HomeMy WebLinkAbout1991-05-28 - AGENDA REPORTS - SUNSET POINTE ANNEXATION (2)AGENDA REPORT City Manager Item to be presente CONSENT CALENDAR DATE: May 28, 1991 SUBJECT: Report to City Council on results of initial Sunset Pointe Annexation Area public contact DEPARTMENT: Community Development BACKGROUND The Sunset Pointe annexation survey area is located north of Annexation 1989-01, south of McBean Parkway, east of the Stevenson Ranch project, and west of Interstate 5. (See attached map.) The survey area is irregular in shape and approximately 580 acres in size. For the City Council hearing of March 26, 1991, the Department of Community Development prepared a resolution for the City Council's consideration requesting that the Local Agency Formation Commission (LAFCO) amend the City's existing Sphere of Influence to include the area known as Sunset Pointe. At that hearing, Council directed Community Development staff to contact Sunset Pointe residents to verify that a majority of area residents are in favor of annexation to the City, to collect petitions from at least fifty percent (50%) of the residents to that effect, and to prepare a fiscal impact analysis of the proposed annexation survey area. The City Council also requested that staff return to Council in 60 days with .a progress report on these activities. This agenda item is the report to the City Council on the initial results of the Department's activities. The following activities have been conducted, or are underway, by the Department of Community Development as of May 28, 1991. (1) Prepared the required Citizen Participation Program for the City Manager's Office. (2) Completed two informational meetings with area residents: (3) Initiated contacts with representatives of the business community to schedule informational meetings with area businesses, landowners, and developers. (4) Completed a fiscal impact analysis for the proposed annexation study area. (5) Assisted area residents in preparing for a petition drive to support annexation to the City. Appfloffl Agenda Item: Informational meetings for the area residentswereheld on May 6 and 7, 1991 at Wiley Canyon School, and a total of 32 Sunset Pointe area residents attended the meetings. The most common questions from' residents at .the meetings focused on potential new taxes and/or tax increases, status of previously approved County projects upon annexation to the City, annexation processing and schedule, disadvantages of annexation, and provision of. City services. Of the residents at. the meeting, all expressed support for annexation, and several offered to assist in gathering petition signatures. At the request of the Department of Community Development, the Finance- Department has conducted a preliminary fiscal impact analysis of the originally proposed annexation study area, and two alternative annexation study areas. The fiscal impact analysis was done using the Fiscal Impact Model prepared as part of the City's General Plan Program. The results provide estimates of the total net fiscal impact of annexation to .the City over the next ten years as well as the range of annual values. The modeling of the fiscal impacts was based upon the following assumptions% additional single family residential development would occur in 1993 and 1995; multiple family residential development would occur in 1992 and 1993; the infill development of the existing commercial area would occur in 1992 and 1993; and the Valencia Company commercial area would be developed between 1996 and 1999. The first alternative assumes the annexation of only the residential properties within the study area. The second alternative removes the vacant commercial property north of Camping World from the proposed annexation. As shown below, the annexation of only the residential areas in Sunset Pointe area would cost the City between $121,000 and $222,000 per year. The Original Proposal and the Second Modified Proposal provide revenues in excess of costs of over $214,000 per year.
