HomeMy WebLinkAbout1991-10-22 - AGENDA REPORTS - SPHERE INFLUENCE UPDATE (2)AGENDA REPORT " City Manager Approval Item to be Dresentedv: . . 1 UNFINISHED BUSINESS DATE: October.22, 1991 SUBJECT: Sphere of Influence Update DEPARTMENT: Community Development Background On August 27, 1991, the City Council adopted Resolution No. 1991-125,`a request to the Local Agency Formation Commission (LAFCO) of Los Angeles County' to initiate proceedings to amend the City's adopted Sphere of Influence. The resolution, and the. supporting Sphere of Influence (SOI) Study, were submitted to the LAFCO on September 16, 1991. (Copies of the City's General.Plan, 1991-92 Budget, CIP Study, and the Community Strategic Plan were also forwarded.)' The Sphere of Influence amendment proposal. has been scheduled for consideration. before the LAFCO on November 13, 1991. Since submitting the SOI study to the LAFCO, staff has made public presentation meetings in three effected areas west of Interstate 5, to promote understanding of the SOI. A mail-outsurvey was sent out (on October. 1, 1991) to approximately 4,000 residents and property owners in the Castaic/Val Verde/Hasley Canyon/Backer Road areas, and staff has 'answered numerous phone calls from the public and local media. Based on the public response to these activities, -.staff recommends that the`City Council consider the following actions be taken regarding the City's proposed Sphere of Influence request: 1) Pursuant to the Sphere of Influence Study, discuss modification of. the City's proposed SOI to delete the communities of Castaic, Val Verde, and Hasley Canyon from the area. 2) Consider adjourning the City Council meeting of November 12, 1991, to the the LAFCO hearing of November 13, 1991, at 9:00 a.m., at the Board of Supervisors Hearing Room, 500 West Temple, Los Angeles, for the, purpose of conducting City business before the LAFCO. 3) Issue a call for public participation and support of the SOI proposal. 1.
