MANUFACTURED HOME RENT STABILIZATION - ESTABLISHMENT OF ASSOCIATED REGISTRATION FEE - RESOLUTION NO. 91-7 - Ordinance 90-38, Manufactured Home Rent Stabilization, was adopted on November 27, 1990. According to Section 8.57.050 of the ordinance, the manufactured park owners required to complete the registration process are to submit necessary rental information to the City Clerk within 60 days of the effective date of the ordinance and to pay a fee in order to defray costs associated with the administration of the ordinance. RECOMMENDED ACTION: Adopt Resolution No. 91-7 which sets the registration fee of $12.00. -1- City Council Agenda • January 29, 1991 COUNCIL ACTION 0 2. A CONTINUED PUBLIC HEARING FOR PREZONE 90-010 AND ANNEXATION AND DEVELOPMENT AGREEMENT 90-02 LOCATED ON. THE NORTHERN AND SOUTHERN SIDES OF VIA PRINCESSA EAST OF SIERRA HIGHWAY AMD WESTOF THE ANTELOPE VALLEY FREEWAY. The applicant is CP Shopping Center Properties: Mr. Joel Shine and The Price Companies. RECOMMENDED ACTION: As of Friday, January 25, 1991, staff has not received a signed agreement from one of the* parties in the three party agreement ^Therefore, - staff recommends a continuance to the February 12, 1991 hearing. UNFINISHED BUSINESS 3. ZONE CHANGE 90-004 FROM A-2-1 (HEAVY AGRICULTURE, ONE ACRE LOT' SIZE) TO RPD -5,000-3.5U (RESIDENTIAL PLANNED DEVELOPMENT, 5,000 SQUARE FOOT LOT SIZE, 3.5 UNITS PER ACRE) - ORDINANCE NO. 91-4 - This .item was on the agenda January 8, 1991, as a public hearing to allow for a zone change of the. existing zoning of A-2-1 (Light Agricultural one- acre- minimum lot size) to RPD -5,000-3.5U (Residential Planned Development, 5000 sq, ft. lot size, 3.5 units per acre). RECOMMENDED ACTION: Waive further reading and adopt Ordinance No. 91-4. ------------------------------------------------------------- 4. COMMUTER RAIL STATION SITE - Staff has submitted to Council a brief analysis of potential rail station sites, recommending Bermite as the primary site. Since .that time, LACTC rejected Bermite due to rail development and right-of-way cost consideration. Staff continued site investigation and have determined that the Glazer property is best suited to be the City's first commuter rail station. RECOMMENDED ACTION: Select the Glazer site, adopt Resolution No. 91-21, approve a site application for the Glazer Site, and direct staff to finalize site costs and investigate possible funding in preparation for inclusion in the 1991-92 fiscal year budget. -2- • City Council Agenda January 29, 1991 0 COUNCIL ACTION 5. ALLEY NORTH OF SOLEDAD CANYON ROAD AT RUETHER AVENUE, PROPOSED VACATION - RESOLUTION NO. 91-22 - At the hearing of September 8, 1988, City Council denied.the proposed alley vacation and directed staff to check with the Public Works Department for further input and to.open up the alley to thru traffic. Staff. has now made numerous contacts with ' the, City Attorney 'and with some of the parties involved to try to find possible alternatives. RECOMMENDED ACTION: Adopt Resolution No. 91-22 declaring the City's intention to vacate the alley north of Soledad Canyon Road at Ruether Avenue and setting March 13, 1991 as the hearing date on this matter. CONSENT CALENDAR All matters listed under the Consent Calendar will be enacted by one motion unless a request is. made for discussion in which case, the item(s) will be removed from the Consent. Calendar and will be considered separately following this portion of the agenda. 6. VALENCIA BOULEVARD AND MCBEAN PARKWAY (VICINITY) TOWN CENTER MALL - PARCEL MAP NO. 22206 - APPROVAL OF THE MAP AND ACCEPTANCE OF THE OFFERS OF DEDICATION - The Tentative Map was originally approved by the City of Santa Clarita Planning Commission on February 20, 1990 by Resolution 90-07. The developer is subdividing 91.66 acres into fourteen commercial. parcels. The conditions of approval have been met, the fees have been paid -as indicated on the Fact Sheet and the map has been checked to the satisfaction of the City Engineer. RECOMMENDED ACTION: Approve the map, accept the offers of dedication, and approve and accept work agreements and improvement securities, make findings as recommended, and instruct the City Clerk to endorse the Certificate on the face of the map. ------------------------------------------------------------- 7. WHITES CANYON ROAD AND. BOUQUET CANYON ROAD (PROJECT 90-4) CURB, GUTTER AND SIDEWALK IMPROVEMENTS BID AWARD - On January 8th, bids were received by the City Clerk on Project 90-4 to provide sidewalk installations on the east side of Whites Cyn. Rd. south of Nadal St. RECOMMENDED ACTION: Award the contract to Blois Construction Inc.' in the amount of $27,518.50. -3- City Council Agenda January 29, 1991 COUNCIL ACTION E E 8. AVENUE STANFORD AT AVENUE SCOTT: SECO CANYON ROAD AT GUADTT.AMAR DRIVE: AND SOLEDAD CANYON ROAD AT SAND CANYON ROAD (PROJECT 90-2) TRAFFIC SIGNAL INSTALLATIONS AND MODIFICATIONS - BID AWARD - On January 8th, bids were received by the City Clerk on Project. 