1. ORDSIINANCE OF THE CITY OF SANTA CLARITA CURFEW FOR
MINORS - ORDINANCE NO. 91-7 - In a recent meeting with
members of the City Council and the City Manager, the
,Sheriff's Department personnel expressed a desire -for'
Council to review the need for a curfew ordinance.
The department cited numerouscomplaints from
residents and businesses of fights, gang problems,
caused by groups of teens as :an item -'of extreme
concern.. RECOMMENDED ACTION: Introduce -Ordinance
91-7, waive further reading and pass to second reading.

water conservation program which restricts the use of

PREZONE NO. 90-4 (ANNEXATION NO. 1990-04) ORDINANCE
NO. 91-15 - Prezone No. 90-4 is a request to prezone
approximately 99.39 acres of uninhabited land
generally located southeast of the existing City
limits, south. of Iron Canyon Road and east of the
eastern terminus of. Warmsprings Drive. The project
site . consists of two parcels under multiple
ownership. There are no known persons or
)organizations opposed to this proposal. RECOMMENDED
ACTION: Certify the Negative Declaration, approve
Prezone No. 90-4, introduce Ordinance No. 91-15,
waive further reading and pass to.second reading.
PREZONE NO. --90-13 ORDINANCE 91-8 - Prezone -No. -90-013
is a request to prezone approximately 75.5 acres'
located in the community of Saugus north of Copperhill
Drive and Benz Road from County of Los Angeles A-1-1
DP to City A-1-1 DP for the purpose of annexation to

the City of Santa Clarita. RECOMMENDED ACTION:
Approve Prezone No. 90-013, and introduce Ordinance
No. 91-8, waive further reading, pass to second
reading and certify the attached Negative Declaration.

PREZONE N0. 90-11 - ORDINANCE 91-2 - This is a request
to prezone approximately 18.9 acres located in, the
community of Canyon Country, south of Sierra Highway,
Del Canon, and Via Princessa from County of Los
,Vista
Angeles RPD -5000-19.8U to City RPD -5000-19.8U for the
purpose of annexation to the City of Santa Clarita.
RECOMMENDED ACTION: Approve Prezone 90-011, introduce
Ordinance No. 91-2, waive further reading, pass to
second reading and certify the Negative Declaration.

ALLEY NORTH OF SOLEDAD CANYON ROAD AT RUETHER AVENUE,
PROPOSED. VACATION - RESOLUTION NO. 91-22 - At the
hearing of September 8, 1988, the City. Council denied
the proposed alley vacation and directed staff to
check with the ,Public Works Department for further
input and to open up the alley to thru traffic.
Following discussions with the property owners, staff
presented additonal information to Council on January
8, 1990. Staff has now .made numerous contacts with
the City Attorney and with some of the parties
involved to try to find possible alternatives.
RECOMMENDED ACTION: Conduct a Public Hearing and
approve Resolution 91-22 vacating the alley north of
Soledad Canyon Road at Tuether Avenue..
U INISHED BUSINESS
THE OUTLINE OF THE MUNICIPAL CODE - ORDINANCE NO.
91-14 - This Ordinance amends Section 1.01.004 of
Title 1 of the Santa Clarita Municipal Code relating
to the outline of the Code. It was introduced at the
meeting of February 26, 1991 and is now ready for
adoption. RECOMMENDED ACTION: Waive further reading,_,
and adopt Ordinance No. 91-14.

All matters listed under the Consent Calendar will be
enacted by one motion unless a request is made for
discussion in which case, the item(s) will be removed from
the Consent Calendar and will be, considered separately
fol�cwing this portion of the agenda.
$: SOUTHEAST OF VIA MARCIA TERMINUS (VICINITY) PARCEL MAP
NO. 21684 - APPROVAL OF THE MAP AND ACCEPTANCE OF THE
OFFERS OF DEDICATION - The Tentative. Map was
originally approved by the City of Santa Clarita
Planning Commission on April 19, 1990 by Resolution
90-17. The developer is subdividing 1.62 acres into
two single family residential lots. The conditions of
approval have been met, the fees have been paid, and
the map has been checked to the satisfaction of the
City Engineer. RECOMMENDED ACTION: Approve the map,
make findings as outlined in report and instruct the
City Clerk to endorse the Certificate on the face of
the map.

COUNCIL ACTION
'! ANNEXATION NO. 1990-04, RESOLUTION OF APPLICATION -
RESOLUTION NO. 91-37 - Annexation No. 1990-04 is a
proposal to annex approximately 99.40 acres of
uninhabited land to the City of Santa Clarita located
southeast of the existing City limits, south of Iron
Canyon Road and east of the eastern terminus of
warmsprings Drive. Annexation is supported by the
property owners within the area, who cite a desire for
City services and local government permit processing.
RECOMMENDED ACTION: Adopt Resolution 91-37 and direct
staff to transmit the resolution, application and
appropriate fees to the Executive Officer of the LAFCO.

