PUBLIC HEARING
1. APPEAL OF PLANNING COMMISSIONS'S DENIAL OF
PLOT PLAN 89-146, LOCATED AT 28352 SAND CANYON
ROAD ADJACENT TO THE SANTA CLARA RIVER - At
the May 21, 1991 meeting, the Planning
commission adoptedResolution P91-31, formally
denying Plot Plan 89-146 as revised. The
applicant (Maurice Ungar) proposes a 35 foot
high, three story commercial office building
totalling 30,712 square feet of floor area.
The plot plan was originally submitted .on
December 20, 1989. The proposal at that time
was a 461, three-story, 33,000 square foot
commercial office building. The Commission,
upon review of the appeal, instructed the
applicant to submit a proposal that satisfies
the area homeowners and staff. RECOMMENDED
ACTION: Uphold the Planning Commission's
denial of Plot Plan 89-146 (Revised), and
approve in concept a two-story, 28' building
and return to the Planning Commission with
revised elevations and conditions of approval.

2. DEVELOPMENT ..AGREEMENT 91-003 (WESTON) -
VESTING TENTATIVE TRACT MAP 46626 LOCATED
NORTH OF THE TERMINUS OF FOSLANE DRIVE,
TAMBORA DRIVE, AND BAKERTON AVENUE - ORDINANCE
NO. 91-40 - The applicant (Weston) is
requesting a Development Agreement -(91-003) to
allow ten years for the build -out of Vesting
Tract Map 46626. This Vesting Tentative Tract
Map consists of 201 homes on 80 acres north of
Whites Canyon Road and Nadal Street, west of
Foxlane Drive. RECOMMENDED ACTION:; Adopt
Ordinance No. 91-40.

DEVELOPMENT AGREEMENT 91-004 (AMERICAN
LANDMARK). - VESTING TENTATIVE TRACT MAP 47863
LOCATED NORTH OF WHITES CANYON ROAD BETWEEN
NADAL STREET AND WILDWIND ROAD - ORDINANCE NO.
91-41 - The applicant (American Landmark) is
requesting a Development Agreement (91-004) to
allow ten years for the build -out of Vesting
Tract Map 47863. This Vesting Tentative Tract
Map consists of 80 homes on 32 acres north of
Whites Canyon Road between Nadal Street and
Wildwind Road. RECOMMENDED ACTION: Adopt
Ordinance No. 91-41. 1

COUNCIL ACTION
4. SCV SERVICE CENTER COMMUNITY DEVELOPMENT BLOCK
GRANT FUNDING - on July 23, 1991, the City of
Santa Clarita entered into an agreement with
the U.S. Department of Housing and Urban
Development (HUD) to receive $522,000 in
Community Development Block Grant (CDBG)
Program revenues for FY 1991-92. The funding
of the SCV Service Center for '$45,000 was
approved by Council and .submitted to' HUD as
part of the City's proposed use of funds.
RECOMMENDED ACTION: Direct staff to implement
funding the SCV Service Center for $31,009 in
CDBG funds, and request the center to apply
for the Community Services Grant and work with
the SCV County of Los Angeles, Dept. of
Community and Senior Citizens, Service Center
to draft agreement for payment of services.

5. 40 ADVERTISING BUS SHELTERS On September
24th, Council considered a request to award a
contract for the installation of 44 bus
shelters and 20 bus benches at various
locations through the City to Bustop
....:_Shelters. At .this. meeting, Council .'was
presented an anonymous letter .which questions
Bustop Shelters ownership, company investment
practices, and the legality of signing
bonuses. Staff has since. discovered that
these allegations anonymously sent to
discredit Bustop Shelters. . RECOMMENDED
ACTION: Authorize the Mayor to sign a ten
year agreement with Bustop Shelters of
California, Inc. approved by the City Attorney
to install and maintain 44 bus shelters and 20
benches; not allow Bustop Shelters to
sale/lease back the shelters to investors; and
amend the Council's direction of July 11, 1989
to include advertising bus shelters to phase
out bus bench advertising.

