Resolution No. 91-177 Making Findings on Written
Protest and Approving & Ordering Annexation 1990-03
Community Development
Annexation No. 1990-03 is a proposal to annex approximately 128 acres of
inhabited land generally rural residential in character with an estimated
population of 109 persons residing in approximately 35 dwelling units. The
area is commonly known as Oak Springs Canyon. (See attached map.)
The.proposal is for a resolution to be adopted by the City Council to approve
and order Annexation No. 1990-03 located in the Sand Canyon area, south of the
Southern Pacific Railroad, and east and south of Oak Springs -Canyon Road. The
resolution states the direction given to Council by the LAFCO to proceed with
a duly noticed public hearing, and sets forth the reasons for the annexation,
terms and conditions established for the annexation by the LAFCO, exhibits
identifying the site, and other required recitals.
Annexation is requested by the property owners within the area, who cite a
desire for City representation, services and permit processing. There are no
known persons or organizations opposed to this proposal, and the annexation is
supported by a majority of area residents. The -City also seeks annexation of
the property in order to eliminate a "County island" within the City's
corporate limits which was created with the completion of Annexation No.
1988-02 on March 5, 1991. When the Local Agency Formation Commission (LAFCO)
approved neighboring Annexation No. 1988-02 on January 9, 1991, it also
expanded the City's Sphere of Influence in the area to include proposed
Annexation No. 1990-03.
The City Council adopted a resolution of application (Resolution No. 90-134)
for this.proposal on August 14, 1990, requesting that the LAFCO initiate
annexation proceedings. Additionally, on January 4, 1991, the City Council
adopted Ordinance No. 90-201, approving Prezone 90-003 and related
environmental documents. The annexation was submitted to the LAFCO for
approval on January 14, 1991. On May 28, 1991 the City Council adopted
Resolution 91-76, a joint resolution with the County of Los Angeles regarding
property tax transfer.
The resolution represents the final action to be taken by the City Council to
complete Annexation No. 1990-03; upon adoption, the resolution will be
forwarded to the LAFCO for review and certification, and the annexation will

be recorded with the State Board of Equalization within 15-25 days. The
date of recordation typically serves as the effective date of completion
of.annexation proceedings.
Because Annexation No. 1990-03 is defined as "inhabited," both property
owners and registered voters may protest. The City Council can approve
the annexation if protests are filed by less than 15 percent of the
registered voters within the territory and by less than 15 percent of the
property owners who own, less than 15 percent of the total assessed value:
of land within the territory. If the percentage,of opposition protest is
above 15 percent but less than 50 percent, the annexation is subject to
confirmation by the voters.. If the percentage of opposition protest is
above 50%, the City Council must deny the annexation.
1. Adopt Resolution No. 91-177 making findings regarding written
protest.
2. If the hearing results in insufficient written protest and the
annexation is approved, then direct staff to transmit Resolution No.
91-177 and appropriate fees to the Local Agency Formation
Commission for final review and certification.

CITY OF SANTA CLARITA
NOTICE OF PUBLIC HEARING TO CONSIDER
ANNEXATION TO THE CITY OF SANTA CLARITA OF THAT
UNINHABITED TERRITORY IDENTIFIED AS
ANNEXATION NO. 1990-03 AND IS GENERALLY
LOCATED IN THE SAND CANYON AREA,
SOUTH OF THE SOUTHERN PACIFIC RAILROAD,
AND EAST OF OAR SPRINGS CANYON ROAD.
Pursuant to Section 57025 of the Government Code, that the City Council
of the City of Santa Clarita will hold a Public Hearing to consider.
annexation to the City of Santa Clarita of that inhabited territory
identified as Annexation No. 1990-03. The purpose of the hearing will be
to receive and consider written protest from residents and/or owners of
land within the proposed annexation area.
The hearing will be held by the City Council in the City. Hall Chambers,
located at 23920 Valencia Boulevard, First Floor, Santa Clarita,.
California, on November 12, 1991, at or after -6:30 p.m.
1. Proceedings for the referenced proposal were initiated by the City of
Santa Clarita and submitted to the Local Agency Formation Commission
for Los Angeles County on August 14, 1991.
2. The inhabited territory consists of approximately 128 acres, is
comprised of multiple ownerships, and is generally located in the
Sand Canyon area, south of the Southern -Pacific Railroad, and east of
Oak Springs Canyon Road.
