INVOCATION - Klajic- Rabbi Hauss - Beth Shalom Temple CALL TO ORDER FLAG SALUTE - Boy Scout Webelo Troop ROLL CALL APPROVAL OF AGENDA APPROVAL OF MINUTES March 13, 1991 PUBLIC HEARING 1.ORDINANCE OF THE 'CITY OF SANTA CLARITA GRANTING A FRANCHISE TO SANTA - CLARITA WATER COMPANY - ORDINANCE NO. 91-13 - The County Franchise Ordinance for Santa Clarita Water Company, adopted by the City of Santa Clarita by reference, has expired. Santa Clarita Water Company has filed an application with ..the City of Santa Clarita requesting that Council grant them a franchise to continue their operations within the •'City limits. The proposed ordinance calls for a franchise term of ten years with -an optional ,renewal provision for fifteen additional years. The proposed ordinance allows for the Council and City staff to have greater review capacity over the operation of the water companies without restricting or burdening the business operations of the water companies and their ability to service the residents of this community. RECOMMENDED ACTION: Open the public hearing, waive further reading and pass to second reading on April 9, 1991. -1- City Council Agenda March 26,1991 - COUNCIL ACTION UNFINISHED BUSINESS 2. SANTA CLARA RIVER STUDY RECREATION AND WATER FEATURES STUDY - The Santa Clara River Recreation and Yater Features Study represents a six-month long effort of a 26 member task force, a multi -disciplinary consultant team, extensive citizen involvement, public input. and "^ City':Staff'work-to"produce1a-vision'or- conceptual, plan for the Santa Clara River. The study will serve as a guide for the community, staff, and developers in the future. RECOMMENDED ACTION: Adopt the Santa Clara River Study and incorporate changes, direct staff to develop implementation mechanisms for the Study. ------------------------------------------------------------ 3. CURFEW ORDINANCE - ORDINANCE NO. 91-7 - At the City Council meeting on March 13, 1991, Curfew Ordinance No. 91-7 was passed to second reading with one minor change. RECOMMENDED ACTION: Approve the change and adopt Ordinance No. 91-7. ------------------------------------------------------------ 4. PREZONE NO. 90-11 - ORDINANCE NO. 91-2 - Ordinance 91-2 prezones approximately 18.9 acres. located in the community of Canyon Country, south of Sierra Highway, Vista Del Canon, and Via Princessa, from County of Los Angeles RPD -5000-19.8U to City RPD -5000-19.8U, for the purpose of annexation to the City of 'Santa Clarita. RECOMMENDED ACTION: Adopt Ordinance No. 91-2. ------------------------------------------------------------ 5. PREZONE NO. 90-13 - ORDINANCE NO. 91-8 - Ordinance 91-8 prezones approximately 75.5 acres located in the community of Saugus north of Copperhill Drive and Benz Road, from County of Los Angeles A-1-1 DP to City A-1-1 DP, for the purpose of annexation to the City of Santa Clarita. RECOMMENDED ACTION: Adopt Ordinance No. 91-8. -------------------------------------------------------=- 6. PREZONE NO. 90-4 (ANNEXATION NO. 1990-04) ORDINANCE NO. 91-15 - Ordinance 91-15 prezones approximately 99.4 acres located in -the Sand Canyon area, south of Iron Canyon Road and east of the eastern terminus of Warmsprings Drive, from County of Los Angeles A-1-2 to City A-1-2, for the purpose of annexation to the City of Santa Clarita.- RECOMMENDED ACTION: Adopt Ordinance No. 91-15. -2- City Council Agenda "March 26, 1991 COUNCIL ACTION CONSENT CALENDAR All matters listed under the Consent Calendar will be enacted by one motion unless a request is made for discussion in which case, the item(s) will be removed from the Consent Calendar and will be considered separately following this portion of the agenda. - 7. PURCHASE OF AN OVERCENTER ARTICULATING. HYDRAULIC AERTAT LIFT - An overcenter articulating hydraulic aerial lift, for use by the Public Works and Parks Departments, was approved in the Fiscal Year 1990/91 budget. The City advertised for sealed bids which were opened on February 7, 1991. RECOMMENDED ACTION: Authorize staff to purchase the required overcenter ` articulating, hydraulic aerial lift from Pac Power Division, the lowest, most qualified bidder for Bid #GS -90-91-15. ------------------------------------------------------------ 8. SIERRA HIGHWAY - WHISPERING LEAVES DRIVE (PROJECT NO. 90-12) ADVERTISE FOR BIDS A study by the Public Works Department has determined that the streets in the subject area are in satisfactory structural condition but need corrective maintenance. Project No. 90-12 provides a slurry seal coat composed of liquid asphalt and sand to