90-2 to provide traffic signal installations and' modifications. "'RECOMMENDED ACTION: Award the contract to Steiny and Company, Inc. in the amount of $147,683.00. ------------------------------------------------------------- 9. WINTERDALE DRIVE ET AL - PROJECT 90-01 - AWARD OF BID On January 8th, bids were received by the City Clerk on Project 90-01, to slurry seal the streets located on Winterdale Drive et al. RECOMMENDED ACTION: Award the contract to Roy Allan Slurry Seal,. Inc. in the amount of $41,941.40. ------------------------------------------------------------- 10. COUNTY LIGHTING MAINTENANCE DISTRICT CONSENT AND JURISDICTION -. RESOLUTION NO. 91-9 AND RESOLUTION NO. 91-10 - This item is for the Council to consider granting consent and jurisdiction to the County Lighting Maintenance District to annex territory located in the City to the County Lighting Maintenance District. RECOMMENDED ACTION: Adopt the Resolution Nos. 91-9 and 91-10 and direct the City Clerk to return two originals to the Los Angeles County Street Lighting District. ------------------------------------------------------------- 11. SOUTH SIDE OF ANZA DRIVE, APPROXIMATELY 600 FEET WEST OF AVENUE HOPKINS (VICINITY OF) PARCEL MAP NO. 21761 - APPROVAL OF THE MAP AND ACCEPTANCE OF THE OFFERS OF DEDICATION - The Tentative Map was originally approved by the City of Santa Clarita Planning Commission on May 1, 1990, by Resolution 90-20. The developer is subdividing 4.67 acres into five restricted heavy manufacturing lots. The conditions of approval have been met, the fees have been paid and the map has been checked to the satisfaction of the City Engineer. RECOMMENDED ACTION: Approve the map, accept the sanitary sewer system and appurtenances, approve and accept work agreements and improvement securities, make findings as recommended and direct City Clerk to endorse the Certificate on the face of the map. !V0 e City Council Agenda January 29, 1991 L -J COUNCIL ACTION 12. DECORO DRIVE - 89 -9 -(PHASE I) - VISTA DELGADO DRIVE TO SECO CANYON ROAD PROJECT ACCEPTANCE - On July 10, 1990, Council awarded a contract for the subject project to Excel Paving Company. This project was completed to the satisfaction of the Director of Public Works. on January 15, 1991, for .,a total construction cost of "$245,511.41. BECOMMENDED ACTION: Accept the work performed by Excel Paving Company, direct the City Clerk to file the Notice of Completion and direct staff to release the 10 percent retention 35 days after the Notice of Completion is recorded. ------------------------------------------------------------- 13. GROVEPAR& DRIVE & OPEN CREST DR. 6 PAMPLICO DRIVE - AUTHORIZATION TO INSTALL STOP SIGNS - RESOLUTION NO. 91-20 It was determined that stop signs should be installed near the intersection of Grovepark Dr. and Open Crest Drive. It was also determined .that stop signs should be installed at four intersections on Pamplico Dr. to improve travel safety. RECOMMENDED ACTION: Adopt Resolution No. 91-20. ------------------------------------------------------------- 14. ROUTE 126 ENVIRONMENTAL IMPACT. STUDY SCOPING HEARINGS Caltrans, the City and the County of Los Angeles and other interested agencies and organizations have been studying alternate routes for the construction of a new State Route 126. RECOMMENDED ACTION: Direct staff to present the items of concern to Caltrans at the meeting of January 30, 1991. ------------------------------------------------------------- 15. PURCHASE OF FLEET VEHICLES - Due -to -the increased usage of the City vehicle pool .and assigned department vehicles, Finance/General Services performed a City Vehicle Needs Assessment Study. After. acquiring Council approval, the City of Santa Clarita advertised for sealed bids from potential suppliers with a bid opening of January 10, 1991. RECOMMENDED ACTION: Direct- staff to award Bid IGS -90-91-11 and Bid IGS -90-91-13 to GMC Truck and Bid IGS -90-91-12 to Scott Irvin as the lowest, most qualified bidder. ------------------------------------------------------------- 16. PURCHASE A 4-VHEEL DRIVE, SKIP -LOADER TRACTOR - The City of Santa Clarita in need of a 4 -wheel drive, skip loader tractor for the Public Works Department initiated formal bid number IGS -90-91-10. RECOMMENDED ACTION: Authorize staff to purchase from Account I01-4605-402 the required 4 -wheel drive, skip loader tractor from SMA Equipment Center to fulfill the requirements of Bid IGS -90-91-10. -5- City Council Agenda January 29, 1991 COUNCIL ACTION 17. RESOLUTION NO: 91-18 - Demand Warrant 11. RECOMMENDED ACTION: Adopt. NEW BUSINESS 18. COUNTY PROJECT REVIEW: VESTRIDGE (VALENCIA CO., TTM 45433, .PROJECT. 