Firm on Fitness

BACKGROUND
A coordinated community effort to teach the value of health and fitness to our
youth will be implemented on October 24, 1991, at 9:30 a.m. during :the Santa
Clarita Valley Fitness Week.
The rally will feature keynote speaker, Arnold Schwarzenegger with a message on
motivation and the value of lifetime fitness.
It is recommended that the City of Santa Clarita, through 1991-1992 Community
Service grant funding, provide the Firm on Fitness program with a $5,000 grant.
RECOMMENDATION
To approve and adopt resolution number 91-151 which includes the following:
1) Provide a grant in the amount of $5,000 to the Firm on Fitness program
through Community Service grant funding.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, FIRM ON FITNESS PROGRAM
WHEREAS, the City of Santa Clarita has allocated $100,000 of the
1991-1992 budget for a Social Service.Community grant program.
WHEREAS, the grant program is designed to address the growing
needs among the many non-profit, community-based organizations in the
Santa Clarita Valley.
WHEREAS, the City is .currently seeking applicants for the
allotted funding.
NOW, THEREFORE, the City Council of the City of Santa Clarita,
California does resolve, declare, determine and order as follows:
Section 1. That the City of Santa Clarita provide a grant in
the amount of $5,000, to the Firm on Fitness program through Community
Service grant funding.
Section 2. That the City Clerk shall certify to the passage of
this resolution.

A. Describe applicant agency's history and experience in providing the
proposed services.vithin the Santa Clarita Valley:
The school districts, of course, have a history of state -mandated
physical fitness programs, and of incorprating the President's council
of Physical Fitness and Sports programs in each school but this rally
represents a "first" in terms of uniting all 4 school districts in an
coordinated community effort to promote the ideals of -the presidents
.council.

The project coordinators of the 4 school districts (Castaic Saugus,
Newhall and Sulpher Springs) together with the volunteer chair of the
event, Wendy Wims-Nelson and her voluntary assistants have been
working on this rally for the last year and a half. Funds have been
acquired via school district budgets and donations sought from the
private sector. Further donations are being actively sought from local
businesses, in addition to a grant from the County Board of Supervisors.
III. PROGRAM IM MATION

2. How does this program plan to address the problem?
3. Vhat are the intended goals of the program?
The program addresses the widespread decline of physical fitness among
our youth. The goal is to generate enthusiasm for the President's
Council on Physical Fitness and Sports fitness programs and testing
among our 4th -5th and 6th graders, and among our community as a whole,
via a star studded event which will highlight fitness and health.
The goal is to unite the Santa Clarita Valley in this effort and in
turn, to provide a model for thestateand the nation.

1. How they interface, overlap existing services, or fill service voids.
2. Explain how the services will achieve program goals:
Public Service messages regarding drugs fitness nutrititon and
health, along with educational programs focusing on these topics
will be part of a week-long program addressing 4th 5th and 6th
graders in the schools, which will culminate in the fitness rally
with Anold Schwarzenegger and Mark Summers.

GOAL
Unite Santa Clarita Valley parents; businesses, educators, and service agencies in a coordinated
community effort to teach the value of health and fitness to our youth, that will provide a
model for the nation.
OBJECTIVE:
Implement the President's Challenge Physical Fitness Program in all Santa Clarita Valley
Schools, in conjunction with LA County Sheriff's Dept. SANE Unit Red Ribbon Week
Program.
PLAN:
Initiate program with a Mayoral Proclamation declaring Santa Clarita Valley Fitness Week
(Red Ribbon Week is a Nationally Declared Event, also this week), at a rally for fourth
through sixth grade students from Castaic, Newhall, Saugus, and Sulphur Springs School
Districts (approximately 7,000) on October 24, .1991 at 9:30 a.m.
The rally will feature keynote speaker, Arnold Schwarzenegger, Chairman of the President's
Council ori Physical Fitness and Sports, with a message on motivation and the value of lifetime
fitness. Athletes, dancers, cheerleaders, etc. from participating schools will demonstrate
activities promoting fitness. Outstanding students and programs will be honored. At
conclusion of speaker presentations students will participate in an exercise routine with
Arnold.
Extensive media coverage. is expected due to press releases (Arnold's publicist, Charlotte
Parker, will initiate two weeks prior to event). Plans are also underway with NBC's
Education Director, Frank Kwan to cover the event. In an effort to present our community
optimally before the meoia many special events and activities are planned.

The four area elementary school districts, with support from the Hart High School District,
have committed funds to transport students to the event Districts have also agreed to fund the
base costs of the event ($2,500.00), to cover stage set-up, A.V., security, and clean-up.
We are still seeking funding and material donations to enhance the program in the following
ways:
Underwriting of FIRM ON FITNESS hats for students unable to pay $1,400.00
Event Costs Stage Decorations; Buttons and Stickers for Students; Set $2,000.00
up fees [construction of illusion to be used by Magic Castle
Magician to introduce Arnold).
Awards To be divided amongg-school districts for Physical $1,600.00
Education equipment which will enable schools to
implement the President's Program (itemized lists
submitted individual school districts for approval).
