Staff has met with the citizen's committee to review the construction and
fund-raising schedules for this project. It was the consensus of both groups
that the primary objective is to produce the best quality and cost effective
memorial possible. "Fast tracking" this project could be done, but would not be
in the best interest for the City, committee, the citizens or the memorial
itself. With this in mind, staff respectfully proposes the following schedule.
Staff recommends that all bids submitted for phase one be rejected. This will
allow staff time to fine tune the design with the committee to be more cost
effective and incorporate donated materials directly into the bid package which
will decrease the total cost of the project. A bid package can be .prepared
which is not just one phase of the project, but would include the construction
of the entire memorial. This would include all grading, concrete work,
lighting, granite installation and etching, the flag and flag pole
installation. Bids would be solicited for this project once the citizens
committee have obtained sufficient matching funds. The targeted date for
bidding this project is August or September of 1991.
The citizen's committee hasoutlined an ambitious fund-raising campaign, and
wishes to share it with the Council by an oral presentation tonight. By slowing
down the bidding and construction schedule it allows the committee the
opportunity to implement their fund-raising ideas to provide the needed matching
funds. Fund-raising campaign plans include the construction of 'a half scale
replica of the memorial, a kick-off ceremony on May 27, 1991 at the Friendly
Valley Memorial Day service, solicit donations at the 4th of July Parade, and
the erection.of a sign and promotion of the project at Canyon Country Park.
The targeted completion date for the memorial is Veterans Day on November 11,
1991. This schedule will allow the citizen's committee time for fund-raising
and staff, an opportunity to fine tune and provide a bid package which represents
the construction of the entire memorial.
RECOMMENDATION
Review the information provided in the written report, receive the citizen's
committee's oral report, and reject the bids received for. phase one of this
project.