3. The proposal shall be subject to all terms and conditions as
specified and imposed by Resolution No. 1991-85 adopted on October 9,
1991, by the Local Agency Formation Commission for Los Angeles County
and reference is hereby made to said resolution for a full and
complete description of the annexation and the terms and conditions.
4. The short -form designation of the proposal is Annexation No. 1990-03.
5. The reasons for the proposed annexation are to respond to property
owners' requests for municipal services from the City of Santa
Clarita, for local government representation and review, to promote
sound planning and land use in the area, and to annex property within
the City's Sphere of Influence as amended by the Local Agency
Formation Commission on January 9, 1991.
6. Any owner of land within the territory, and/or any registered voter
residing within the territory, who wishes to file a written protest
against Annexation No. 1990-03 must do so by written communication
filed with the City Clerk, which must be filed at any time prior to
the conclusion of this hearing at the hour specified in this notice
for commencement of the hearing. Each written protest must state
whether it is made by a landowner or registered voter residing in the
area and must indicate the name and.address of the owner of land
affected and the street address or other description sufficient to
identify the location of the land.
The proposal may be reviewed by the public at the City of Santa Clarita
Department of Community Development prior to the Public Hearing of

OF THE CITY OF SANTA CLARITA, CALIFORNIA,
MAKING FINDINGS THAT INSUFFICIENT WRITTEN PROTESTS
HAVE BEEN FILED AND APPROVING AND
ORDERING THE ANNEXATION OF
CERTAIN UNINHABITED TERRITORY DESIGNATED AS
"ANNEXATION NO. 1990 -03 -
TO THE CITY OF SANTA CLARITA.
WHEREAS, the Local Agency Formation Commission of the County of Los
Angeles adopted its resolution, making determinations and approving the
proposed annexation to the City of Santa Clarita of territory described in
Exhibit A and mapped on Exhibit B attached hereto and by this reference
incorporated; and
WHEREAS, the Local Agency Formation Commission of the County of Los
Angeles has directed the City of Santa Clarita to proceed with the annexation
following a duly noticed public hearing; and
WHEREAS, the City Clerk set Tuesday, November 12, 1991, at 6:30 p.m.
in the Council Chambers of the City Hall, 23920 Valencia Blvd., lst Floor,
Santa Clarita, California, as the date, time, and place for said hearing on
the proposed annexation and the owners of land and registered voters residing
within the said territory were duly informed of their right to file written
protests against the.annexation with the City Clerk at any time prior to the
conclusion of the hearing on the proposed annexation; and
WHEREAS, the public hearing was duly and regularly conducted by and
before the City Council at its meeting of November 12, 1991.
WHEREAS, the Local Agency Formation Commission approved this,
proposed annexation subject to the following specified term(s) and
condition(s):
That the subject territory also be annexed to the Consolidated
Fire Protection District; and
WHEREAS, the reasons for this annexation are to eliminate a "County
island" within the City's boundaries, to comply with the property owners'
request for annexation, and to promote sound planning and land use practices
in the affected territory; and
WHEREAS, the regular County assessment roll is utilized by this
City; and
WHEREAS, the affected territory will not be taxed for existing
bonded, indebtedness of this City.
NOV, THEREFORE, BE IT RESOLVED by the City Council of the City of
Santa Clarita, California, as follows:
• SECTION 1. The City Council hereby declares said territory is'found
to be uninhabited and a legal description of the boundaries of the annexation
is set forth in Exhibit A and a map of the boundaries is set forth in Exhibit
B, attached hereto and made apart hereof.
SECTION 2. In accordance with section 57075 of the Government Code.
it is hereby found.that written protests, if any, have been filed and not
withdrawn by less than 15Z of property owners owning less than 15Z of the
total assessed value of land within the territory and by less than 15Z of the
registered voters within the territory.
SECTION 3. The City Council hereby orders the territory 'described
in Exhibits A and B annexed and directs the City Clerk.to transmit eight (8)
certified copies of this resolution with applicable fees required by Section
54902.5 of the Government Code to the Executive Officer of the Local Agency
Formation Commission of Los Angeles County.
SECTION 4. The City Clerk shall certify to the adoption of this
resolution and certify this record to be a full, true, correct copy of the
action taken.