properly maintain and extend the service life of streets. RECOMMENDED ACTION: Approve the plans and specifications for. the project,.and authorize the advertising for bids. ------------------------------------------------------------ 9. VALENCIA BOULEVARD AT CREE&SIDE ROAD PROJECT NO. 89-12 - ADVERTISE FOR BIDS - Project No. 89-12 provides for the installation of a traffic signal system at Valencia Boulevard and Creekside Road. This project is eligible for Federal funds and has been identified as FAU Project No. M -Q 064(600) CRP -L089(518). Plans and specifications for this project have been completed and are available for review in the offices of the City Clerk and the -Director of Public Works. RECOMMENDED ACTION: Approve the plans and specifications for the project, and authorize the advertising for bids. ------------------------------------------------------------ 10. CHERRY STREET ET AL (PROJECT NO. 90-6) - ADVERTISE FOR BIDS - Project No. 90-6 provides for resurfacing and structural repairs to extend the service life of certain streets. RECOMMENDED ACTION: Approve the plans and specifications for the project, and authorize the advertising for bids. -3- City Council Agenda March 26, 1991 COUNCIL ACTION 11. COUNTY LIGHTING MAINTENANCE DISTRICT CONSENT AND JURISDICTION - RESOLUTION NO. 91-43 - This item is for Council to consider granting consent and jurisdiction. to the County Lighting Maintenance District to, annex territory located in the City to the Disrict. RECOMMENDED ACTION: Adopt. Resolution No. ..91-43, .. ^-granting -consent"and'jurisdiction- to,-theCounty-of Los Angeles in the matter of Project 83-30. 12. VAN POOL DEMONSTRATION PROJECT - Last November, Council, in conjunction with Lancaster, Palmdale and the County, approved an agreement with Commuter Transportation Services (CTS) to provide programs enticing Antelope Valley Freeway commuters to ride share. CTS working with the LACTC has proposed a two-year $123,000 vanpool discount program where by the LACTC will provide fifty percent matching funds ($61,500) and the cities and County provide $15,375 each. RECOMMENDED ACTION: Approve the expenditure of Prop. A funds in the amount of $15,375 for the two year Van Pool Demonstration Program for the Antelope Valley Freeway and direct the City Manager to execute an amendment (when it become available from CTS) to the City's current agreement with CTS. ------------------------------------------------------------ 13. ALAMINOS DRIVE AND RIDGEGROVE DRIVE INSTALL STOP CONTROLS - RESOLUTION NO. 91-39 - A traffic engineering survey was conducted to determine the need for stop controls at Alaminos Drive and Ridgegrove Drive. This is a "T" intersection with no existing controls at this time. It is believed that traffic safety can be improved if a stop sign were installed for eastbound traffic on Ridgegrove Drive at Alaminos Drive. RECOMMENDED ACTION: Adopt Resolution No. 91-39 authorizing stop controls to be installed on Ridgegrove Drive at Alaminos Drive and direct staff to have the appropriate sign and pavement legends installed to effect this stop control. ---------------------------------------- -------------------- 14. RIGHT-OF-WAY CERTIFICATION FOR STATE/FEDERAL HIGHWAY PROJECTS - RESOLUTION NO. 91-47 - Right -of -Way Certifications are required on Federally assisted highway projects which require the acquisition of additional right-of-way. This certification, which assures that rights-of-way have been acquired in . accordance with applicable State/Federal procedures, must be provided to the State before a project may be advertised for construction. RECOMMENDED ACTION: Approve Resolution No. 91-47, authorizing the Director of Public Works to execute Right -Of -Way Certification on behalf of the City. and authorize the Director of Public Works to provide the State of California Department of Transportation with a certification copy of this Resolution. -4- City Council Agenda March 26, 1991 COUNCIL ACTION 15. SOLEDAD CANYON ROAD SOUTH OF SAND CANYON ROAD FACILITIES BENEFIT ASSESSMENT DISTRICT - In 1990, the Planning Department placed conditions of approval on Tracts 34466, 45148, 47324, 47803 and 49476 to develop a reimbursement mechanism to install ' street improvements on;Soledad:Canyon Road from. Sand. -Canyon -Road -to "Oak^ Springs',, Canyon,U,Road",' In -addition; '• the City will include in the reimbursement district road improvements from Oak Springs Canyon Road east to Shadow Pines Boulevard. These improvements will widen Soledad Canyon Road to its full width and improve the flow of traffic