Medina, Director DATE: January 8, 1991 SUBJECT: INFORMATION ITEM/SCV SENIOR CENTER'S REQUEST FOR PARATRANSIT RATE INCREASE DEPARTMENT: Public BACKGROUND The Senior Center has requested a change to the existing paratransit agreement for fiscal year 1990-1991. Approved by the Council at their June 12, 1990 meeting, this agreement provided paratransit services to SCV residents via contract with the Senior Center. The Center's Request includes an increases in the current hourly rate from $25.07 to $30.00 and a change to the agreement's definition of billable "service hours." ANALYSIS Staff has met with the Center officials to discuss these requests. City staff and Center officials have agreed that the hourly rate of $25.07 will not be increased for the remaining term of the agreement City and Center representitives disagree on the interpretation of the agreements clause on how "Billable Service Hours" are calculated, however, staff agreed that we would pay the Center for the hours of service that the vans are available for service rather than the time that the vans were actually in service. Based on the paratransit first quarter usage, staff estimated this change will increase the paratransit budget by approximately $42,000. Center officials agreed that paying them for the hours they are actually available would provide them the revenue necessary to complete the Paratiansit Agreement within budget. Additionally, the City Manager requested staff and the Center to examine alternatives for provision of services including soliciting a RFP for paratransit service for the next fiscal year or assume "in-house" operations of the paratransit services. Staff will continue to monitor the costs associated with the current agreement and as part of the 1991-1992 budget process will evaluate the most beneficial method of providing this service to residents. RECOMMENDATION Direct staff to work with the Senior Center for developing the most cost-effective method of providing this service for Fiscal Year 1991-92 and continue to monitor the cost associated with the current agreement and advise the Council of any significant cost increases due to the interpretation of "Billable Service Hours." del:gmm APPROVEN i��(f�im:
