AB 939 PLAN - NEGATIVE DECLARATION - Consistent with
the mandates of AB 939 and the California
Environmental Quality Act (CEQA), this date has been
published for a public hearing on the environmental
assessment of the City's Source Reduction and
Recycling element (SRRE). RECOMMENDED ACTION:
Accept public comment and approve the Negative
Declaration.

COUNCIL ACTION
FEE REVISIONS TO THE ROUTE 126 AND BOUQUET CANYON
BRIDGE AND MAJOR THOROUGHFARE CONSTRUCTION FEE
DISTRICTS: RESOLUTIONS TO ADOPT FEE REVISIONS AND TO
TAKE EFFECT IMMEDIATELY AS AN URGENCY MEASURE - On
June 11, 1991 the Council considered an agenda.
report showing the reasons and distribution of the
fee revisions for the Bouquet Canyon and Route 126
Bridge and Major Thoroughfare Construction Fee
Districts. Two committee meetings have been
conducted with representatives of organizations such
as Chambers of Commerce; Board of Realtors, Building
Industry Association. RECOMMENDED ACTION: Conduct
Public Hearing, adopt Resolution No. 91-106, upon
four-fifths vote of Council, adopt urgency
Resolution No. 91-127, set a public hearing date for
September 10, 1991, on a 30 day extension of the
urgency Resolution No. 91-127.
APPEAL OF PLANNING COlIIlISSION DECISION (BESDLUTION
NO. P90-19) ON TENTATIVE PARCEL MAP 20639. THE
PROJECT SITE IS LOCATED AT 26103 RAVENHILL ROAD;
APPROXIMATELY 370 FEET NORTH OF PLACERITA CANYON
ROAD - At the June 4, 1991 meeting, the Planning
Commission adopted Resolution P91-19, denying Parcel
Map 20639. The applicant proposes two flag lots on
five acres of land. RECOMMENDED ACTION: Receive
presentation and testimony and uphold the Planning
Commission's decision for denial of Tentative Parcel
Map 20639.
APPEAL OF PLOT PLAN 89-146 (REQUEST FOR CONTINUANCE)
28352 SAND CANYON ROAD - The applicant is appealing
the Planning Commission's denial of Plot Plan 89-146
(as revised). The applicant proposes a 35' high,
three-story, 30,712 sq. ft. building. Staff
received a letter from the applicant on August 8th
requesting a continuance. RECOMMENDED ACTION:
Council direct staff to reschedule item to the
October 22, 1991 meeting, which requires re -noticing
of the project and correcting the posted sign on the
project site.

ANIMAL CONTROL ORDINANCE - ORDINANCE NO. 91-29 - The
Council at their July 9, 1991 regular meeting took
action to pass tosecondreading Ordinance No. 91-29
adding Title 8 of the Santa Clarita Municipal Code
relating to the control, health and regulation of
animals in the City of Santa Clarita. RECOMMENDED
ACTION: Waive second reading and adopt Ordinance
No. 91-29 adding Title 8 of the Santa Clarita
Municipal Code relating .to the control, health and
regulation of animals in the City of Santa Clarita.

AMENDING REDEVELOPMENT AGENCY ORDINANCE 89-27 -
ORDINANCE NO. 91-39 - At the Council meeting of July
9th, Council convened the first meeting of the
Redevelopment Agency. Council appointed the
Director of Community Development as the Assistant
Executive Director, therefore, Section 4 of
Ordinance 89-27 is being amended. RECOMMENDED
ACTION: Introduct Ordinance 91-39, waive further
reading and pass to second reading.

DROUGHT COMMITTEE REPORT - The Draught Committee has
had two meetingssince the Council last reviewed
their recommendations for modifications to the
Drought Ordinance. Since the Committee's original
recommended modifications, they have discussed
additional modifications based on the review of data
regarding current water consumption and available
supply. RECOMMENDED ACTION: Receive the report;
give further direction to the committee and to
staff; and set a time»for a joint study session of

CONSENT CALENDAR
All matters listed under the Consent Calendar will be
enacted by one motion unless a request is made for
discussion in which case, the item(s) will be removed
from/ the Consent Calendar and will be considered
REFUSE DISCOUNT FOR SENIORS, DISABLED AND L0Y INCOME
PERSONS - The Council at its meeting of March 13,
1991 directed staff to report on the feasibility of
implementing a program which offers senior citizens,
disabled and low income persons a reduced
refuse/recycling monthly rate. Staff feels the
issues and possible alternatives surrounding this
matter warrants discussion in a Council Study
Session where Council could have an opportunity to
receive a more comprehensive report. RECOMMENDED
ACTION: Receive report and continue this matter to
the October 1991 Council Study Session.

