BACKGROUND
San Fernando Road is a multi -funded project. On June .11, 1991 the City Council
authorized advertisement of Phase III/IV, which provides for widening of San
Fernando Road from 15th Street to Drayton Street.
On Tuesday, August 6; 1991 the following bids were received by the City Clerk.

Engineer's estimate
$5,508,150.50
Staff recommends that the project be awarded to Security Paving Company, Inc.,
the low bidder. This contractor possesses the;_necessary Contractor's license
and is a member in good standing. The bid of'$4,179,692.05 was reviewed for
accuracy and conformance to the contract documents and was found to be
complete. This contractor has performed similar work for the County of
Los Angeles and the cities of Burbank and Los Angeles, all of which indicated
that this contractor performed work to their satisfaction.
It is estimated that $5,200,000.00 will be required to cover costs for contract
administration, inspection, and construction. Phase III/IV is budgeted through
3 funding sources: TDA,FAU, and.. the General Fund, but the -FAU funds are not
presently availablefor the project.

Bid Award
At your September 24, 1991 meeting, the Council approved an agreement to replace
the FAU allocations with Prop C interest money. We propose to temporarily
re -allocate TDA funds presently available from San Fernando Road Phases I and II
to Phase III/IV.
We have received Caltrans right-of-way certification and concurrence to award
this project.
RECOMMENDATION
1. Award the contract to Security Paving Company, Inc. in the amount of
$4,179,692.05.
2. Authorize staff to transfer adequate funds from San Fernando Road Phase
I/II, Project 91-02, Account No. 25-95002-.227 to the San Fernando Road
Phase III/IV, Project 91-27, Account No. 25-96027-227.