generated by the numerous developments from the surrounding areas. RECOMMENDED ACTION: Authorize staff to .proceed with the formation of a facilities benefit assessment district for improvements to Soledad Canyon Road. ------------------------------------------------------------ 16. ANNEXATION TO SANITATION DISTRICT NO. 32 - ANNEXATION NO. 207 - RESOLUTION NO. 91-46 -.Each time a property, which is not within the boundaries of the Sanitation District, is proposed for connection to a sewer, it must annex to the District. In order for the District to provide treatment services, it must share in the increase in tax revenue from the property, with all of the existing taxing agencies, which includes the City. RECOMMENDED ACTION: Adopt Resolution No. 91-46. ------------------------------------------------------------ 17. AUTHORIZATION TO SIGN FOR CITY CLERIC- RESOLUTION NO. 91-51 - Recently, the City Clerk was unavailable when official documents needed to be signed. At this time, it is recommended that the Council appoint the City Manager as the person authorized to sign documents in the City Clerk's absence. RECOMMENDED ACTION: Adopt Resolution No. 91-51. ------------------------------------------------------------ 18. STATIONERY SUPPLY CONTRACT - The City of Santa Clarita, in need of a Stationery Supply Contract through the Fiscal Year 1991/92,- advertised for and requested seal bids from potential suppliers with a bid opening. of January 24. RECOMMENDED ACTION: Authorize staff to purchase the required stationery supplies from Eastman, Inc., the lowest, most qualified bidder for bid No. 90-91=14. -5- City Council Agenda March 26, 1991 COUNCIL ACTION 19. REVIEY OF BEGINNER SYIM LESSON FEES - In order to provide funding for an improved level of service and higher quality of lessons, staff requested that fees be charged for swimming lessons last year. Council approved a $16 fee per session for all swimming lessons* except for beginner classes, which: were free. ­­=-Howeverp—theetieredxfee-structure^had-some. drawbacks. Pool Management staff noted a decreased level of commitment on the part of persons registered for free classes. The Parks, and Recreation Commission reviewed a report on the summer swimming program at their March 11, 1991, meeting. RECOMMENDED ACTION: Council review and approve the $16.00 'deposit for 'beginner swim classes which would be refunded to the participants upon successful participation within the program. ------------------------------------------------------------ 20. RESOLUTION TO THE LOCAL AGENCY FORMATION COMMISSION (LAFCO) REQUESTING A MINOR AMENDMENT TO THE CITY SPHERE OF. INFLUENCE - The Sunset Pointe Alliance has contacted City staff concerning the possibility of annexing approximately 580 acres in the Sunset Pointe area west of Interstate 5 to the City of Santa Clarita. . The project. area is generally bounded by Annexation 1989-01 to the south, the Dale Poe Development projects to the west, McBean Parkway on the north, and the existing City limit to the east. RECOMMENDED ACTION: Adopt Resolution No. 91-30, direct staff to transmit a copy of the resolution with other supporting information, as necessary, to the Executive Officer of the LAFCO. ------------------------------------------------------------ 21. SOLEDAD CYN. RD. EAST OF SAND CYN. FACILITIES BENEFIT ASSESSMENT ' DISTRICT - In• 1990, the Community Development Department placed conditions of approval on Tracts 34466, 45148; 47324, 47803 and 49476 to develop a reimbursement mechanism to install street improvements on Soledad Canyon Road from Sand Canyon Road to Oak Springs Canyon Road. Improvements consist of the widening and realignment of Soledad Canyon Road, curb, sidewalks, street lighting, left turn lanes- where needed, and signalization of Soledad Canyon Road at the off -ramp of Highway 14 and also at Oak Springs Canyon Road. RECOMMENDED ACTION: Authorize staff to proceed with the formation of a facilities benefit assessment district for improvements to Soledad Canyon Road. -6- City Council Agenda March 26, 1991 COUNCIL ACTION 21A. ADDITIONAL LEASED SPACE FOR CITY HALL - At the Council meeting in January, 1991, staff reported that there was a need for added space to perform business' at City Hall. Staff reported that Valencia National Bank would be interested in moving to the front part of the building an'the ,first floor in order to allow. the City ,to-eapand—into r the --area— behind -the Council f Chambers. RECOMMENDED ACTION: Approve an additional 3,500 square feet of leased .space from Saunders Development