INTERO FFI CE MEMORANDUM
TO: Honorable Mayor and City Council G1
FROM: John Medina, Director of Public Works40"
DATE: January 16, 1991
SUBJECT: SOLID WASTE/RAIL HAUL
Since the early 1960's, the County Sanitation Districts of Los Angeles County
has relied on the use of urban landfills to dispose of its waste. Today,
siting new landfills is a difficult task due to population growth in potential
landfill areas and strict environmental regulations. Landfills are no longer
the most effective disposal alternative.
The. City of Santa Clarita is located near two major landfills with two more
larger landfills proposed approximately 1-2 miles from the City's boundary.
In an effort to divert waste into these landfills and ultimately minimize the
need for urban landfills, City staffis exploring disposal alternatives.
These alternatives include an integrated system; source reduction, recycling,
green waste composting and rail haul are elements of this system.
The City is working with EcoSource International to identify the types of
waste generated in the City and to implement theintegratedsolid waste system.
As requested by Council, EcoSource International, along with Rail Cycle and
Mine Reclamation Corporation will give brief presentations on the concept of
rail haul as a viable alternative for future disposal practices. The Rail
Cycle firm proposes to dispose of solid waste in Amboy, San Bernardino County
and the Mine Reclamation Corporation at Eagle Mountain in San Bernardino
County.
It is recommended that Council receive information on the concept of "Rail
Haul" from EcoSource International, Rail Cycle and Mine Reclamation
Corporation.
