UNFINISHED BUSINESS DATE: APRIL 23, 1991 SUBJECT: VETERANS MEMORIAL AGENDA REPORT City Manager Approval Item to be presented by: Mayor Pro Tem Klajic and Councilman McKeon DEPARTMENT: Mayor Pro Tem Klajic and Councilman McKeon BACKGROUND The ,City Council, at its March 26, 1991 meeting, appointed a subcommittee of Mayor Pro Tem Klajic and Councilman McKeon to investigate the development and siting of a veterans memorial. The subcommittee met on April 15, 1991 at Canyon Country Park with Warren and Vera Johnson and Walter Anderson, representatives of two veterans memorial projects currently proposed in the Santa Clarita Valley. The Johnsons and Mr. Anderson shared the plans for their two respective projects with the members of the subcommittee and Parks and Recreation Director Jeff Kolin. Mr. Anderson indicated that his veterans memorial would be placed at the Eternal Valley Cemetery. He stressed that this project had been planned for many years, and would go forward independently of any City project to construct a veterans memorial at an alternative site. His interest was in securing funding for his project at Eternal Valley. The Johnsons also discussed their concept for the construction of a flag and veterans memorial. They shared with the Council subcommittee a number of renderings and concepts for a memorial, which was originally proposed for a small plot of land at the end of Newhall Avenue and San Fernando Road in front of William S. Hart Park. Mayor Pro Tem Klajic and Councilman MAeon then shared the City Council's desire to locate the veterans memorial in the Canyon Country area of the City. The group then walked over to a prospective site for the proposed veterans memorial, adjacent to the parking lot and ball diamond at Canyon Country Park on the Soledad Canyon Road frontage (see attached diagram). This potential site at Canyon Country Park was deemed to be an appropriate location for a veterans memorial. Construction of a veterans memorial on Canyon Country Park would require the City to observe public bidding and design standards. Depending on the project costs and the bid limits which must be observed, this may require substantial additional time to complete the project in comparison to the time required if the veterans memorial were constructed by a private, non-profit committee or Agenda Item: civic organization. Staff estimates that approximately six months would be required if a sealed, competitive bid process is required for the project. An informal bidding process would. allow three to four months to be saved in the project time table. Staff also recommends that the City Council review several proposals for the design of the memorial, including Warren Johnson's,, before finalizing the project. The veterans memorial will be a highly visible and lasting featureof our community, which reflects the continuing contributions veterans have made and will continue to make toward our country's national security and world peace. FISCAL IMPACT A preliminary estimate of the project costs for construction and design of a veterans memorial, as conceived by Warren Johnson, is approximately $23,000. A more accurate cost projection can be produced once preliminary design for the project has been completed and a final design selected for the memorial. Funding required for the project would be transferred from the Council contingency fund. Costs for the design, engineering and construction of the memorial could range from $25,000 to $50,000 or more, depending on the complexity of the design selected. RECOMMENDATION It is recommended that the City Council authorize staff to solicit proposals for the design of a- veterans memorial at Canyon Country Park and return to the City Council in 60 days.with cost estimates and design concepts for the project.