SIERRA HIGHWAY - -RAINBOW RAINBOW -GLEN-DRIVE---PROJECT-89-18--
ADVERTISE FOR BIDS - Project No. 89-18 provides for
the installation of traffic signals at Sierra Highway
and Rainbow Glen Drive. Under the terms of
Cooperative Agreement No. 3973 between the City and
the State of California, the agreement provides for
the City to design and administer the construction
contract under a permit issued by Caltrans.
RECOMMENDED ACTION: Approve the plans and
specifications and authorize the. project to be'
advertised for bids.

- FUNDING -SHORTFALL--
On January 8, 1991, the Council approved the
allocation of $1 million dollars in City Bridge and
Thoroughfare (B&T) funds to the whites Canyon Road
extension project. This was to cover a portion of the
$7 million dollar shortfall in B&T fee collections the
County currently anticipates because of the slowdown
in development activity. Unfortunately, the County
had already programmed the $941,300 that we currently
have in the Bouquet and Route 126 Districts as
available for construction. RECOMMENDED ACTION:
Council authorize the .transfer of $700,000from the
Valencia/Via Princessa B&T Districts, and $300,000
from General Fund reserves as a loan to the
Bouquet/Route 126 B&T Districts; transfer to the
County within 30 days and upon written request
$1,941,000 in Bouquet/Route 126 B&T funds for Phase
III of the whites Canyon Road Project; and repayment
of $700,000 to the Valencia/Via Princessa B&T
Districts and $300,000 to General Fund reserves,
including interest based on the current Treasurer's
investment yield from future collections in the
Bouquet/Route 126 B&T Districts.

CALGROVE BOULEVARD - VALENCIA BOULEVARD, et al PROJECT
NO. 90-11 - ADVERTISE FOR BIDS - Project No. 90-11
provides for application of emulsion slurry seal on
above mentioned streets. A slurry seal coat composed
of liquid asphalt and sand is the proper maintenance
project .for extending the useful service life of these
streets. RECOMMENDED ACTION: Approve the plans and
s ecifications for the project, and authorize the
--dvertising for bids.

1 REPORT ON CAPITAL FACILITY FEE ACCOUNTS - Sections
66006 e -t. seq. of the Government Code invoke a City's
right to charge or increase an existing facilities fee
or impose new capital facilities fees on development
projects. Existing law requires that all capital
facilities fees collected for a development project
must be deposited in a separate fund or account by the
City. RECOMMENDED ACTION: Review and file
nformation.

1 SANTA CLARITA VALLEY SERVICE CENTER - On August 14,
1990, the City Council approved the funding for the...
Community Development Block Grant recommended -
programs. The Santa Clarita Valley Service Center was
one of the community based organizations funded for
the amount of $45,000 for services ending June 1991.
RECOMMENDED ACTION: Direct staff to execute a
professional services agreement for $45,000 between
the City of Santa Clarita and the Los Angeles County,
Department of Community and Senior Citizens Services.

REFUSE DISCOUNT FOR SENIORS, DISABLED AND L0V INCOME
PERSONS - The City Council at its meeting of February
26, 1991, directed staff to report back at the next
regular meeting on the feasibility of providing
reduced refuse/recycling fees or discounts for senior
citizens, 'disabled and low income person. RECOMMENDED
ACTION: Direct staff to continue
analysis/investigation of discounts for seniors,
disabled and low income persons and report back in
July of 1991.

ly. ESTABLISHMENT OF MANUFACTURED HOME RENTAL ADJUSTMENT
PANEL MEETING DATE AND TIME - RESOLUTION NO. 91-40 -
At its regular meeting of November 27, 1990, the City
Council adopted Ordinance No. 90-38, pertaining to
Manufactured Home Rent Stabilization procedures. The
Ordinance makes provisions for a Manufactured Home
Rental Adjustment Panel as the decision-making body to
undertake the duties of the Ordinance. The first
meeting of the panel will be April 8, 1991, at 3:00
p.m. in the City Council Chambers. RECOMMENDED
ACTION: Adopt Resolution No. 91-40, establishing a
Manufactured Home Rental Adjustment Panel's regular
-eeting on the fourth Monday of each month at 3 p.m.
1ENERAL PLAN TRAFFIC MODELING ---In-November, 1990, the
General Plan Advisory Committee transmitted to the
City Council the preliminary draft General Plan with
the exception of -the Circulation Element and a final
review of the Land Use Element. In order to move
forward, it is necessary to directly -contract with a
qualified traffic consultant firm to complete the
traffic modeling effort. RECOMMENDED ACTION:
Authorize the City Manager to execute the contract
between DAS Associates and the City for General Plan
traffic modeling services.