6. TRANSIT MITIGATIONS IN LIEU OF FEE - ORDINANCE
NO. 91-47 - This ordinance will establish .an
interim Transit Mitigation In Lieu Fee of
$200.00 per dwelling unit for new residential
projects only. RECOMMENDED ACTION: Adopt
Ordinance No. 91-47.

7. COMMISSION APPOINTMENTS - At the October 8th
meeting, Council introduced and passed to
second reading Ordinance No. 91-49 amending
the Santa Clarita Municipal Code relative to
the process for appointment of Commissioners.
RECOMMENDED ACTION: Waive further reading and
adopt Ordinance No. 91-49.

8. SPHERE OF INFLUENCE UPDATE - On August 27th,
Council adopted Resolution 91-125 ,requesting
to LAFCO to initiate proceedings to amend the
City's adopted Sphere of Influence. The
resolution and the supporting Sphere of
Influence Study were submitted to LAFCO on
September 16, 1991.The amendment proposal
has been scheduled for consideration before
LAFCO on November 13, 1991. RECOMMENDED
ACTION: Receive status report, consider and
discuss recommendations, and direct staff to
undertake the action deemed appropriate by the
Council.

All matters listed under the Consent Calendar will
be enacted by.one motion unless a request is made
for -discussion in which case, the item(s) will be
removed from the Consent Calendar and will be
considered. separately following this portion of
the agenda.
9. AWARD BID FOR THE SIERRA VISTA JUNIOR HIGH
SCHOOL •BALL.FIELD .LIGHTING PROJECT - The Parks
and Recreation .Department has completed the
bidding process for the Sierra Vista Junior
High School ball field lighting project as
authorized by Council at its. September 10,
1991 meeting. A total of 6 companies
submitted bid proposals for, this project and
were publicly opened at 11:00. a.m. on
Thursday, October 3, 1991. RECOMMENDED
ACTION: Award the contract. to A.M.. LaSalle
Electric, Inc. in the amount of $76,400 and an
additional $25,000 be transferred to complete
construction, inspections, testing and any
change orders which may become necessary once
construction commences from Acct. 25-99013-227
to Acct. 25-99009-227.

10. SAN- FERNANDO ROAD (STATE ROUTE 126), PHASE
III/IV PLACERITA CREEK TO DRAYTON STREET
PROJECT NO. 91-27 - BID AWARD - San Fernando
Road is a multi -funded project. On June 11,
1991 the City Council authorized advertisement
of Phase III/IV, which provides for widening
of San Fernando Road from. 15th Street to
Drayton Street. On August 6, 1991, bids were
received by the City Clerk. RECOMMENDED
ACTION: Award the contract to Security Paving
Company, Inc. and authorize staff to transfer
adequate funds from San Fernando •Road Phase
I/II, Project 91-02 Acct. 25-95002-227, to the
San Fernando Road Phase III/IV, Project 91-27,
Acct. 25-96027-227.

COUNCIL ACTION
11. WHITES CANYON ROAD AND BOUQUET CANYON ROAD
(PROJECT NO. 90-4) CURB, GUTTER AND SIDEWALK
IMPROVEMENTS - PROJECT ACCEPTANCE - On January
29, 1991, Council awarded a contract for the
subject project to Blois Construction, Inc.
This project was completed to the satisfaction
of the Director of Community Development on
October 2, 1991. RECOMMENDED ACTION: Accept
the work performed by Blois Construction,
Inc., direct the City Clerk to file the Notice
of Completion, and direct staff to release the
10 percent retention 35 days after the Notice
of Completion is recorded.

12. AVENUE STANFORD AT AVENUE SCOTT: SECO CANYON
ROAD AT GUADILAMAR DRIVE: SOLEDAD CANYON ROAD
AT SAND CANYON ROAD (PROJECT NO. 90-2) PROJECT
ACCEPTANCE - On January 29, 1991 Council
awarded a contract for the subject project to
Steiny and company, Inc. The project was
tentatively accepted and operational on June
6, 1991. Subsequent . minor ; repairs were
completed to the satisfaction of the Director
of ..,., Community ._..Development.. RECOMMENDED
ACTION:. Accept the work performed by Steiny
and Company, Inc., direct the City Clerk to
file the. Notice of Completion, and direct
staff to release the 10 percent retention 35
days after the Notice of Completion is
recorded.