Dear Property Owner:
You are invited to attend a public hearing of the City Council on
Tuesday, November 12, 1991, regarding the proposed annexation of the
property shown on the attached map. Legally referred to as a
protest hearing, the meeting is the final step in the annexation
process initiated last year at the request of area residents. The
hearing begins at 6:30 p.m. in the City Council Chambers, First
Floor, 23920 Valencia Boulevard, Santa Clarita, California.
Because Annexation No. 1990-03 is defined as "inhabited," both
registered voters and property owners may protest. If you.are in
favor of the annexation, your attendance at the hearing would be
appreciated and welcomed, but is not necessary. If you are opposed
to the annexation and wish to protest, State law requires that your
protest be submitted in writing prior to, or at the time of, the
public hearing. Correspondence should be addressed to the City
Clerk, City of Santa Clarita, 23920 Valencia Boulevard, Santa
Clarita, CA, 91355. For more information on how to file written
protest, see the attached Notice of Public Hearing, or contact the
Department of Community Development at the number below.
If the annexation is approved at the conclusion of the public
hearing, a resolution will be sent to the Local Agency Formation
Commission, and the annexation should be completed within three
weeks.

ANNEXATION STRATEGY 1990
The following is.the City of Santa Clarita's annexation strategy for
1990. This document has been prepared as a guide for annexation
planning to enable the City of pursue the goals and objectives
determined in the best interest of the community and the Santa Clarita
Valley.
BACKGROUND
Since incorporation in December, 1987, the City of Santa Clarita has
made significant strides toward providing urban services to its
approximately 147,000 citizens. The City has formed good working
relations with all levels of government, responsible agencies, the
business community, the private sector, and has established itself as a
leader in the Santa Clarita Valley. Annexation provides an important.
planning tool that enables the City to promote orderly growth and
development for the long term benefit of the entire community.
Annexation of territories to the City of Santa Clarita is governed by,
the Cortese -Knox Local Government Reorganization Act of 1985 and the
policies of the Los Angeles County Local Agency Formation Commission
regulations, annexation requests to the City of Santa Clarita are
evaluated upon, but not limited to the following criteria:
1. The proposed annexation must be located contiguous (adjacent or
adjoining) to the city limits;
2. The proposed annexation must be within the City's Sphere of
Influence;
3. The proposed annexation must encourage orderly growth and
development which are essential to the social, fiscal and economic
well-being of the City.
In addition to the above three requirements, each proposed annexation is
reviewed to determine if it is consistent with the City's development
standards and encourages timely provision of adequate and essential
municipal services to the community.
Based upon an evaluation of these requirements and other factors, an
annexation strategy has been developed for 1990 as a blueprint for the
City's plan for future growth.
STRATEGY
The annexation strategy contains three essential elements. These are
the schedule, the implementation plan and the marketing approach.
Integrated, these elements are designed to maximize results determined
to be in the best interest of the City's planning goals and to -maintain
effective problem intervention throughout the annexation process.
Schedule
Approximately seven annexations will be completed in 1990.and
approximately 20 annexations will be initiatedduringthis same year.
The annexation schedule has been determined with consideration to the
following factors:
1. Six annexation proposals submitted to the City by applicants are in
progress;
2. One annexation proposal initiated by the City is in progress;
3. Approximately 15 additional annexations proposals will be submitted
to the City by applicants; and
4. Approximately 10 additional annexation proposals will be initiated
by the City.
Exhibit A provides detailed information on annexations in progress and
annexationsproposedfor 1990.
Implementation
Implementation of the annexation strategy will require two separate
approaches, one for inhabited annexations and one for uninhabited
annexations.
INHABITED ANNEXATIONS
The primary purpose of the inhabited annexation strategy is to provide
basic direction and guidance for achieving successful annexations of
populated.areas by outlining specific operational objectives.
Major objectives of the strategy are:
1. Increase public acceptability among county inhabited areas to
minimize public protests;
2. Achieve greater coordination between City departments resulting in
more effective service delivery;
3. Establish a media campaign which provides a positive interpretation
of events related to annexations; and
4. Emphasize a partnership approach between the City and residents that
will achieve successful inhabited annexations.
