a variable size/fee per volume refuse system. Staff will submit a
recommendation to Council in August 1991 on variable refuse fees.
RECOMMENDATION
City Council receive and file this report.
