SUBJECT: Sphere of Influence, Dale Poe Development
DEPARTMENT: City Manager
BACKGROUND
On October 1, 1991, Jeff Stevenson, from Dale Poe Development, requested to
meet with .Lynn Harris in our offices. This meeting was a follow-up to a
previous meeting wherein Lynn and Jeff had begun a dialogue aimed at gaining
Dale Poe Development's neutrality or support for our sphere of influence
request. The meeting on October 1 was to be a follow-up to this opening
dialogue.
The gist of the meeting was that Jeff Stevenson said that a lawsuit would be
filed against the City for its General Plan unless the City amended its
request to LAFCO for a sphere of influence which includes property west of I-5.
Attached, please find a memo from Lynn Harris to me reporting the complete
results of this meeting.
Review the attached memo and give direction to staff on how to structure a
response to Dale Poe Development.

SUBJECT: Meeting with Jeff Stevenson, Dale Poe Development, 10/1/91
Jeff Stevenson called on October 1 and requested he meet with me at 2:00 P.M.
This meeting lasted about 15 minutes. It was friendly and nonconfrontational
in tone.
Mr. Stevenson informed me, after verifying with me that the City would not
voluntarily remove all property west of the I-5 freeway from the sphere
request, that the City was then forcing other actions to occur. Upon
questioning, Mr. Stevenson stated the City could expect a lawsuit to -be filed
against it on or about October 25, 120 days after General Plan adoption, which
would call into question the completeness, adequacy, and .validity of the
City's. newly adopted General Plan, and the -process by which the Plan was
adopted. Upon further questioning, Mr. Stevenson stated Dale Poe Development
was not filing this suit, but that Stevenson Ranch Homeowners Association
would be. When asked if it was possible that they might change their mind or
be influenced by the fact that there are property owners west of the I-5
freeway who do not object to ,the City's sphere, he assured me the lawsuit
would be filed unless the City amended the sphere request.
I concluded the meeting by once again asking what the City could do to get
Dale Poe Development's support or at least neutrality in the sphere of
influence. Once again, Mr. Stevenson replied that all property west of the
I-5 freeway would have to come out of the sphere.
