BACKGROUND The California Transportation Commission has invited the City to apply for a competitive grant via the Clean Air and Transportation Improvement Act as added by Proposition 116 (June 1990). The maximum commitment of Proposition 116_ funds is limited to $1 million per year per project for up to five years. The purpose of the grant is to improve safety and convenience for bicycle commuters._ That is, bicyclists making a trip'for transportation purposes such as travel to work, to school, shopping or other activity center, rather than for exercise or recreational purposes, Qualifying projects and eligible activities include: 1. Preliminary engineering, right-of-way purchase, and final project design. 2. Construction, improvement, acquisition, and other capital expenditures including, but not limited to bicycle lanes, paths, grading, paving, landscaping, lighting, traffic control devices, .signage, installation of bicycle racks on transit vehicles as well re -striping and adjustment of traffic -activated signals to make them bicycle sensitive. The City Council has identified a three year plan to construct a trail system within the City of Santa Clarita. Staff recommends that funds received from this grant be applied to the Santa Clarita River Bike Trail that roughly follows the Santa Clara River from the eastern most borders of City .limits to the westerly City limits near Interstate 5. _ This trail has been identified on both the City General Plan and the L.A. County General Plan, and is considered a Regional Trail. RECOMMENDATION It is recommended that the City Council approve Resolution No. 91-122 authorizing application for funds to create a major commuter bike trail for the City of Santa Clarita,. and authorize the Mayor and the City Clerk to execute the agreements. N RESOLUTION NO. 91-122 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA APPROVING THE APPLICATION FOR BICYCLE TRAIL FUNDS UNDER G-91-4 AND APPROVING THE ADOPTION OF ITS BICYCLE COMMUTER TRAIL PLAN WHEREAS, California Transportation Commission through the Clean Air Transportation Improvement Act Res No. G-91-4 makes available $20 million to fund a program of competitive grants to local agencies for the capital outlay for bicycle commuter projects; and WHEREAS, the City of Santa Clarita desires to construct the master bikeway system within their City utilizing funds available under G-91-4. WHEREAS, citizen involvement in the General Plan and River Study clearly show citizen support for such a project. BE IT FURTHER RESOLVED that the City Council of the City of Santa Clarita does resolve as follows: 1. To adopt a commuter bicycle trail (east/west through the City) in conformance with specifications of CATIA within grant guidelines; 2. To authorize the Director of Parks and Recreation as the City's authorized signature and designated contact person; 3. To apply for all funds available to the City of Santa Clarita allocated for bicycle improvement projects which improve safety and convenience for bicycle commuters. 4. To recognize this bikeway as a Regional bike trail with Regional significance.
