PUBLIC SERVICES FACILITIES AND UTILITIES ELEMENT, PARKS AND RECREATION ELEMENT, AND CIRCULATION ELEMENT - On May 28, 1991, the City Council opened the Public Hearing on the General Plan and continued the matter to June 10, 1991 for further consideration of the first four scheduled elements. This is a continued public hearing on the first four elements and the additional four identified above. RECOMMENDED ACTION: Council receive .appropriate public testimony,. discuss and adopt a consensus approval and continue the Public Hearing to June 12, 1991 for the purpose of fuipher consideration of the General -Plan. DRAFT ORDINANCE RELATING TO AIR QUALITY IMPROV` !ffiiT` - - PROJECTS - ORDINANCE NO. 91-26 - At the City Council meeting of May 28, 1991, the Council introduced -- Ordinance No. 91-26., The state has increased vehicle ( ! registration fees to fund air quality improvement -projects. The City., will receive 40I of the locally generated revenue if this ordinance is adopted.. RECOMMENDED ACTION: Waive further reading and adopt Ordinance No. 91-26. -1- City Council Agenda June 11, 1991 r v Y. SALARY ADJUSTMENT - CITY COUNCIL - ORDINANCE N0. 91-28 - On February 11, 1988, City Council adopted Ordinance No. 88-8, establishing a salary for members -of the City Council of $600.00 per month pursuant to Government Code Section 36516(c). This Code Section also provides for Council Member salaries to be increased by 5Z for each calendar year from the date of the last salary adjustment. RECOMMENDED ACTION: Waive second reading and adopt Ordinance No. 91-28. -- ------------------------------------------------- AMENDMENTS TO ORDINANCE N0. 90-38 RELATING TO MANUFACTURED HOME RENT STABILIZATION PROCEDURES - ORDINANCE .NO. 91-24 - Council introduced Ordinance No. 91-24 on May 28th. The Ordinance addresses' two areas of concern regarding manufactured home rental adjustment. RECOMMENDED ACTION: Waive further reading and adopt Ordinance No. 91-24. --------------------------------------------------------- 5 QUICK FI% II - PARKING PROHIBITIONS MCBEAN PARRVAY - I-5 FREEWAY TO VALENCIA BLVD. - RESOLUTION NO. 91-57 At the meeting of March 26, 1991, Council moved to postpone deliberation of a Public Works recommendation to prohibit parking on both sides of McBean Parkway from the I-5 Freeway to Valencia Blvd. The recommendation was made following a detailed evaluation of traffic and parking conditions. RECOMMENDED ACTION: Adopt Resolution No. 91-57 and approve the installation of signs designating the parking restrictions not be installed adjacent to the Santa Clarita Family YMCA until adequate off-street parking has been developed for this organization. ---------------------------------------------------------- - COMMUTER RAIL STATION - On April 23, 1991, staff presented to Council its progress toward establishing a commuter rail station in the City. This included an outlined summary agreement with the owners of the Bermite property. Staff also indicated that the Glazer and Gates property owners have been contracted, concerning their site as a possible alternate or second site location. RECOMMENDED ACTION: Council review the latest outline agreement; provide input to staff; ,and direct staff to work out a final agreement. CONSENT CALENDAR All matters listed under the Consent Calendar will be enacted by one motion unless. a request is made for discussion in which case, the items) will be. removed from the Consent Calendar and will be considered separately following this portion of the agenda. -2- City Council Agenda June 11, 1991 COUNCIL ACTION \7/. VALENCIA. BOULEVARD FROM CREERSIDE ROAD TO BOUQUET CANYON ROAD (PROJECT NO. 90-19) TRAFFIC SIGNAL SYNCHRONIZATION REQUEST TO ADVERTISE FOR BIDS - This project provides for installation of interconnect cables and conduits along Valencia Blvd. from Creekside Rd. to Bouquet Canyon Rd. The existing "radio corrected time" equipped traffic signals along Valencia Blvd. will be replaced with a hard wire interconnect system. RECOMMENDED ACTION: Approve the plans and specifications for this project, and -authorize the advertising for bids. ---------------------------- ------ STANDARD SPECIFICATIONS FOR PUBLIC VORRS CONSTRUCTION -RESOLUTION NO. 91-95 The 1991 Edition of the Standard Specifications has recently been released. Adaption of this edition will allow the City to keep up with the most current standards available .for Public Yorks construction. RECOMMENDED ACTION: Adopt Resolution No. 91-95 --------------------------------------------------------- SANTA CLARITA' DRAINAGE BENEFIT ASSESSMENT AREA 6, TRACT NO. 43528 ANNUAL ASSESSMENT FOR FISCAL YEAR 1991-92 - RESOLUTION NO. 91-71 - The County of Los fAngeles had previously established Drainage Benefit Assessment Area No.. 6 to provide maintenance of a subsurface drainage system constructed to ensure stability of the slopes constructed for Tract No. 43528. The proposition was submitted to