SUBJECT: Resolution No. 91-54, A Resolution to Approve and Order
Annexation No. 1990-10 1

BACKGROUND
Annexation No. 1990-10 is a City -initiated proposal to annex approximately 56
acres of uninhabited territory to the City of, Santa-Clarita. The territory is
located immediately adjacent and east of Sierra Highway, adjacent and south of
proposed State Highway 126, and west of State Route 14. The territory is.
bordered on three sides by the City of Santa Clarita, and is traversed east to
west by Via Princessa. (See attached map for location.) Annexation No.
1990-10 was submitted to the LAFCO for processing on August 31, 1990.
Previous actions by the City Council on this annexation include adoption of
Resolution No. 90-148, a resolution of application (08/14/90), and Resolution
No. 91-36, a joint resolution with the County Board of Supervisors regarding
property tax transfer (02/26/91). The Council has also adopted Ordinance No.
91-3.(02/26/91), which approved the prezone related to this annexation.
The proposal is for a resolution be adopted by the City Council to approve and
order Annexation No. 1990-10. The resolution states the direction given to,
Council by the LAFCO to proceed without a public hearing, and sets forth.the
reasons for the annexation, terms and conditions established for -the
annexation by the LAFCO, exhibits identifying, the site, and other required
recitals. The resolution represents the final action to be taken by the City
Council to complete Annexation No. 1990-10; upon adoption, the resolution will
be .forwarded to the LAFCO for review and certification, and the annexation
will be recorded with the State Board of Equalization within 15-25:days. The
date of recordation typically serves -as the effective date of completion of
annexation proceedings.
A subdivision map (Tentative Tract Map 50151) and related applications have
been previously approved by the Planning Commission and City Council, and
would allow construction of 410,000 gross square feet of retail commercial
space, including a 117,000 square feet Price Club outlet. The City's cost to
provide municipal services to this area would be offset by revenues from
increased property valuation, building permit fees, and sales tax revenues.

Additionally, the proposed commercial uses will generate substantial new
revenue for the City in the form of sales tax funds. These approvals would
become effective upon annexation of the.site to the City.
Because Annexation No. 1990-10 is defined as "uninhabited," only property .
owners within the annexation area may protest. The property is, currently in
single ownership to the First Financial Group, which requested annexation of
the property to the City of Santa Clarita for the purpose of developing the
site for commercial uses. The property owner cites local government.
processing and provision of municipal services by the City as-reasons•for the
annexation.
Adopt. Resolution •No. 91-54, a Resolution Approving and Ordering Annexation No.
1990-10, and direct staff. to transmit the resolution and appropriate fees to
the Executive Officer of the Local,Agency Formation Commission for review,
certification and recordation.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA CLARITA, CALIFORNIA, APPROVING
AND ORDERING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY
DESIGNATED AS 'ANNEXATION NO. 1990-10' TO THE CITY OF SANTA CLARITA
WHEREAS, the Local Agency Formation Commission of the County of Los
Angeles adopted its Resolution, making determinations and approving the
proposed annexation to the City of Santa Clarita of territory described in
Exhibits A and B attached hereto and by this reference incorporated; and
WHEREAS, the Local Agency Formation Commission of the County of Los
Angeles has directed the City of Santa Clarita to proceed with the annexation
without notice and hearing; and
WHEREAS, the Local Agency Formation Commission approved this proposed
annexation subject to the following specified term(s) and condition(s):
That the subject -territory also be annexed to the Consolidated Fire
Protection District; and
WHEREAS, the reasons for this annexation are to extend and square up the
City's boundaries, to comply with the property owner's request for annexation,
and to promote sound planning and land use practices in the affected
territory; and
WHEREAS, the regular County assessment roll is utilized by this City; and
WHEREAS, the affected territory will not be taxed for existing bonded
indebtedness of this City.
NOV, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa
Clarita, California, as follows:
SECTION 1. The City Council hereby declares said territory is found to
be uninhabited and a legal description of the boundaries of the annexation is
set forth in Exhibit A and a map of the boundaries is set forth in Exhibit B,
attached hereto and made a part hereof.
SECTION 2. The City Council hereby orders the territory described in
Exhibits A and B annexed and directs the City Clerk to transmit eight (a)
certified copies of this resolution with applicable fees required by Section
54902.5 of the Government Code to the Executive Officer of the Local Agency
Formation Commission of Los Angeles County.
SECTION 3. The City Clerk shall certify to the adoption of this resolution
and certify this record to be a full, true, correct copy of the action taken.

Beginning at the intersection of that certain course having a
bearing of North $0' 53' 15" East in the center line of Sierra Highway as

pages 81 through 86 of Naps in the office of the Recorder of the county of
Los Angeles and a straight line that bears southeasterly at right angles'
from said canter line and which passes through the easterly terminus of
that certain 17 -foot radius curve concave to the east in the southwesterly
