Medina DATE: SUBJECT: DEPARTMENT: BACKGROUND June 11, 1991 SEWER MASTER. Public Meetings have been held with the Los Angeles County Sanitation District and the Castaic Lake Water Agency relative to the use of reclaimed water and the feasibility of constructing a third sewage treatment plan in the Santa Clarita Valley in the easterly part of the City. Installation of a treatment plan in the Canyon Country area will provide effluent into the Santa Clarita River providing a recharging source to our groundwater and also consistent with the River Master Plan. It has been determined that a Sewer Master Plan is required to determine the need/ feasibility of a treatment plan. The Plan would incorporate potential flow based upon the City's General Plan and economic comparison for a new sewage treatment plan or construction of additional sewer trunk lines. The data received would also be compared against the studies prepared by the Castaic Lake Water Agency.for construction of reclaimed water distribution mains. The Plan should also establish guidelines for replacement of existing sewer mains. The County of Los Angeles, the County Sanitation District and the City of Santa Clarita would benefit from such a master plan. It is therefore recommended that staff be directed to initiate communications with both the Los Angeles County Sanitation District and the Los Angeles County Public Works Department to solicit their cooperation in establishing a joint powers authority for such a study.
