SUBJECT: Sanitation District Organization Study
DEPARTMENT: City Manager
BACKGROUND
The findings of the. Sanitation District Organization Study were presented to
the City Council at their special study session on October 30. At the
conclusion of the presentation and discussion on this item, the City Council
directed that the subject be put on the neat available agenda.
Copies of the study have been made available to interested persons and
agencies. Additional copies are available for nominal purchase at the
Community Development counter.
The report finds that the City has options available to it to more closely
link. City and Sanitation District operations. There are several reasons why
the City would be interested in pursuing linkage with Sanitary District
operations, including:
• Localizing Sanitation District services.
• Establishing coordinated planning and growth management of service
delivery.
• There is potential cost savings to Districts 26 and 32 customers.
• Long term financial planning to kebp operating expenses commensurate with
other City services.
• Coordinated planning and use of reclaimed water.
There are also reasons to not make a change at this. time, including the
Districts are working well and the timing -may not be appropriate.
In general, the concept of more closely linking City and Sanitation District
operations can be most easily pursued through establishment. of a contract
between Districts 26 32 Boards and the City. The report addresses both the
and provision and level of,service, as well as the employee and capital needs
to operate the Districts. Between conceptualizing this linkage and
implementing it, there are many additional steps which need to be taken. This
item is on the agenda for direction to pursue the concept, with specific
action items over the next few months.

I . Provide direction to staff to transmit a letter on behalf of the City
Council to Sanitation Districts 26 and 32 proposing that the
City of Santa Clarita provide planning, management, and operation to the
Districts on a contractual basis.
2. Direct staff to consult with District management, employees and other
interested persons, and return to the City.Council with an implementation
plan for further action in January 1992.