on the first floor of the Valencia National Bank building and the modification of that area and transfers monies for fiscal year 1990-91 from the contingency account i01-4101-290 to account 101-4605-220. ------------------------------------------------------------ 22. RESOLUTION NO. 91-48 - Demand Warrant 15. RECOMMENDED ACTION: Adopt. NEW BUSINESS 23. SHANGRI-LA DRIVE CONDEMNATION HEARING - RESOLUTION NO. 91-33 - At the Council meeting of November 27, 1990, staff was directed to make an offer to purchase the parcel required for public street purposes located at the northwest corner of Shangri-La Drive and Soledad Canyon Road. The City must initiate eminent domain proceedings at this time in order to permit construction of the public improvements. RECOMMENDED ACTION:. Open the hearing, review facts, accept comments, close the hearing and adopt the Resolution of Necessity No. 91-33 to initiate eminent domain proceedings against the property known as APN 2803-39-63 and direct the City Attorney to file the necessary condemnation action. ------------------------------------------------------------ 24. FINALIZATION OF TRANSIT LOGO - At the regular meeting of January 8, 1991, Council approved the staff recommendation to purchase 13 buses from the Gillig Corporation for the Santa Clarita local transit system. Subsequently, Demergian Design was hired to create the City's transit logo. At the March 6, 1991 Study Session, the Council selected one of three logos submitted to be modified and brought back to Council for final approval. RECOMMENDED ACTION: Approve the final logo transit design. ------------------------------------------------------------ 25. GLADIOLUS DRIVE/PINETREE SCHOOL BUS LOADING ZONE - Sulphur Springs School District has requested that the City install a bus loading zone for. the Pinetree Community School. The proposed loading zone would be located on the east side of .Gladiolus Drive south of Lotusgarden Drive. RECOMMENDED ACTION: Adopt Resolution No. 91-45 authorizing the parking prohibitions on Gladiolus Drive and direct staff to install appropriate signs or curb markings to effect the parking prohibitions. -7- City Council Agenda March 13, 1991 COUNCIL ACTION 26. QUICK FIR II - PARSING PROHIBITIONS - VALENCIA BOULEVARD, MCBEAN PARKWAY AND ORCHARD VILLAGE ROAD - RESOLUTION NO. 91-38 - On May 22, 1990, the Department of Public Works presented • a list to Council of 13 potential traffic improvement projects to decrease traffic congestion'in the City of Santa Clarita.' " "^"These,,-projects"Yinvolve,,,the *,prohibitionof^ onsstreet parking on major highways. The three subject streets are: Valencia Blvd., between I-5 and McBean Pkwy., McBean Pkwy. between Valencia Blvd. and I-5 and Orchard Village Road between McBean Pkwy. and Lyons Ave. RECOMMENDED . ACTION: Adopt the Resolution authorizing the prohibition of parking on said streets and further .recommend that signs designating the parking restrictions not be installed adjacent to the Santa Clarita Family YMCA and Pinecrest School until adequate off-street parking has been developed for these land uses. ------------------------------------------- ----------------- 27. CITY'S COOPERATION WITH CITY OF LANCASTER TO PROVIDE TAR -EXEMPT BOND FINANCING FOR MULTIFAMILY SENIOR CITIZENS PROTECT - The City has been asked to participate in a joint financing. of a proposed senior citizen affordable rental project by the City of Lancaster. The issues would provide tax-exempt bond financing for 65 units of multifamily senior citizens housing. The project is located at 22816 Market Street. RECOMMENDED ACTION: Approve the attached cooperation agreement allowing the City's joint participation with the City of Lancaster in a tax-exempt financing for multifamily senior citizens housing. ------------------------------------------------------------ 28. FLAG MEMORIAL -.The City has., received a proposal from Warren and Vera Johnson, members of the Santa Clarita Valley Memorial Committee, for the erection of a flag memorial within the City. The proposed location is in' the community of Newhall. RECOMMENDED 'ACTION: Request that a non-profit foundation be formed to develop and maintain this project. -------------------------- 7--------------------------------- 29. INTEGRATED WASTE - EXTENSION OF CITIZENS ADVISORY COMMITTEE - Extension on the Committee's change to allow time for comment on AB 939 Plan. RECOMMENDED ACTION: Amend. Resolution No. 90-6 Section 6 and direct staff to come back to Council with a resolution modifying the committees purpose and scope of work.
