Medina, Director DATE: March 13. 1991 SUBJECT:Refuse Discount for Seniors, Disabled and Low Income Persons DEPARTMENT: Public Works BACKGROUND The City Council at its meeting of February 26, 1991 directed staff to report back at the next regular Council meeting on the feasibility of providing reduced refuse/recycling fees or discounts for senior citizens, disabled and low income persons. In reviewing Council's directions, staff has identified several questions which need considerable investigation before staff can give its recommendation on how to proceed with Council direction. These questions are: 1. What dollar amount should the discount be? 2. What impact will a discount have on the overall financing of refuse collection and who pays for this loss of revenues? 3. Senior citizens, what age would qualify and how much refuse do senior citizens produce? 4. Disabled persons, what qualifies as a disabled person? 5. What level of income qualifies single persons and families for a discount? 6. What -agency or City department will verify that someone is eligible? 7. What is the number of residences which will qualify? 8. Who should the discount be subsidized by, the City, increased rates for non -eligible residents, or are grants possible? 9. Will the answers to these questions fit into future solid waste policies now being prepared for Council's consideration? A POP 00 0o P,�� Fil , 9111� Agenda Item. Staff recommends that comprehensive analysis/investigation be given to these questions before any amendments to the City's Solid Waste ordinance are considered. The magnitude of impact on the, majority of the residents in the City must be determined prior to any recommendation to the City Council. RECOMMENDATION Direct staff to continue analysis/investigation of discounts for seniors, disabled and low income persons and report back in July of 1991. DEL:106
