SUBJECT: VETERANS FLAG MEMORIAL AT CANYON COUNTRY PARK
(PROJECT NO. 90-21) - BID AWARD

BACKGROUND
Council previously approved the concept of a veterans flag memorial at the
regularly scheduled Council meeting of April 23, 1991. Subsequently, at the
Council Study Session of May 1, 1991, Council authorized staff to solicit bids
for the construction of this memorial. Council further authorized that funds
not to exceed 1/2 of the total cost of this memorial or $40,000, whichever is
less, be set aside in Capital ProjectsAccount 25-99016-227 for this purpose.
Council has expressed a desire to have the memorial completed, if at all
possible, by the 4th of July. In order to support this rigorous schedule,
"fast -tracking" of the overall project is required. Fast -tracking is a
phased -construction approach where portions of a project are constructed as
various design packages are completed.
One portion of the project design has been completed, and bids have been
solicited. This portion of the project consists of construction of the
foundation of the memorial along with associated site improvements; but does not
include the procurement and erection .of the flag, the stone slabs, and site
lighting. These remaining items will be provided under separate contracts.
The bid opening for this first portion of the project is scheduled for May 14,
1991. Since results of this bid opening.will not be made available in time to
support the preparation of this agenda report, it is respectfully proposed that
bid results and staff recommendation for proceeding with the project be provided
orally at -this Council meeting.
RECOMMENDATION
Receive an oral report concerning the status of this memorial, and direct staff
accordingly.

As indicated in the agenda report, bids .were opened today for the construction
of a portion of the Veterans Historic Memorial at Canyon Country Park. This
phase of construction includes all the earthwork and concrete work necessary to
prepare the site for the flag pole, granite stone slabs and site lighting. The
stone, flag pole and lighting will be provided under a separate contract.
A total of four bids were submitted for this phase of the project. Steven R.
Rodgers General Engineering and Building contractor was the lowest responsible
bidder with a total bid of $19,689.
Council had expressed at its May 1, 1991, study session that matching funds, not
to exceed $40,000, will be provided by the City. The remaining funds would be
provided through contributions and donations obtained through the memorial
committee. Currently, there have been no matching funds submitted to the City.
There are two options available to Council. One options is to postpone award of
contract until such time as:matching funds are available, up to a period of 45
days. After 45 days, current bids would be rejected if matching funds are not
available at that time. The second option is to award the bid to begin the
first phase of construction and assume the responsibility for paying the
contractor in full the contract price, if matching funds are not raised by the
citizens' committee.
RECOMMENDATION
Review the information provided in the oral and written report and direct staff
accordingly.
