Medina SUBJECT: SIERRA HIGHWAY @ RAINBOW GLEN DRIVE - PROJECT 89-18 BID AWARD DEPARTMENT: Public Works�� BACKGROUND On March 13, 1991, the City Council authorized the -advertisement of the subject project, the installation of traffic signals at Sierra Highway and Rainbow Glen Drive. Two-thirds of the intersection is under the State's jurisdiction and one-third is the City's. Costs for construction and maintenance will be prorated as such. The traffic signal system will be maintained by the State. Under the terms of Cooperative Agreement No 3973 between the City and State of California, the City is to design and administer the construction contract under the State's permit issued by Caltrans on February 4, 1991. On Tuesday, April 2, 1991, the following bids were received by the City Clerk. COMPANY BID AMOUNT 1. Intersection Maintenance Service $86,300 2. Steiny and Company 89,122 3. Raymor Electric 99,989 The Engineer's estimate for this project is $106,980. Initial cost estimates include construction and.engineering. Payment of $113,840 has been approved for the State's share of the costs of construction based on the initial estimate as outlined in District Agreement No. 3973. $62,000 has been budgeted in Account No. 25-96042-227 for the City's share to cover contract administration, inspection and construction. Staff recommends that the project be awarded to Intersection Maintenance Service, the low bidder. This contractor possesses the necessary Contractor's license and is a member in good standing. The bid of $86,300 was reviewed for accuracy and conformance to the contract documents and was found to be complete. This contractor has performed similar work for the cities of Irvine, Fullerton and Huntington Beach, all of which indicated satisfactory performance. It should be noted that this is a conditional award, pending receipt of the State's deposit for their share of the cost of the project. Under the terms of the Cooperative Agreement, if the City elects to award the project before receipt of the State's deposit, it assumes the risk of obligating itself for the total cost of the project. The State anticipates that receipt of the deposit is due within two to three weeks. This action will allow us to expedite the construction of this project. RECOMMENDATION Award the contract to Intersection Maintenance Service in the amount of $86,300 with actual contract execution to take place after receipt of the State's deposit. /ce
