HomeMy WebLinkAbout1991-11-12 - AGENDA REPORTS - TREATMENT OF SOIL BUDGET TRSFR (2)AGENDA REPORT City Manager Ap Item to be pres CONSENT CALENDAR DATE: November 12, 1991 SUBJECT: TREATMENT OF SOIL FOR LYONS AVENUE PROJECT 89-13 REQUEST FOR BUDGET TRANSFER DEPARTMENT: COMMUNITY DEVELOPMENT BACKGROUND During the construction of Lyons Avenue Road widening project. approximately 100 cubic yards of soil was encountered at the base of the slope and drainage easement which contained unacceptable levels of soluble lead. It appears that this "contamination" occurred gradually over the years as a_result of drainage runoff from Lyons Avenue. The following four soil -treatment alternatives have been reviewed by Staff: • Option 1: Disposal to a Class 1 hazardous landfill. Exercising this option will subject the City to long-term liability and annual taxes. As a hazardous waste generator, the City would be financially responsible, on a percentage' basis, for any future landfill closure improvements. Estimated Cost (Disposal Only): $55,000 • Option 2: On-site stabilization treatment and Class 3 landfill disposal. This option consists of chemically treating the soil on-site, then transporting it to a Class 3 landfill. Estimated cost: $60,000 • Option 3: On-site stabilization treatment and disposal on-site. This option consists of chemically treating the soil on-site, and disposing it on adjacent property, subject to the owner's approval. Estimated cost: $45,000 • Option 4: 0£f -site stabilization treatment. This option consists of transporting contaminated soil to Gibsons's oil refining facility in Bakersfield (provided that the soil meets Gibson's permit requirements), where it will chemically treated and then sold by Gibson as road material. Estimated cost: $17,500 We have been informed (verbally) that Gibson's permit allows them to treat the soil from our project. Quotes have been received for Option 4, with Earth Systems Environmental being the low bidder. Staff therefore recommends proceeding on this basis. Since a number of formalities must be satisfied before this material can be transported to Gibson Oil, it anticipated that this work will not be completed until February 1992. APPROVED ��daItem:. Treatment of Soil For Lyons Avenue Project 89-13 Page 2 The Engineer's estimate for the completion of all work associated with Project 89-13 is $55,000 which includes $13,000 for additional unclassified soil fill, $10,000 for soils investigations and laboratory testing, $17,500 for soil treatment and disposal, $4,500 for soils inspection, and $10,000 for contingencies. Although the current budget does not provide for funding for this project, support for Project 89-13 in the amount of $50,000 was negotiated as part of a recent agreement for settlement with Dale Poe Corporation. The additional $5,000 to complete the project, if necessary, is available in Miscellaneous Projects Account 25-96056-227. Approve the off-site stabilization soils treatment procedure (Option No. 4), and authorize entering into a contract with Earth Systems Environmental, Inc. to perform this work, and authorize budget in the amount of $55,000 from Account 25-96056-227 to 25-96033-227 for the completion of Project 89-13.