13. VALENCIA BOULEVARD (SOUTH SIDE) WEST OF
BOUQUET CANYON ROAD RIGHT TURN POCKET
EXTENSION (PROJECT NO. 90-15) ADVERTISE FOR
BIDS -*Project No. 90-15 provides for widening
of the south side of Valencia Boulevard west
of Bouquet Canyon Road to lengthen the third
through lane approaching the intersection.thus
facilitating the flow of through traffic and
increasing the capacity. of the intersection.
RECOMMENDED ACTION: Approve the plans and
specifications for this project, and authorize
the advertising for bids.

COUNCIL ACTION
4. COUNTY LIGHTING MAINTENANCE DISTRICT CONSENT
AND JURISDICTION - RESOLUTION NO.. 91-165 -
This item is for. the Council to consider
granting consent and .'jurisdiction to the
County Lighting ,Maintenance District to annex
territory located in the City to. the
District. As development occurs throughout
the City, the installation of street lights is
required. The developer is required. to pay
the cost of installing the lights and the cost
of energy and maintenance until the area is
annexed into a lighting maintenance district.
RECOMMENDED ACTION: Adopt Resolution No.
91-165 granting consent and jurisdiction to
the County of. Los 'Angelesin the matter of
Project. 100-46, and direct the City CIerk to
have the copies executed and return two
originals to the Los Angeles .County .Street
Lighting Department.
I5. DRYCLIFF STREET AND FAIRPORT'AVENUE INSTALL
STOP CONTROLS - RESOLUTION NO. 91-166 - A
traffic engineering survey was conducted to
determine the. ..need for stop controls at
_. Drycliff Street and Fairport Avenue. This is
a four-way intersection with no existing
controls. RECOMMENDED ACTION: Adopt
Resolution No. 91-166 authorizing stop
controls to be installed on Fairport Avenue at
Drycliff Street and direct .staff to have the
appropriate sign and pavement legends
installed.

16. CINEMA ' DRIVE APPROXIMATELY _ 750 FEET
SOUTHEAST OF VALENCIA BOULEVARD VACATION -
RESOLUTION NO. 91-169 - A request to vacate a
portion of Cinema Drive was received from
Sikand Engineering Associates, the .engineer
-for adjacent Parcel Map No. 22010. Cinema
Drive is being extended to Bouquet Canyon Road
as required by the conditions of approval for
Parent Parcel Map No. 16281. Consequently,
there is a portion of right -of way for Cinema
Drive which is no longer necessary.
RECOMMENDED ACTION: Adopt Resolution No.
91-169 vacating a portion of Cinema Drive and
instruct the City Clerk to cause the
resolution to be concurrently recorded with
Parcel Map No. 22010.

COUNCIL ACTION
17. PARCEL MAP NO. 22010, PHASE I OF PARENT PARCEL
MAP 16281 APPROVAL OF THE MAP AND ACCEPTANCE
OF THE OFFERS OF DEDICATION CINEMA _DRIVE,
APPROXIMATELY 535 FEET SOUTHEAST OF VALENCIA
BOULEVARD - The Tentative Parent Parcel Map
was. originally approved by the Los Angeles
County Department of Regional Planning on
November 3, I987, and an additional time
extension was granted to November 3, 1990 by
the Community Development Department.The
developer is subdividing 12.75 acres into 9
commercial parcels. The conditions of
approval have been- met. RECOMMENDED ACTION:
Approve the map, accept, the offers 'of
dedication for streets, et. al., approve and
accept work agreements,,. make findings, and
instruct the City Clerk to endorse the
Certificate on the face of the map.
18. RESOLUTION TO COUNTY OF LOS ANGELES REGARDING
THE VALENCIA COMPANY WESTRIDGE PROJECT
REQUESTING- THE COUNTY TO CONSIDER PROJECT
ALTERNATIVES AS DESCRIBES IN THE PROJECT EIR
AND..._.OPPOSING... DEGRADATION OF SIGNIFICANT
ECOLOGICAL AREA 64 (VALLEY OAK SAVANNAH) -
RESOLUTION NO. 91-167 - Agenda report, and
resolution outline recent County action on the
above project. The Resolution is to be
presented to the Los Angeles County Regional
Planning Commission at the continued public
hearing on November 13, 1991. RECOMMENDED
ACTION: Accept report, adopt Resolution
91-167, and instruct the Mayor, the Planning
Commission Chair and staff to deliver letter,
Resolution of November 13, 1991 and technical
comments to the Regional Planning Commission
meeting.

