IMPACT STUDY SCOPING HEARING
Caltrans, the City of Santa Clarita, the County of Los Angeles, and other
interested agencies and organizations have been studying alternate routes for
the construction of a new State Route 126.
On Wednesday, January 30, 1991, Caltrans will be sponsoring a series of
environmental impact study scoping meetings for three proposed routes for State
Route 126. The scoping meetings will include an agency meeting between 1:00 and
3:00 p.m., followed by an open house from 4:00 to 7:30 p.m. and concluded with a
public scoping meeting from 7:30 until 10:00 p.m. The meetings will all be held
in the City of Santa Clarita City Council Chambers.
The staff will be presenting comments on behalf of the City at the agency
scoping meeting. Some of the areas of concern that will be presented include:
• all alternatives must be studied fully and equally;
• impact on the City's plans for the river basin, which will be detailed
intheSanta Clara River Study which is currently under development;
• impact on the flora and fauna of the region including the riparian
habitat which is located in SEA 1123, and other sensitive environmental
areas;
• impact of the routes on the ridge lines and hillsides;
• impact of possible geologic hazards including:
a. landslides
b. soil liquefaction potential
c. the San Gabriel Fault (the area is in an Alquist—Priolo
Special Study Zone)
d. hazardous and explosive materials
e. soil contamination with hazardous wastes;
• impacts on the floodplain and vulnerability to flooding and flood
damage;
• impact on the recharge of groundwater aquifers;
• growth inducing impacts;

a impact on existing and approved commercial development along Magic
Mountain Parkway;
& impact on existing and approved commercial development along Magic
Mountain Parkway;
a impact on existing residential, commercial and industrial uses adjacent
to the proposed alignments including factors such as:
a. displacement of existing uses
b. noise impacts
c. visual impacts
d. air quality impacts
e. separation of communities
f. vibration impacts;
a impact on traffic volumes and circulation patterns of other existing
and proposed roadways;
a impact on the geometrics of existing and proposed roadways;
a a full traffic analysis must be performed which accounts for regional
as well as local traffic volumes and circulation. patterns. This
analysis must conform to.the City's General Plan and its circulation
element;
a landscaped medians and side panels will be required;
a sound walls will be required where appropriate.
RECOMMENDATION
Direct staff to present the above items of concern to Caltrans at the meeting on
January 30, 1991.
