SUBJECT: CARRING SLOW -GROWTH INITIATIVE REQUEST FOR PLACEMENT ON APRIL,
1992 BALLOT
DEPARTMENT: City Council
BACKGROUND
Mayor Pro -Tem Jill Klajic has requested that the CARRING Slow -Growth Initiative
be placed on the April, 1992 ballot, and that Council waive the requirement of
collecting 10% of the signatures of registered voters.
On behalf of CARRING, a request that City Council alleviate the growing polarity
in our City by waiving the petition signature drive needed to get the
slow -growth measure on the April, 1992 ballot.
Following the precedent already set by this Council in its decision to place the
Prop P road -tax measure on the ballot in November, 1988, the request is to
extend the same courtesy toward the CARRING measure. This action will save
taxpayers thousands of dollars.
Over the last several weeks, more than 300 people have indicated strong support
of this measure.
This action taken by the Council would not constitute an endorsement of this
measure, only an opportunity for the voters to decide.