the eligible voters in this area, and a majority of voters approved the formation of the District. and the levying of the assessment. RECOMMENDED ACTION: Adopt Resolution No. 91-71. ------------------------------------------------------- SANTA CLARITA DRAINAGE BENEFIT. ASSESSMENT AREA 18, TRACT NO. 44965 ANNUAL ASSESSMENT .FOR FISCAL YEAR 1991-92 - RESOLUTION NO. 91-72 - The City of Santa Clarita had previously established Drainage Benefit Assessment Area No. 18 to provide maintenance of a subsurface drainage system constructed to ensure stability of the slopes constructed for Tract No. 44965. The proposition was submitted to the eligible voters in this area, and a majority of voters approved the formation of the District and the levying of the assessment. RECOMMENDED ACTION: Adopt Resolution NO. 91-72. - ----------------------------------------------------- SANTA CLARITA DRAINAGE BENEFIT ASSESSMENT AREA 3, TRACT NO. 36496 ANNUAL ASSESSMENT FOR FISCAL YEAR 1991/92 - RESOLUTION NO.; 91-73 - The County of Los Angeles 'had previously established Drainage Benefit Assessment Area No. 3 to provide maintenance 'of a subsurface drainage system constructed to ensure stability of the slopes constructed for Tract No. 36496. The proposition was submitted to the eligible voters in this area, and a majority of voters approved the formation of the District and the levying of the assessment*. RECOMMENDED. ACTION: Adopt Resolution No. 91-73. -3- City Council Agenda June 11, 1991 CALGROVE AND CREE%SIDE, VICINITY OF QUITCLAIM STORM DRAIN EASEMENT - TRACT NO. 38300, PRIVATE DRAIN 1627 RESOLUTION NO. 91-92 - This item is on the agenda for the Council to authorize the Mayor to execute the quitclaim deed for storm drain easements on behalf of the City. It is standard procedure in the case of storm drain transfer for the City to quitclaim to the Flood Control District certain easements for storm drain maintenance. RECOMMENDED ACTION: Approve the quitclaim of storm drain easement and authorize the Mayor to execute the attached quitclaim deed and.send ---three-copies to the County of Los Angeles. -- - --------------------------------------------- 1 ADOPTION OF RESOLUTION AMENDING COMMUNITY DEVELOPMENT APPLICATION REQUIREMENTS PERTAINING TO HAZARDOUS WASTE FACILITIES - RESOLUTION NO. 91-93 - At the meeting of November 13, 1990, the City Council adopted Ordinance No. 90-36 .relating to procedures for the siting of hazardous waste facilities. As part of its deliberation on that ordinance, the Council directed staff to draft a resolution Astablishing. application submittal requirements for hazardous waste facilities. RECOMMENDED ACTION: Adopt Resolution No. 91-93. -- ---------------------------------------------------------- APPLICATION FOR STATE/LOCAL TRANSPORTATION PARTNERSHIP PROJECTS - RESOLUTION NO. 91-96 - Caltrans is currently accepting project applications for the third cycle of the State/Local Transportation Partnership Program. Eligible projects must be locally constructed on a local road, a state highway, or an exclusive mass transit guideway. Only contract and construction engineering costs are eligible under this program. RECOMMENDED ACTION: Adopt Resolution No. 91-96 and authorize the Director of Public Works to submit projects to Caltrans for consideration. ----------------------------------------------------------- - WHITES CANYON ROAD AT DELIGHT STREET (PROJECT NO. 89-16) PROJECT ACCEPTANCE - On July 24, 1990, Council awarded a contract for the installation of a traffic signal system and safety lighting for the subject project to Paxin Electric, Inc. This project was substantially approved and operational in March of 1991. RECOMMENDED ACTION: Accept work performed, direct City Clerk to file the- Notice of Completion and direct staff to release the 10Z retention 35 days -after the Notice of Completion is recorded. ---- - ---------------------------------------------------- 1 SAN FERNANDO ROAD (STATE', ROUTE 126) PLACERITA CREEK TO DRAYTON STREET (PROJECT NO. 91-27) ADVERTISE FOR SIDS - This project provides for the widening of San Fernando Road from Placerita Creek to Drayton Street. This widening project consists of construction of. curb, gutter, base, pavement and a reinforced concrete slab bridge over Placerita Creek. RECOMMENDED ACTION: Approve the plans and specifications for the projects,and authorize the advertising for bids. -4- • City Council June 11, 1991 W BOUQUET CANYON AND ROUTE 126 BRIDGE AND MAJOR THOROUGHFARE CONSTRUCTION FEE DISTRICTS FEE REVISIONS This item is being brought back to Council as a result of the recent action by the County Board of Supervisors to raise the fees in the unincorporated area for the Bouquet Canyon and Route 126 Bridge and Major Thoroughfare Construction Fee (B&T) Districts. RECOMMENDED ACTION: Council preliminarily approve the report and file with the City Clerk, set a Public Hearing for July 23, 1991, direct staff to provide --- - --notices. ----------------------------------------------------- 1 NUMBER OF PLOT PLANS RECEIVED FOR CHILD CARE REQUESTS At the meeting of May 28, 1991, the Council requested the staff to check on the number of plot plans submitted for child care in a private residence, requests for refunds on current or past applications, and a simple public information sheet on child care --plot plans. RECOMMENDED ACTION: Receive and file. --------------------------------'---'------------- TEMPORARY MOBILE RADIO SYSTEM - On June 4, 1991, proposals for lease of a mobile radio system were received by the City. This project consists of leasing a number of mobile radios until a permanent system can be procured, and includes a complete turn -key system. RECOMMENDED ACTION: Waive the irregularities in the Motorola Communications proposal and authorize staff to enter an agreement --- -- for -mobile -radio -services. ----------------------------------- DROUGHT COMMITTEE QUARTERLY REPORT - Council had previously requested that the Drought Committee submit its first quarterly report at the June 11, 1991 City Council Meeting. The meeting schedule of the Drought -Committee did not provide sufficient time for the report to be prepared and approved by the Committee and agendized for this meeting. The Committee will approve the draft report on June 13th and present the report to Council at the meeting of June 25th. RECOMMENDED ACTION: Receive the first eport of the Drought Committee at the June 25, 1991 --- -------------------------------------------------------- City Council Meeting. CITY ZONING VERIFICATION ON COUNTY BUSINESS LICENSE RENEVALS - Recent investigations by Code Enforcement personnel have disclosed that the annual renewal of business licenses through County personnel does not allow for any review by the City. This means that a use which has an expired zoning permit or is not zoned properly, will be given automatic yearly renewals with no investigation of the facts. RECOMMENDED ACTION: Direct staff to send a letter to the Los Angeles County Treasurer and Tax Collector, Business License Division, requesting that a City zoning verification be required prior to .issuance of any business license, including renewals. -5- City Council Agenda June 11, 1991 • �$ CONSIDER MERIT INCREASE FOR CITY MANAGER George Caravalho, City Manager for the City of Santa Clarita will reach his third year anniversary with the City on. June 14, 1991. To date, Mr. Caravalho has not been granted a merit increase by the City Council. A recent salary survey showed that City Managers' compensation, averaged over 17 cities comparable to Santa Clarita, was approximately S.OS higher than the rate at which Mr. Caravalho is currently being compensated. RECOMMENDED ACTION: Recognize the City Manager for the outstanding job he has done for the City of - Santa Clarita and institute a 5X merit increase effective June 14, 1991. ---- - JANITORIAL SERVICES - Due to the addition of the Field Services facility, the City is, in need of establishing a general facilities maintenance contract for janitorial services for both City Nall and Field Services facilities. RECOMMENDED ACTION: Direct staff to award Bid #GS -90-91-17 ,to Executive Ste. Services, Inc. and encumber funds for this --purchase-from account 01-4605-240. ./ ----------------------------------------- PURCHASE - OF FL VEHICLES - Due to an increase in personnel in the Public Warks Dept. requiring access to City vehicles, $15,000.00 was budgeted for the purchase of a 1/2 ton pick-up truck. Bids were opened on June 6th with Scott Irwin as the lowest, most qualified bidder. RECOMMENDED ACTION: Direct staff to award Bid IGS 90-91-18 to Scott Irwin and encumber funds for this purchase from account ---01-4605-402.--- --- --------------------------------------- 2 SEWER MASTER PLAN - Meetings have been held with the Los Angeles County Sanitation District and the Castaic Lake Water Agency relative. to the use of reclaimed water and the feasibility of constructing a third sewage treatment plan in the Santa Clarita Valley in the easterly part of the City. It has been determined that a Sever Master Plan is required to determine the need/feasibility of a treatment plana RECOMMENDED ACTION: Staff be directed to initiate communications with both the Los Angeles County Sanitation District and:the Los Angeles County Public Works Dept. to solicit their cooperation in establishing a joint powers authority for such a study at an estimated cost to the City of $50-70,000. -6- s City Council Agenda June 11, 1991 RESOLUTION NO. 91-97 - Demand )(arrant 110. RECOMMENDED ACTION: Adopt. 1991-92 BUDGET - At the City Council budget study session of June 5th, Council requested additional information on items within the proposed 1991-92 budget. RECOMMENDED' ACTION: Discuss and provide direction to staff on items to be included in the proposed budget. PUBLIC STATEMENT (10:00 P.M.)
