PARKING LEASE AGREEMENT
On August 5, 1991, a portion of the Santa Clarita Transit System became operational. The City agreed
in the contract with ATE Ryder, operations contractor, to provide parking and/or garaging of all the
transit vehicles in the transit system. Additionally, transit employee parking must be provided. Due to
the limited amount of parking space at the City Field Service Facility, it has been determined that
additional parking must be made available offsite. Since thetransitvehicles were to be serviced at the
City Field Service Facility, it was determined that a site within the Industrial Center would be the most
practical location.
Investigations resulted in locating a parking lot at 25572 Avenue Stanford. The following are
significant reasons this site should be given approval:
o The subject site is approximately 34,500 square feet. The parking lot will accommodate
approximately 92 parking spaces. Sixty-two (62) parking spaces will satisfy the immediate need
for the transit vehicles and transit employee parking with additional spaces for any expansion of
the transit system.
o The close proximity of the proposed site lends an easy, safe access to the City Field Service
Facility. The lack of sidewalks, wide streets, and high-speed traffic does not encourage
pedestrian usage within the Industrial Center to recommend more distant sites.
o The owners of the site have agreed to improve the parking lot with lights, fencing, striping and
additional paving at no cost to the City in order to provide a lighted, secured parking lot. It
should be noted that the City will incur the expense to install a card -key operated gate. This will
limit access to the parking lot to only authorized personnel.
o The term of the lease is five years. The lease rate is $.10 per square foot which includes
improvements. (See Attachment A)

Prior to selection of the recommended site, alternate locations were inspected.
o The Civic Center Storage area, San Fernando Road, was investigated as a site to store the transit
vehicles and provide transit employee parking. The engineer's preliminary estimate to gain access
and develop the site totalled $174,000 plus $100,000 of signalized crossing arms at the railroad.
Cost consider limited accessibility and at least six months to construct the improvements were the
factors to consider an alternate site. '
o Two locations within the Industrial Center were investigated. These locations were not within
reasonable distance to the City Field Service Facility. Due to the time constraints of the transit
program becoming operational, it was imperative that selection of a site was necessary in order to
begin negotiations for improvements and lease rates.
Proposition A funds can be used to pay the rental costs of the lot ($3,450/mo. - $41,400/yr.), utility
costs of the lights, and the cost and installation of the card key operated gate. These expenditures are
necessary to meet the parking needs of the transit system and transit system employees.
Maintenance of the City's bus fleets are currently planned to take place at the City Field Service
Facility; however, the City Facility has limited parking capacity for the transit vehicles. With the
purchase of additional vehicles (2 commuter buses, plus 5 local buses) the City Facility will become
overburdened. It should be noted that the commuter service is scheduled to be operational in
December 1991 and the Dial -a -Ride service shall begin service in November 1991. Dial -a -Ride vans
will also be parked at the proposed leased lot facility. Parking for all the drivers of the transit
vehicles, plus ATE Ryder's support staff will overwhelm the parking capacity at the City Field Service
Facility.
The 1991 Five Year Capital Improvement Program (CIP) does identify the need to purchase property
and consolidate all transit operations at one location. The bus yard is unfunded through FY 95-96
warranting an interim facility for our Transit System.

Authorize the City Manager to execute the agreement to lease approximately 34,500 square feet of land
for a parking lot at 25572 Avenue Stanford at a cost of $3,450/month as prepared by the City Attorney.