87 -222).. -.RESOLUTION NO.. 91-19 - ,The " 'project referenced above *iss-a proposal to -the County of Los Angeles by the Valencia Company to develop an approximately 798 -acre property, west of Interstate 5, north of McBean Parkway, and adjacent to the western boundary of the City of Santa Clarita. The proposed extension of Valencia Blvd. intersects the northerly third of the property, and a proposed segment of the Old Road traverses the eastern segment of the property from north to south.. RECOMMENDED ACTION: Adopt Resolution 91-19, for transmittal to Los Angeles County. ------------------------------------------------------------- 19. BRIDGE & THOROUGHFARE CONSTRUCTION FEE DISTRICTS BOUgUET CANYON, ROUTE 126, VIA PRINCESSA & VALENCIA - Staff has been pursuing the finalization of revised District reports for the existing B&T Construction Fee Districts which will place all City areas within one of the Districts. RECOMMENDED ACTION: Consider the new B&T fees and provide direction to staff. ------------------------------------------------------------- 20. SAN FERNANDO ROAD CONDEMNATION HEARING - RESOLUTION NUMBERS: 91-8, 91-11 through 91-16 - In order to continue on an accelerated schedule, which requires the plans be approved and ready for bid by April 1, 1991, it is necessary that we ensure CalTrans that right-of-way is available for the widening of San Fernando Road. RECOMMENDED ACTION: Council, after the hearing, determine whether the public convenience and necessity require necessary easements along San Fernando Road, adopt Resolution Nos. 91-8, 91-11 through 91-16 and direct the City Attorney to file the necessary condemnation actions. 10 City Council_Agenda January 29, 1991 COUNCIL ACTION • 21. DRAFT ORDINANCE REGULATING COMMERCIAL VEHICLE PARKING (AMENDING ORDINANCE NO. 90-24) - ORDINANCE NO. 91-6 - On September 25,. 1990, the City Council adopted Ordinance No. 90-24 which prohibited commercial vehicles from parking in residential zones, on private property and on .public . streets, with .certain exceptions. Subsequent to -the adoption of this ordinance, the Sheriff's Department determined it could not enforce this ordinance unless this clarifying phrase is added: the phrase describes "residential zone" as stated in the ordinance: "as defined in the City of Santa Clarita Zoning Code." RECOMMENDED' ACTION: Introduce Ordinance No. 91-6, waive further reading and pass to second.reading. ------------------------------------------------------------- 22. LEGISLATIVE PROPOSAL - Resolution No. 90-171, adopted by Council on September 25th, petitions the California Contract Cities Association to request that the Calif. Legislature pass enabling legislation allowing a majority of cities within the county, through joint resolution, the option to place charter amendments on the ballot to enhance representation throughout the County of Los Angeles. February let is the deadline for members of the Calif. Legislature to submit new proposals to the Legislative Counsel for drafting in appropriate bill form. RECOMMENDED- ACTION: Discuss and provide direction to staff. ------------------------------------------------------------- 23. ORDINANCE OF THE CITY OF SANTA CLARITA - CURFEW FOR MINORS - ORDINANCE NO. 91-7 In 1988 the new County curfew ordinance was adopted by the Board of Supervisors. The Sheriff's Dept. personnel expressed a desire for Council to review the need for a curfew ordinance. RECOMMENDED ACTION: Introduce Ordinance No.- 91-7, waive further reading and pass to second reading. ------------------------------------------------------------- 24. REFUSE/RECYCLING FRANCHISE AGREEMENT - Presented to Council is the proposed Refuse/Recycling Franchise agreement between the City and Atlas Disposal Company, Blue Barrel Disposal Company and Santa Clarita Disposal Company and recommends its approval. This subject has been discussed at two previous Council meetings and a summary of these issues are presented. RECOMMENDED ACTION: Approve the attached Refuse/Recycling Franchise Agreement and execute the agreement after the rate resolution is adopted by the Council in February. -7- City Council Agenda January 29, 1991 COUNCIL ACTION PUBLIC STATEMENT (10:00 P.M.)
