Medina DATE: January 29, 1991 SUBJECT: AVENUE STANFORD AT AVENUE SCOTT; SECO CANYON ROAD AT GUADILAMAR DRIVE; AND SO{EDAD CANYON ROAD AT SAND CANYON ROAD (PROJECT 90-2) TRAFFIC SIGNAI INSTALLATIONS AND MODIFICATIONS - BID AWARD DEPARTMENT: Public BACKGROUND On December 11, 1990, Council authorized the advertisement of the subject project. The project provides the following traffic signal installations and modifications: 1. Avenue Stanford at Avenue Scott - New Signal 2. Seco Canyon Road at Guadilamar Drive - New Signal 3. Soledad Canyon Road at Sand Canyon Road - Signal Modification (Left -Turn Phasing) On January -8, 1991, the following bids were received by the City Clerk: Comoanv Bid Amount Steiny and Companyi Inc. $147,683.00 Paxin Electric, Inc. $148,891.00 These projects were identified separately in the FY 90-91 Budget; however, to be cost effective they were advertised as one project. The Engineer's estimate for this project is $198,500. A total of $325,000 has been budgeted under Account No. 25-96060-227 for design, contract administration, inspection, and construction of this project. A forecast for expenditure for left turn phasing was included in the Capital Improvement` Program concept for the new signals. During the design of the project, as explained below, the left -tum phasing for the new signal installations were omitted which reduced the -associated costs. Combining the three projects into one project also resulted in substantial savings. Upon completion of the project, excess funds will be reprogrammed -to fund other Public Works projects. During the traffic and design analysis of any proposed signalization, left -tum phasing is. considered. Since left -turn phasing reduces the capacity of an intersection because through movement must wait for left -turning vehicles, it -is only proposed when there are insufficient gaps in traffic to allow the left turns. When the number of left turns and through traffic movements. are significantly high would left -tum phasing be installed. ApGnONIED Agenda Item:— • 0 The new signal at Guadilamar is at a tee intersection with a local street and would likely never need left -turn. phasing; therefore, it is not being installed. The signal at Avenue Stanford/Avenue Scott can be converted to left -turn phasing by merely changing the .mast arm. Since traffic patterns do not justify its installation at this time, left -turn phasing is not proposed for this signal. Staff recommends that the project be awarded to Steiny and Company, Inc., the low bidder. Steiny and Company, Inc. possesses the necessary State Contractor's license and is a member in good standing. Award the contract to Steiny and Company, Inc. in the amount of $147,683.00. /j cd
