RAILROAD AVENUE - REQUEST FOR VACATION

A public hearing was held on September 25, 1990 concerning a ,request for the
vacation of the road easement on Railroad Avenue between San Fernando Road and
4th Street, as shown in the attached diagram. The request had been made by Bill
and Marie Foster, owners of property at the southeast corner of Railroad Avenue
and 4th Street. After receiving some public testimony, the item was continued
until this date to allow time for additional input from the business community.
The staff recommendation was to deny the request for vacation to allow for the
possibility of developing a one-way couplet between San Fernando Road and
Railroad Avenue at some time in the future.
Staff has discussed this issue with members of the Santa Clarita Valley Chamber
of Commerce Transportation Committee, the Downtown Newhall Merchant's
Association, and Hale & Associates, Inc. who represents the applicant in this
matter. The Downtown Newhall Merchant's Association is opposed to the concept
of the one-way couplet. The SCV Chamber of Commerce has not taken a formal
action on the matter, but they indicated that they are prepared to endorse the
position of the Downtown Newhall Merchant's Association.
A traffic study which was conducted for the area concluded that the existing
traffic flow and accident patterns did not justify modifications to the existing
streets and traffic flow patterns at this time. However, it was concluded that
increases in the traffic volumes could -require that changes be implemented in
the future.
The report identified a number of options for improving traffic flow in the
downtown Newhall area. All of these options, except for the one-way couplet
option, would involve loss of some or all of the limited on -street parking.
Staff believes that elimination of any of the on -street parking would have
serious negative economic impacts for the area. Therefore, staff recommends
that the existing street easement on Railroad Avenue be retained to allow for
this possibility at some future date.
Staff recommends that the existing road easement along Railroad Avenue be
retained and that the request for vacation be denied.

IN THE CITY OF SANTA CLARITA_
PUBLIC NOTICE IS HEREBY GIVEN:
A Public Hearing vill be held before the City Council of the City of Santa
Clarita to order the vacation of Railroad Avenue at 4th Street and San
Fernando Road in the City of Santa Clarita.
This item will be heard by the City Council in the City Hall Council Chambers,
23920 Valencia Blvd., 1st Floor, the 24th day of July, 1990, at or after 6:30
p.m.
Proponents, opponents, and any interested persons may appear and be heard on
this matter at that time. Further information may be obtained by contacting
