HomeMy WebLinkAbout1991-10-08 - AGENDA REPORTS - SOLEDADCYN SC BRIDGE WIDENING (2)CONSENT CALENDAR DATE: October 8, 1991 AGENDA REPORT City Manager SUBJECT: SOLEDAD CANYON ROAD AT SANTA CLARA RIVER BRIDGE WIDENING PROJECT 91-03 - ENGINEERING SERVICES DEPARTMENT: Community Development The subject project consists of widening the bridge on Soledad Canyon Road west of Camp Plenty Road to provide three lanes for traffic in each direction. When complete, this project (in conjunction with the east -west bike trail project) will support the restriping of Valencia Boulevard/Soledad Canyon Road to provide three lanes for traffic in each direction between I-5 and Sand Canyon Road. In August 1991, staff solicited proposals for engineering services in support of this project. The proposal was written to conform to recently enacted Senate Bill 419, which requires state and local governmental agencies to select design consultant services on the basis of demonstrated competence and professional qualifications, and not on the basis of fee. In essence, consultants were asked to provide a statement of qualifications (including a brief company history, references, resumes and a fee schedule), a milestone schedule and a narrative task description (approach to project) for the proposed work. Thirteen firms responded to the City's Request for. Proposal. Firms were evaluated on a number of criteria, the most important being previous experience and demonstrated understanding of, the work. Based on staff's evaluation, it is recommended that this work be awarded to one of the three following firms (listed in order of priority): Dokken Engineering; ASL Consultants; or Parsons, Brinckerhoff, Quads & Douglas. Rough order -of -magnitude- estimates place the total cost of this bridge widening project at $2.5 million. It is estimated that the engineering services portion of this multi-year project can run between $300,000 and $350,000. At this time, there is insufficient budget to proceed with this work; however, this project has been identified as a, Public Financing Authority revenue bond project. Due to the nature of the project, a number of outside agency clearances will be required before the design can be completed and a contract may be awarded. In addition, it is anticipated that right-of-way acquisition and/or construction easements may be .required. As Council is aware, these tasks, can become very time-consuming; and it is for this reason that staff strongly recommends proceeding with the engineering services portion of this project immediately. Staff therefore recommends that 01-4101-290 Contingency Account funds, in an amount not to exceed $350,000, be allocated towards this project, with the understanding that these funds will be returned to the Contingency Account once Public Financing Authorityrevenue bond funds are available. Approve a budget transfer of $350,000 from Contingency Account 01-4101-290 to Capital Project Account 25-95003-227 with the understanding that these funds are to be returned once Public Financing Authority revenue bond monies are available. 2. Enter into negotiations with Dokken Engineering for engineering services for Project 91-03, and upon agreement execute a contract for this work. If agreement cannot be reached with Dokken Engineering, authorize similar negotiations and contract execution with ASL Consultants or Parsons Brinckerhoff, Quade & Douglas, respectively. ACNt525
