Medina DATE: June 11,.1991 SUBJECT: APPLICATION FOf STATE/LOCAL TRANSPORTATION PARTNERSHIP PROJECTS RESOLUTION NOJ 91-96 DEPARTMENT: Public BACKGROUND V Caltrans is currently accepting project applications for the. third cycle of the State -Local Transportation Partnership Program. Eligible projects must be locally constructed on a local road, a state highway, or an exclusive mass transit guideway. Additionally, the completed project must either increase capacity, extend service to a new area, or extend the useful life of the roadway a minimum of 10 years. Only contract and construction engineering costs are eligible under this program. In addition, the percentage of reimbursement for this program is dependent upon the number of approved projects statewide. It is expected that Cycle 3 reimbursements will be between 10 and 15 percent of the actual project contract costs. As a procedural matter, Caltrans requires that City Council approve the submission of potential projects for this program. Staff recommends that the following projects be selected for consideration: • Lyons Avenue: Traffic Signal'Synchronization • Sierra Highway Southbound: Bridge Modification and Restriping • Bouquet Canyon Road: Median Modifications • Sierra Highway Northbound: Bridge Modification and Restriping • Newhall Avenue: Overlay • Whites Canyon Road: Traffic Signal Upgrades • Valencia Blvd: Traffic Signal Modification @ Cinema Drive • Sierra Highway: Median Striping North of Soledad • Soledad Canyon Road: Median Modification East of Sierra Highway • Valencia Blvd: Overlay from McBean to Magic Mtn. Pkwy. • Soledad Canyon Road: Overlay East Bouquet • Soledad•Canyon.Road: .•Widening•East of Sand•Canyon Road • Soledad Canyon Road: Bridge Widening Over Santa Clara River • Commuter Rail Station RECOMMENDATION Adopt Resolution No. 91-96, and authorize the Director of Public Works to submit these projects to Caltrans for consideration. ATTACHMENTS Resolution No. 91-96 Adopted: �J Agenda Item: /rod:969 RESOLUTION NO. 91-96 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, APPROVING FORMAL APPLICATION FOR CYCLE 3 STATE/LOCAL TRANSPORTATION.PARTNERSHIP PROJECTS WHEREAS, the California State Legislature has authorized the State/Local. Transportation Partnership Program to identify and construct locally supported transportation projects; and WHEREAS, the adopted procedures established by the State of California Department of Transportation require the applicant to certify City Council's approval by resolution prior to submission of applications to the Department of Transportation; and WHEREAS, the City Council of the City of Santa Clarita hereby resolves as follows: 1. The Director of Public Works is authorized and acted within his authority to submit appropriate transportation projects for consideration of grant funding. 2. The City Council certifies that the City of Santa Clarita understands the assurances and certifications contained in the application. 3. The City Council supports the following transportation projects for grant funding for Cycle 3 and endorses the application submittals for: • Lyons Avenue: T/S Synchronization • Sierra Highway S/B: Bridge Modification and Restriping • Bouquet Canyon Road: Median Modifications • Sierra Highway N/B: Bridge Modification and Restriping • Newhall Avenue: Overlay • Whites Canyon Road: T/S Upgrades • Valencia Blvd: T/S Modification @ Cinema Drive • Sierra Highway: Median Striping N/0 Soledad • Soledad Canyon Road: Median Modification E/0 Sierra Highway • Valencia Blvd: Overlay from McBean to Magic Mtn.
