Medina SUBJECT: GOLDEN VALLEY ROAD AND SOLEDAD CANYON ROAD (VICINITY) TRANSFER OF STORM DRAIN TO LOS ANGELES COUNTY FLOOD CONTROL.DISTRICT (L.A.C.F.C.D.) PARCEL MAP NUMBER 18174, PRIVATE DRAIN 2177 . RESOLUTION NUM$ER: 91-4 DEPARTMENT: Public Works BACKGROUND ew\ The construction of Private Drain No. 2177 has been inspected and approved by the County Director of Public Works, who has sent a Notice of Completion to the City. The storm drains were constructed by the developer in accordance with agreements and the Faithful Performance Bonds on file with the City. Clerk (see Exhibit "B" attached showing the location and extent of improvements). The agreements also provide .that the work shall not be deemed completed until approved, accepted as complete, and transferred.to L.A.C.F.C.D. for maintenance. The City and County entered into an agreement on March 14, 1989 recorded as Document Number 89-1346418 which provides for the transfer of storm drains. The City Council must approve a resolution authorizing the transfer to complete the process. The transfer is then accepted and approved by the Board of Supervisors for the L.A.C.F.C.D., who operates and maintains the storm drains for public use. 1. Adopt the attached resolution for the transfer and conveyance of the storm drain improvements to the L.A.C.F.C.D. for purposes of operation, maintenance, repair,and improvements. 2. Direct the City Clerk to transmit a copy of this report indicating the date and action taken and three certified copies of the adopted resolution to Stan Dixon at the County of Los Angeles. Resolution No. 91-4 Exhibit A Exhibit B /tw Adopted: /-Y-g/ Agenda Item_ 1-�L d • RESOLUTION NO. 91-4 • A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA REQUESTING THE BOARD OF SUPERVISORS OF THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT OF THE STATE OF CALIFORNIA TO ACCEPT ON BEHALF OF SAID DISTRICT A TRANSFER AND CONVEYANCE OF STORM DRAIN IMPROVEMENTS KNOWN AS PRIVATE DRAIN -NO. 2177 IN THE CITY OF SANTA CLARITA FOR FUTURE OPERATION, MAINTENANCE, REPAIR AND IMPROVEMENT, AND AUTHORIZE THE TRANSFER AND CONVEYANCE THEREOF WHEREAS, there have been dedicated to, or the City has otherwise acquired, the storm drain improvements and drainage system known as Private Drain No. 2177, described in Exhibit A attached hereto; and WHEREAS, the City is authorized and empowered to transfer andconvey to the Los Angeles County Flood Control District any storm drain improvements and drainage systems for future operation, maintenance, repair, and improvement; and WHEREAS, the City and the Los Angeles County Flood Control District entered into an agreement dated March 14, 1989, and recorded August 22, 19890 as Document Number 89-1346418, of the Official Records in the office of the County Recorder for the County of Los Angeles, whereby the City made certain warranties about its future transfers and conveyances of Flood Control facilities to the District; and WHEREAS, the best public interest will be served by transfer and conveyance of the storm drain improvements and drainage system described in Exhibit A attached hereto from the City to the Los Angeles County Flood Control District for future operation, maintenance, repair, and improvement. NOW, THEREFORE, BE IT RESOLVED that the City does hereby request the Los Angeles County Flood Control District to accept the transfer and conveyance of the storm drain improvements and drainage system described in said Exhibit A. BE IT FURTHER RESOLVED that, subject to the acceptance thereof of the Board of Supervisors of the Los Angeles County Flood Control District, the City Engineer is directed and ordered to prepare all necessary instruments and documents, including deed, to effectuate said transfer and conveyance, and that the Mayor is authorized and instructed to execute said deed and other instruments and documents. District shall have no obligation or responsibility to maintain said storm drain, improvements, and drainage until all rights-of-way for said drain now vested in the City and all other necessary rights-of-way therefore have been conveyed to and accepted by District. Reference is hereby made to District Drawing Nos. 43-F339.1-.4, the plans and profile of said storm drain improvements and drainage system on file in the office of the City Engineer and on file in the office of the Chief Engineer of said District for further data as to the exact location, extent, and description of said storm drain improvements and drainage system. BE IT FURTHER *OLVED that the transfer and c0veyance hereby requested are subject to each of the warranties described in the Agreement between the City and the District dated March 14, 1989, and recorded August 22, 1989, as Document Number 89-1346418, of the Official Records in the office of the County Recorder for the County -of Los Angeles Such warranties by the City are incorporated here by this reference. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED AND ADOPTED this day of 0 1991. ATTEST: CITY CLERK MAYOR I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Santa Clarita at the regular meeting thereof, held on the day of , 19 by the following vote of the.Council: AYES: NOES: ABSENT: COUNCILMEMBERS CITY CLERK EXHIBIT "A" Private Drain No. 2177 A reinforced concrete pipe storm drain and debris basin system and appurtenant structures for Parcel Map No. 18174, Recorded as Document No. 88-380542 of official records in the Office of the Registrar -Recorder of the County of Los Angeles, generally described as follows: Line "B": Commencing from an outlet structure located within a 50 foot wide easement for covered storm drain and appurtenant structures and ingress and egress, Station 19 + 29 west of Golden Valley Road and approximately 800 feet north of the centerline intersection of Redview Drive and Golden Valley Road; thence southeasterly within said easement to a 42 foot wide easement for covered storm drain and ingress and egress; thence southerly to City right-of-way within Golden Valley Road; thence southerly and southeasterly to a manhole located north of Redview Drive, Station 26 + 86.65; thence southerly. in Redview Drive to a 10 foot wide easement for covered storm drain and ingress and egress; thence southerly to a manhole structure, Station 29 + 38.33, a distance of 1,009 feet more or less. Debris Basin: Located at the terminus of Line "B" within a variable width easement for flood control purposes.
