WASTE MANAGMENT COMMITTEE
The creation of a new Integrated Solid Waste Management Committee has been discussed by Council.
In response, staff has identified the tasks which the Committee should address which are different from
the former Committee. Attached is the proposed role and responsibilities for the Committee. The
Committee would serve as a reviewing and implementation body for the City's solid waste programs.
Primary responsibilities would be to serve as a networking group to educate the residential and
business communities on source reduction, composting and recycling methods.
It is proposed that the Committee be a working group to the Public Works Department rather than a
general policy/recommending body, and thus would not be subject to the restrictions under the Brown
Act. Meetings can be scheduled with the Committee members at their convenience for non -policy type
matters without necessary public notification or concern for meeting place appropriate for public input.
Should decisions involving policy recommendations to Council be necessary, public input meetings can
be held with appropriate notifications.
The Committee is proposed to be composed of persons submitting their qualifications in response to
advertisement in local papers. Representatives will also be sought from civic groups to compose an
eight- to twelve member committee.
City Council authorize creation of an ad-hoc Integrated Solid Waste Management Committee to the
Public Works Department with members to be composed of representatives from civic groups and
citizens at large.

Role and Responsibility
The City of Santa Clarita will be forming a Solid Waste Management Advisory Committee for
the purpose of assisting the implementation of all AB939 goals and objectives. This Committee
will have an active role assisting the Public Works Department by providing input on proposed
programs and to participate in recycling, composting and source reduction shall be vested within
this Committee and the Public Works Department.
A. General Role/Responsibilities
1. Assist the Public Works Department coordinate and implement the City's Source
Reduction and Recycling Element (SRRE) required by the California Integrated
Waste Management Act of 1989.
B. Source Reduction and Recycling Element Responsibilities
1. Assist the Public Works Department in training the citizenry in recycling,
composting and source reduction. Such information may be presented to the general
public at community events and upon request by organizations.
2. Relative to recycling systems, the Committee shall:
a. Assist the Public Works Department in identifying evolving solid waste
management issues in the City.
b. Assist the Public Works Department to determine the need for solid waste
collection systems, processing facilities, and marketing strategies that can
serve more than just the City's needs within the region.
C. Assist the Public Works Department to facilitate the development of
multi jurisdictional arrangements for the marketing of recyclable materials.
C. Assist the Public Works Department in the review of the County Siting Element and the
County Integrated Waste Management Plan (CoIWMP).
1. Provide assistance to the City to ensure that the County of Los Angeles adequately
plans for meeting future solid waste handling and disposal needs, coordinate the
preparation and review of the Siting Element and CoIWMP prior to their circulation
to reviewing agencies and to the CIWMB.

Work in cooperation -with the Public Works Department to provide written
comments to the : County Integrated Waste Management Task Force for the
preparation of the Siting Element and CoIWMP.
2. Assist the Public Works Department to reviewing the Final Draft of the County
Siting Element and the CoIWMP.
a. Assist the Public Works Department in preparing comments to the County
Task Force for the preparation of the CoIWMP, the Siting Element and the
CIWMB within 45 days of receipt of the final draft.
b. Assist the Public Works Department in reviewing the final Siting Element. If
deficiencies still remain, the Committee shall meet with the County to resolve
them.
3. Assist the City Council through the Public Works Department for local adoption of
Final Siting Element and CoIWMP.
a. Assist the City through the Public Works Department to, conduct a public
hearing for the purposes of adopting the final Siting Elementand the
CoIWMP.
D. Frequency of Meetings
1. Meetings to be held monthly and as needed depending on the nature of the tasks.
