Harris DATE: September 24, 1991 SUBJECT: DEPARTMENT: BACKGROUND Information Item Regarding the City Council's request for information pertaining to land use and zoning review for renewals and new business licenses. Community Development In July 1991, the City Council requested information concerning existing procedures pertaining to land use and zoning review for renewals and new business licenses. The County of Los Angeles issues all business licenses for the City of Santa Clarita. However, before a new license is issued, the County directs the applicant to the Department of Community Development, Planning Division, at the City, to have a Zoning Referral Slip signed (please see attached example of Zoning Referral Slip). This form is used to certify that the particular business use is consistent with the zoning where the business is to be located, and that the business is in compliance with other relevant existing codes, such as parking 'requirements. Once the form has been approved and signed, the applicant returns the form to the County, pays the appropriate fees, and the license is issued. Yearly renewals of existing licenses are issued automatically by the County without a zoning check by the City. The City Council previously discussed this procedure and voted to leave the existing system in place. Itinerant business uses do not require zoning approval in that no land .use designation applies. CONTRACT PROVISIONS The following additional information explains the agreement the City has with the County pertaining to the provision of this service. The City and the County have signed a General Services Agreement, which serves as the contract between the two entities for all services rendered to the City by the County. The agreement covers all services in general and does not name any service in particular. The City pays for the services at rates which are determined by the County Auditor -Controller in accordance with the policies and procedures established by the Board of Supervisors. These rates are adjusted annually. Agenda Item The County collects fees for all of the City's business licenses. (Please see attached list of the 1991-92 business license fees.) The County then remits the total fees collected to the City for each month of the fiscal year. The County then renders to the City an itemized invoice which covers all services performed during each month. .The City then pays the County for its services within (30) days of the date of the invoice. The following chart summarizes this interaction. Figures in parenthesis indicate debits to the City, except in the "Net Amount" column where parentheses indicate that charges to the City exceed revenues. The totals indicate a gain for the City of $40,701.
