On March 13, 1991, Council authorized advertisement of the subject project. The
project provides for resurfacing and structural repairs. in order to extend the
service life of the streets identified on the attached key map.
On April 2, 1991, the following bids were received by the City Clerk:

Granite Construction Co. $354,848.90
Excel Paving Co. $570,985.30
The Engineer's estimate for this project is $273,713. A total of $365,000 has
been budgeted under Account No. 25-96018-227 for design, contract
administration, inspection, and construction of this project. The bid process
only yielded two bids and both exceeded the Engineer's estimate by 20 to 50
percent.
The original specifications called for the use of Asphalt -Rubber Hot Mix (ARHM)
which, utilizes old tires, is a new process that has proven to be effective in
reducing pavement cracking where changes in•temperature and traffic conditions
occur such as those encountered in the City. The specifications required a
Maintenance Bond to safeguard the City's investment in this process. A survey
of the bid package holders reveals that this requirement may have contributed to
the higher bids received. Studies and observation of recent ARHM pavement
projects constructed in the City and inquiries to other agencies indicate that
this process has proven to be durable and reliable thus removing the. need for a
unique Maintenance Bond specific to the process.
Staff recommends that the specifications be modified to include either
Asphalt -Rubber Hot Mix (ARAM) or Asphalt Concrete (AC) pavement and require only
the normal 1 year maintenance warranty. Readvertising with the modifications
indicated above should encourage a more competitive bid process and allow the
City to select a bid which will satisfy our maintenance needs as well as our
budget limitations.
Reject all bids, approve the modified plans and specifications for the project
which provide the bidders the option of submitting bids for either ARHM pavement
or AC pavement without the ARHM process, and authorize the readvertising for
bids.