COUNCIL ACTION
NORTHEAST CORNER MAGIC MOUNTAIN PAREVAY AND VALENCIA
BOULEVARD PARCEL' MAP NO. 22011 - A PHASE OF
TENTATIVE PARCEL MAP 17362 APPROVAL OF THE MAP AND
ACCEPTANCE OF THE OFFERS OF DEDICATION - The
Tentative Map was originally approved by Los Angeles
County Regional Planning Commission on September 2,
1987. An extension was granted by the City of Santa
Clarita on September 19, 1989. The deadline on the
extension was September 2, 1990. An August 31, 1990
submittal by the developer of all required material
constituted a timely filing in accordance with the
Map Act. Presentation of the map was delayed until
final flow rates from the Flood Control District
were submitted. RECOMMENDED ACTION: Approve map,
accept the dedications for streets, sewers, storm
drains, approve and accept work agreements, and
instruct the City Clerk to endorse the Certificate
n the face.of the map on Parcel Map No. 22011.

TRANSFER OF STORM DRAINS TO LOS ANGELES COUNTY FLOOD
CONTROL DISTRICT - RESOLUTION NO. 91-115 - The
construction of Private Drains 1596, Unit I; 2065;
2085; 1895, Unit I; and 1190 have been inspected and
approved by the County Director of Public Works, who
has sent Notices of Completion to the City.
RECOMMEND:A) ACTION: Adopt the resolution, authorize
the Mayor to execute the Quitclaim Deed for the
easements on behalf of the City and direct the City
Clerk to transmit a copy of the report indicating
the date and action taken to the County of Los
Angeles.

INTERIM CONTRACT VITH SANTA CLARITA VALLEY COMMITTEE
ON AGING FOR DIAL -A -RIDE SERVICES - The City Council
in its meeting of June 25, 1991, directed the Mayor
to execute a contract with ATE Management and
Services Company/Ryder for the operation and
maintenance of local, commuter and Dial -a -Ride
services. The date set for initiation of
Dial -a -Ride services by ATE Ryder is November, 1991,
to allow the contractor sufficient time to obtain
equipment. RECOMMENDED ACTION: Approve the
contract with the Santa Clarita Valley Committee on
Aging for the provision of Dial -a -Ride services and
direct the Mayor to execute .the contract.

COUNCIL ACTION
/ISSUING THE NOTICE OF COMPLETION FOR THE FISCAL
90-91 TREE SPRAYING CONTRACT - The contract for tree
pest control ,spraying throughout the City of Santa
Clarita per specifications has been completed to the
satisfaction of the Director of Parks and
Recreation. RECOMMENDED ACTION: Accept the work
performed by Chem -Lawn Corporation, authorize
release of surety bonds, and direct the City Clerk
to file to file the Notice of Completion for the
roject.

DECLARATION OF INTENTION TO VACATE CHINEAPIN STREET
EAST OF TORREY PINES DRIVE - RESOLUTION NO. 91-121 -
The dedication of the right-of-way for Chinkapin
Street on Tract No. 30201 was provided to serve as
future access to the property to the east. During
the development of the Tract in the 19601s, a
non-standard turnaround which cannot be swept was
built in anticipation of the future extension of
Chinkapin Street. Since the property to.the east is
not within the City boundary, the County approved a
condominium project for the property with access off
of Sierra Highway. via Vista Del Canyon with no
access via Chinkapin allowed. RECOMMENDED ACTION:
Approve Resolution No. 91-121, declaring its
intention co vacate that portion of Chinkapin Street
and give notice of a public hearing . to be held on
eptember 10, 1991.

