The Urban Forestry Grant Program is administered by the California Department of Forestry. and Fire Protection, under the Urban Forestry portion of the California Wildlife, Coastal, and Park Land Conservation Bond Act of 1988. The project goals for this grant program include: o Plant the most tree biomass for the dollar. o Require long term management and maintenance for health and care'of trees during the life of the trees. o Incorporate community involvement/participation/education and stewardship into every project and provide a human experience and accessibility to the trees. o Increase statewide public awareness of the benefits of urban forests. o Encourage projects that will inspire similar projects by leveraging community resources. The maximum amount obtainable for any given year is $40,000, and can be resubmitted each year for a total of seven years. Grant funds can only be used to purchase trees and produce educational materials. : At lease 95Z of the funds must be used to purchase plant materials, and up to 5Z of the funds can be used to develop educational materials. Staff hopes to utilize the Urban Forestry Grant Project.Fund to augment the South Fork Trail Project. RECOMMENDATION It is recommended that the Council adopt the resolution attached and direct staff to proceed with the grant application. ATTACHMENTS Urban Forestry Grant Program Resolution No. 91-86 Adopted. - _?I Agenda Item: RESOLUTION NO. 91-86 A RESOLUTION OF THE.CITY COUNCIL OF THE CITY OF SANTA CLARITA APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE URBAN FORESTRY GRANT PROGRAM UNDER THE CALIFORNIA WILDLIFE, COASTAL,.AND PARK LAND CONSERVATION BOND ACT OF 1988 WHEREAS, the people of the State of California have enacted.the California Wildlife, Coastal, and Park Land Conservation Act of 1988, whichprovides funds to the State of California and its political subdivisions for urban forestry programs; and WHEREAS, the State Department of Forestry and Fire Protection has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by local agencies and non-profit organizations under the program; and WHEREAS, said procedures established by the State Department of Forestry and Fire Protection require the applicant to certify by resolution the approval of applications before submission of said applications to the state; and WHEREAS, the applicant will enter into an agreement with the State of California to carry out a tree planting project; NOV. THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Clarita does hereby: 1. Approve the filing of an application for the City of Santa Clarita Urban Forestry Project under the California Wildlife, Coastal, and Park Land Conservation Bond Act of 1988, state grant assistance for the above project; and 2. Certify that the City of Santa Clarita will have sufficient. funds to operate and maintain the project; and 3. Certify that funds under the jurisdiction of the City.of Santa Clarita are available to begin the project; and 4. Certify that the City of Santa Clarita will expend funds prior to November 1, 1992; and 5. Appoints Jeff Kolin as agent of the Department of Parks and Recreation to conduct all negotiations, execute and submit all documents including, but not limited to applications, agreements, amendments, payment requests and so on, which may be necessary for the completion of the aforementioned project.