Specific operational activities designed to promote the goals and
objectives of the strategy are as follows:
1. Develop Plan For Services
The plan for services developed in cooperation with all city
departments will include: a) an enumeration and description of
services to be extended to the affected territory; b) an
explanation of the range and level of those services; c) an
indication of when those services will be extended; d) a
description of improvements or upgrading of structures, roads,
sewers, other facilities, or other conditions the City would provide
(based upon information provided by residents to avoid a substantial
burden to the project are); and e) information related to the cost
to property owners for financing the improvements, if anticipated.
2. Establish Resident Support Group
The initial -support group will be formed from residents within the
inhabited territory who are representative of the entire annexation
community (such as homeowners' association). Based upon an initial
meeting and a preliminary review of the plan for services, staff
will prepare material and responses on questions which are tailored
to the specific neighborhood.
3. Conduct Annexation Survey Within Project Site
A survey will be mailed to each household within the project area.
The survey and cover letter will be designed with the guidance of
the neighborhood support group. To maximize response, the support
group will provide a unit -by -unit follow-up. Data obtained by the
survey will determine if annexation will proceed. Information
obtained through the survey will also provide material for marketing
the annexation.
4. Initiate and Maintain Networking Activity
Networking activity between the support group and other residents
will be encouraged throughout the entire annexation process. Careful
documentation of all annexation opinions will be maintained in order
to gauge neighborhood support.
5. Maintain Media Campaign
A pro -action campaign will be maintained throughout the annexation
process in order to disseminate timely and adequate public
information to the media. This should allow for effective and
positive press coverage during all stages of the annexation
process. This activity will emphasize participation by the
neighborhood support group.
6. Maintain Internal Information Flow
Timely release of information related to individual annexation
activity will be provided internally to other departments. All
departments will be encouraged to provide comments and guidance
during all stages of the process.
All annexation promotional activity by City staff will be limited to
legal periods before the election phase of the process.

The primary purpose of the uninhabited annexation strategy is to -provide
a framework for achieving successful annexations by encouraging maximum
cooperation with developers which will lead to proper growth,
development and service extension which is essential to the social,
fiscal.and economic well-being of the City.
Major objectives of the strategy are:
1. Implement procedures that require more
involvement and commitment from the developer
at the initial stages of annexation.
2. Increase coordination between City departments
resulting in more effective delivery of
services.
3. Establish more effective control of new
development which leads to more efficient
growth management.
Specific operational activities designed to promote the objectives of
the strategy are as follows:
1. Conduct Complete Evaluation of Proposals
Each proposal will be evaluated based upon compliance with criteria
including, but not limited to a) contiguity to the City limits,
b) relationship to the Sphere of Influence, c) and its
contribution to proper. growth and development essential to the
social, fiscal and economic well-being of the City.
2. Develop Plan for Services
The plan for services developed in cooperation with departments will
include a) an enumeration and description of services to be
extended to the affected territory; b) an explanation of the range
and level of those services; c) an indication of when those
services will be extended; d) a description of improvements or
other upgrading of structures, roads, sewers, other facilities, or
other conditions the City would require on development; and 3)
information related to the cost to residents or developers for
financing the improvements.
3. Develop Annexation Profile
The annexation profile will include: a map, names and addresses of
property owners in the annexation, assessed valuation of property
and demographics. The profile will be used to include other
properties in the annexation as necessary.
4. Negotiate Annexation Agreements with Developer
Annexation agreements may be negotiated to ensure effective service
to new development. These may include contributions of cash or
specific items from the developer as pre -conditions to the approval
of any proposed industrial, residential or commercial development.
Examples of contributions to be funded and implemented by the
developer which offset cost of projected increased demand on
municipal services may include sewer and drainage lines, roads,
easements or rights-of-way, public facilities, park space, land
dedications, or other cash payments.
Marketing
Annexation must be integrated with city-wide promotional efforts. These
would include specific activities to coordinate with any on-going
campaign to establish the City as a supportive environment for
residential, commercial and industrial development. Promotional efforts
should include, but not be limited to the following:
1) Official annual statements regarding the state of the City;
2) Specific literature related to City growth and development issued
for general marketing purposes;
3) Press releases describing the benefits and opportunities associated
with annexations after territories have been successfully annexed.to
the City; and
4) Proactive press releases prior to key decisions or actions taken by
City Council or LAFCO.
Implementation of the annexation strategy according to schedule will
allow for more efficient planning and development. This will minimize
constraints and demands on municipal services and will enable the City
to pursue the goals and objectives determined in the best interest of
the community.