. BARBACOA DRIVE ET AL (PROJECT NO. 90-05) - REQUEST
TO ADVERTISE - Barbacoa Drive et al, Project No.
90-05 was budgeted for Fiscal Year 1990-91 as an
overlay project. During the Design phase, staff
determined that it would be more cost-effective to
slurry seal the pavement. This would extend the
useful life of the existing roadway surface for
approximately three to four years. RECOMMENDED
ACTION: Advertise Barbacoa Drive et al as a slurry
seal project and allocate the savings to funded
arterial streets in need of reconstruction, approve
plans and specifications for Barbacoa Drive et al,

VALENCIA BOULEVARD FROM CREEKSIDE ROAD TO BOUQUET
CANYON ROAD (PROJECT 90-19) TRAFFIC SIGNAL
SYNCHRONIZATION - BID AVARD - On July 2nd, the City
Clerk received bids for Project 90-19. The project
provides for installation of interconnect cables and
conduits along Valencia Boulevard from Creekside
Road to Bouquet Canyon Road; -thus providing more
flexible and reliable system and greater
coordination with other traffic signals.
RECOMMENDED ACTION: Award the contract to Tracor
Construction Co. in the amount of $32,000.

COUNCIL ACTION
LYONS AVENUE EXTENSION - As a follow-up of the June
25, 1991 General Plan approval, Council directed
staff to investigate the Rio Vista element of the
Circulation Plan. Council expressed. the desire to
have staff investigate an extension of Lyons Avenue
through Placerita Canyon in conjunction with an
alignment of Rio Vista that would be from off of
Bouquet Canyon generally in a direct line to the
Placerita/Route 14 interchange. RECOMMENDED
ACTION: Receive and file.
. BEGONIA LANE PARE DESIGN CONTRACT - Staff has
completed a process of pre -qualifying professional
design consultants for services associated with
Parks and Recreation projects. Pre -qualifying
allows staff to negotiate for professional services
without sending Request For Proposals out for every
project. The top ranked firm, HRP Landesign, has
provided the City a proposal to assist in the master
planning, preparing complete construction drawings
and assisting in construction observation for the
new park in Canyon Country on Begonia Lane.
RECOMMENDED ACTION: Award the design service
contract for the Park site on Begonia Lane to HRP
Landesign in the amount of $59,910 and that an
additions':- $6,000 be encumbered for any- additional
services which may become necessary. Execution of
greement conditioned upon approval by City Attorney.

1 . PURCHASE OF HEAVY DUTY STRIPER - Th programmed
increase in responsibilities to be assumed by the
City's Street Maintenance Division/Public Works from
Los Angeles County, warranted a heavy-duty street
striper being requested and approved in the 1990/91
budget. Bides were received June 20, 1991.
RECOMMENDED ACTION: Award . Bid #GS -90-91-19 to
Morton International/Bauer Coatings for the bid
price of $120,600.00 for one Heavy Duty Street
Striper.

1 NEIGHBORHOOD GRANT PROGRAM - The City's Neighborhood
Grant Program was designed to provide assistance to
neighborhoods and community groups with the
intention of enhancing the quality of life in the
City. Of the five applicants for the 1990-91
Neighborhood Grant program, Saugus High School
Parent Advisory Council and Cedar Creek Elementary
School were both found to have met eligibility
requirements to receive the allotted funds.
RECOMMENDED ACTION: Award eligible recipients
grants of $5,000, discontinue the program in 1992
and transfer funds.from the program to the Community
Service Grant Project for 1991-92.

COUNCIL ACTION
APPROVAL OF AMENDMENT FOR PROFESSIONAL SERVICES BY
THE CITY OF SANTA CLARITA AND MICHAEL BRANDMAN
ASSOCIATES, INC. - Adoption of the General Plan on
June 25, 1991, marked significant completion towards
the above referenced contract. Staff has had an
ongoing series of meetings with the consultant for
purposes of clarifying final . consultant
responsibilities and unanticipated costs associated
with completion of the General Plan. RECOMMENDED
ACTION: Approve amendment to the agreement for
professional services between the City and Michael
randman Associates, Inc.
;OV/MIA RECOGNITION PROGRAM - RESOLUTION -NO. 91-124
The National POW/MIA Recognition Day, and the
authorization of the display of the National League
of Families POW/MIA flag on flagstaffs at certain
Federal facilities, are new measures enacted by the
Senate with the passage of joint resolution 170
(June 11, 1991). By request of Councilmember Jan
Heidt, the proposition to include these measures as
a formal policy is being introduced as an agenda
item. RECOMMENDED ACTION: Adopt Resolution No.
91-124 and send a letter of support to the United
ates Senate and the National League of Families.