ROTUNDA DRIVE ET AL (PROJECT NO. 90-7) - ADVERTISE FOR
BIDS - Project No. .90-7 provides for resurfacing and
structural repairs to extend the service life of those
streets identified on the attached key map. Council
previously approved Resolution 90-83, which provided
for the inclusion of this project for State/Local
Partnership (SB 300) grant funding. RECOMMENDED
ACTION: Approve the plans and specifications for the
project, and authorize the advertising for bids and
approve increasing the budget for this project from
$ 43,000 to $365,000; the difference to be. funded with
--as Tax monies.

1 CALIFORNIA SENATE ELECTIONS AND REAPPORTIONMENT
COMMITTEE HEARING - Every ten years, upon
certification of Federal Census, new district
boundaries are drawn for elective offices based upon
population. These new district lines are drawn by the
State Legislature with approval by the Governor: The
City of Santa Clarita has been invited to participate
in the March 22, 1991 hearing .in Los Angeles.
RECOMMENDED ACTION: Discuss.

2Y: LEGISLATION - There are six bills currently pending
before the California Legislature which may have a
potential impact on the City of Santa Clarita. These
measures are 1) SB 169 (Boatwright); 2) SB 72 (Davis);
#) SB 203 (Maddy); 4) AB 54 (Friedman); 5) AS 72
(Cortese); and 6) AB 350 (Costa). RECOMMENDED
ACTION: Adopt the recommendations of the City Council
Legislative Committee on each bill.

AN POOL DEMONSTRATION PROJECT - Last November
,,Council in conjunction with Lancaster,: Palmdale and
the County approved an agreement with Commuter
Transportation Services (CTS) to provide programs
enticing Antelope Valley Freeway commuters to ride
share. CTS working with the LACTC has proposed a
two-yar $123,000 vanpool discount program where by the
LACTC will provide fifty percent matching funds
($61,500) and the cities and Couny provide $15,375
each. RECOMMENDED ACTION: Approve the expenditure of
Prop. A funds in the amount of $15,375 for the two
year Van Pool Demonstration Program for the Antelope
alley Freeway.
RESOLUTION NO. 91-42 - Demand Varrant 14. RECOMMENDED
ACTION: Adopt.
20. SAN FERNANDO ROAD /MAGIC MOUNTAIN PKWY. CONDEMNATION
NEARING RESOLUTION NO. 91-41 - The City has been
endeavoring, since incorporation, to widen San
Fernando Road and Magic Mountain Parkway from Valencia
Blvd. to Lyons Ave. Since this is a State Hwy.,
Caltrans has funded some of the work but cannot
finance the entire project. RECOMMENDED ACTION: The
City Council, after the hearing, determine whether the
public convenience and. necessity require necessary
easements along Magic Mountain Parkway, adopt
Resolution No. 91-41, and .direct the City Attorney to
file the necessary condemnation actions.
ANNUAL ELECTION MEETING OF CALIFORNIA CONTRACT CITIES
A letter from the California Contract Cities was
received requesting each member of the City to -select
a delegate or alternate to cast the City's vote .for
the state of officers presented. RECOMMENDED ACTION:
Select a delegate or alternate.

AB 939 DEADLINE - The Integrated Waste Management Act
of 1989 (AB 939) requires every City and County in the
State of California prepare a Plan to divert 25Z of
all solid waste from landfills by the year 1995 and
50Z by the year 2000. AB 939 also requires that each
City prepare a Source Reduction and Recycling Element
(SRRE) and Household Hazardous Waste Element (HHWE)
for submittal to the County by July 1, 1991.
RECOMMENDED ACTION: Direct staff to submit the Final
Draft SRRE and HHWE Element to the County an March 22,
1991, and .set June 11, 1991 as the date for a Public
Hearing date for the adoption of the Elements.

SAND CANYON AREA DRAINAGE STUDY - The -
Council has
reviewed during recent Study Sessions our current
design treatment of floodplains as well as a river
study for flood control and recreational uses for the
Santa Clara and the South Fork of the Santa Clara
River. In addition, a recent proposal for a building
permit in Sand Canyon has pointed out that the current
design treatment allowing buildings within the
floodplain should be reconsidered. RECOMMENDED..
ACTION: Direct the Public Works Department to prepare,
a floodplain report on Sand Canyon Wash which includes
Iran Canyon and Live Oak Springs Canyon.

SANTA CLARA RIVER RECREATION AND WATER FEATURES STUDY
The Santa Clara River Recreation and Water Features
Study represents a six-month long effort of a 26
member task force, a multi -disciplinary consultant
team, extensive citizen involvement, public input, and
City staff work to produce a vision or conceptual plan
fo"r the Santa Clara. The study will serve as a guide
for the community, staff, and developers in the
future. RECOMMENDEDACTION: Adopt the Santa Clara
River Study and incorporate changes in Attachment "A"
and "B", direct staff to develop implementation
`mechanisms for the Study.
This time has been set aside for the public to address the
City Council on any item on the agenda except for the
public hearings. The public may.also address the Council
on items not on the agenda but those items will not be
acted upon by Council at this meeting other than to review
as return without action or direct staff.
