HomeMy WebLinkAbout1991-10-22 - AGENDA REPORTS - SCRIVER BIKE TRAIL (2)NEW BUSINESS DATE: SUBJECT: DEPARTMENT: Background: AGENDA REPORT City Manager Approval Item to be presented b : October 22, 1991 Santa Clara River Bike Trail Resolution No. 91-156 & 91-157 City Manager's Department George Caravalho The City of Santa Clarita has made a commitment toward the establishment of a valley wide trail system. This trail system has been adopted by the City Council and is identified in the recently completed General Plan and the Santa Clara River study. The city's future trail system will accommodate a variety of user groups such as bicyclists, hikers, joggers and equestrians. A key element of the trail system will be the completion . of the Santa Clara River trail. As illustrated on the attached map, the Santa Clara River trail will be the primary trail which most other trails connect. The bike trail will be a class I, off-street. trail, which generally follows the river providing an east -west access throughout the valley. The Santa Clara River bike trail is also identified in the Los Angeles County General Plan as a regional trail. Future planning includes extending this trail easterly to the San Gabriel Mountains and west through Venture County to the Pacific. Ocean. Staff has contacted Ventura County to begin preliminary discussion on accomplishing this long range goal. As a commuter trail, the Santa Clara River bike trail will provide access to many destinations that people normally would drive to. Schools, parks, offices, grocery stores, theatres, libraries, City Hall, the mall and other destinations will be accessible via the city's trail system. The public transit system will also connect with this trail to provide a combination of transportation modes. Future plans to re -stripe Soledad Canyon Road to provide a third traffic lane in each direction will result in the elimination of the existing class II, or on street bike lane. Relocating this trail in or adjacent to the Santa Clara River will provide a safer and less interrupted path for the users. -Increased use of the trail is.anticipated by both commuting and recreational activities. Through the 1991-92 budget process, the City Council has authorized funds to design the Santa Clara River trail. Funds are also earmarked for this project in the Public Financing Authority which also reflects the importance and commitment the City has made with regards to this project. Additional funds to complete this trail are still required and staff has aggressively pursued grant opportunities for funding assistance. Also attached to this report is a project budget for the Santa Clara River Bike trail. Adopted:%� Agenda Item: C2497 Resolutions for available funds under article. 3 of the Transportation Development Act (SB 821) to be applied to the Santa Clara River trail are attached for council consideration. The first resolution authorizes application for receipt of the local apportionment funds for bikeways. The second resolution is a maintenance agreement which provides that the City will cause any trail or bikeway constructed with SB 821 funds to be maintained in a safe condition. Recommendation:. It is recommended that the City Council receive this written and oral report and approve Resolution no. 91-156, authorizing application -for bikeway funds, and Resolution no. 91-157, for provisions of maintenance services, and authorize the Mayor and the City Clerk to execute the agreements. WHEREAS, the City of Santa Clarita desires to construct the master bikeway system within their City utilizing the funds available under SB 821, and BE IT FURTHER RESOLVED THAT the City Council of the City of Santa Clarita does resolve as follows: 1. To adopt the -Bikeway System in conformancewith,-the specifications of Caltrans' Planning and Design Criteria for; .. Bikeways in California and the Regional Transportation Plan; 2. To authorize Director of Parks and Recreation as, the City's authorized signature and designated contact person; 3.'To apply for all funds available to the City of Santa Clarita allocated for Bikeways and Pedestrian facilities (SB 821). NOV, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Santa Clarita does resolve as follows, contingent upon. approval of; the City's allocation request: 1. To maintain,. or cause to be maintained in safe. condition, all facilities whose construction is wholly or partially funded by the requested allocation mentioned above; 2. To provide regular sweeping of the above-named bikeway facility; 3. To repair and replace all damaged or illegible signs associated with the above-named bikeway facility.