VILEY CANYON ROAD AT ' WILEY CANYON SCHOOL -
RESOLUTION NO. 91-119 - The traffic engineering
staff has determined that a school bus loading zone,
effective 7 a.m. to 9 a.m. on school days only,
would be appropriate on the west side of Wiley
Canyon Road south of La Glorita Circle. RECOMMENDED
ACTION: Adopt Resolution No. 91-119 establishing
"No Stopping 7 a.m. to 9 a.m. School Days - Buses
Excepted" regulations on the west side of Wiley
Canyon Road from 85 feet to 165 feet south of La
Aorita Circle.

RESOLUTION APPROVING APPLICATION FOR CATIA GRANT
FROM PROP. 116 - RESOLUTION N0. 91-122 - The
California Transportation Commission has invited the
City to apply for a competitive grant via the Clean
Air and Transportation Improvement Act as added by
Proposition 116 (June 1990). The maximum commitment
of Proposition 116 funds is limited to $1 million
per year per project for up to five years. The
purpose of the grant is to improve safety and
convenience for bicycle commuters. RECOMMENDED
ACTION: Approve Resolution No. 91-122 authorizing
application for funds to create a major commuter
bike trail for the City of Santa Clarita, and
authorize the Mayor and the City Clerk to execute
the agreements.

POW/MIA CONCERNS - RESOLUTION NO. 91-128 - By
request of Councilmember Heidt, the proposition to

formally exhibits Santa Clarita's support of the
POW/MIA members. RECOMMENDED ACTION: Adopt
solution 91-128
WAPPOINTMENT TO PLANNING COMMISSION - This item is on
lr/d✓r%' the. agenda for review and discussion of the policy
to appoint Planning and Parks and Recreation
Commissioners. It is now the appropriate time to
review th . present policy on appointments and make
any necessary changes. RECOMMENDED ACTION: Discuss
- options and provide direction to staff.

. ORDINANCES 91-33, 91-34, 91-35, 91-36 ,
the City Departments were organized to allow for
services to be provided more efficiently. The
re -organization requires amending several Ordinances
which deal with the City structures. RECOMMENDED
ACTION: Introduce, waive further reading and pass
to second reading Ordinance Nos. 91-33, 91-34,
- 91-35, and 91-36.

PURCHASE OF TWO ADDITIONAL COMMUTER BUSES - The City
currently has nine commuter buses ordered through
Neoplan U.S.A. Corporation. This equipment will be
utilized when the City assumes the operation of
commuter bus service with its own buses. It is felt
that the nine buses, ordered will not be sufficient
to meet the demand. RECOMMENDED ACTION: Authorize
the purchase of two additional commuter buses from
Neoplan U.S.A. Corporation.

COUNCIL ACTION
CROSSING GUARD SERVICES - Prior to incorporation,
Los Angeles Countycontracted for school crossing
guards to serve the area. After incorporation, the
City continued .to provide school crossing guards on
a contractual basis. Recently, Protector Services
Corporation failed in their contractual duties to
reimburse the crossing guards. Fortunately for the
City, the crossing guards and their supervisors have
dutifully remained at their jobs and have continued
to provide safe crossing conditions for the children
of Santa Clarita. RECOMMENDED ACTION: Authorize
staff to implement an in-house crossing guard
program under the direct administration of the
Department of Public Works.

PRELIMINARY REPORT ON IMPLEMENTATION OF THE GENERAL
PLAN WITH RECOMMENDATIONS FOR FURTHER STUDY AND
POSSIBLE DEVELOPMENT OF AN ORDINANCE FOR THE CITY'S
GROWTH MANAGEMENT STRATEGY - Upon adoption of the
General Plan on June .25, 1991, the City Council
expressed their intent to further receive the
Planning Commission's recommendations on an
implementation program for the 12 elements of the
plan. The newly adopted General Plan includes
strong policy direction for growth management in
Santa Cla.:eta as a result of Council's direction at
a study session held in October, 1990.The General
Plan recognizes that in all policy areas, further
implementation is necessary in order to implement
and follow through on General Plan commitments.
RECOMMENDED ACTION: Accept the status report and
give direction to staff and Planning Commission to
proceed in developing ordinances, including a
Citywide growth. management ordinance, and report
back to the Council at the September 24th meeting.
This time has been set aside for the public to address
the City Council on any item on the agenda except for
the public hearings. The public may also address the
Council on items not on the agenda but those items will
not be acted upon by Council at this meeting other than
to review and return without action or direct staff.
This time has been set aside- for Councilmembers to
direct comments to staff or the public on items of
interest.