AGREEMENT BETWEEN THE CITY OF SANTA CLARITA
AND THE HIDDEN VALLEY HOMEOWNERS'ASSOCIATION -
The ori.gi.nal transit plan approved by Council
called for two routes to operate in the south
Newhall area. These routes were designed to
operate on Calgrove Boulevard and Valley
Street and provide thirty minute bus service
.to that area of the City. In order to
accomplish this routing, .buses would be
required to operate on private property and
through gates owned by the Hidden Valley
Homeowners' Association. RECOMMENDED ACTION:
Direct stafftocontinue negotiations between
the. City and 'the Hidden Valley -Homeowners'
Assoc. and report back to Council at their
next regular scheduled meeting.

�20. RESOLUTION 9I-170 - Check Register #25
RECOMMENDED ACTION: Adopt
NEW BUSINESS
21. LEASE AGREEMENT WITS THE FOOTHILL TRANSIT ZONE
FOR TWO.(2) NEW 35' TRANSIT BUSES - Ridership
on Santa ClaritaTransit has increased beyond
expectations necessitating additional
service. Based on numerous conversations with
residents -of Canyon Country and Friendly
Valley, staff has determined that the service
expansion in these areas should not wait until
next April. RECOMMENDED ACTION: Direct- staff
to finalize lease agreement and authorize the
Mayon to execute the final agreement with the
Foothill Transit Zone for the lease of two new
35 ft. buses for a 6 month period pending
approval of the City Attorney, appropriate
$80,000 from Prop A Incentive Revenue to Acct.
18-6800-227 and appropriate $36,000 from Prop
A Incentive'Revenue to Acct. 18 -6800 -223.

22. LOCAL BUS PROMOTION - In an effort to promote
transit...in. the.. Santa ..Clarita Valley, staff has
been working with Commuter Transportation
Services to create a campaign focused to
increase ridership and in turn farebox return,
on Santa Clarita's Transit local bus system.
Marketing concepts would be designed from
telephone survey of different groups to
determine what would make them take the bus.
RECOMMENDED ACTION: Receive and file.

23. WAIVE COMPETITIVE BIDDING PROCEDURES TO
PURCHASE 5 LOCAL TRANSIT BUSES - On August 28,
1990, Council adopted Ordinance No. 90-25
allowing the Council to declare it a
"necessity" to forego the competitive bidding
process. The City can save time and money by
piggy -backing on to an existing order of the
Foothill Transit Authority. RECOMMENDED
ACTION: Declare that it is in the public
interest and a necessity to purchase five
Gillig "Phantom buses (equipment) in
compliance with the formal contract procedure
in accordance with subsection (7) Sec. 1.,
Ord. No. 90.25, and direct staff to issue a
purchase order for the issue of five dillig
"Phantom" buses.

24. COMMUTER RAIL STATION - The Los Angeles County
Transportation Commission, in an effort to
guarantee' their desirec October 1992 start up
schedule, have instituted a"program by which
they will administer the constructionof the
Commuter Rail Station platforms for .those
cities which desire such service. The LACTC
has forwarded to staff a Memorandum of
Understanding to perform this work.
RECOMMENDED ACTION: Direct the City Manager
to sign, upon approval by the City. Attorney,
the MOU with LACTC for grading and
construction of ,the station platform 'and
provide direction to staff. regarding the
design of the station platform and platform
structures.

25. ARMY CORPS OF ENGINEERS' NOTICE OF VIOLATION
OF CLEAN WATER ACT TO NEWHALL LAND & FARMING
CORP. - On September ll, the City received a
copy of a letter dated September 6th,from the
Army Corps of Engineers to the Valencia
Company notifying them of several violations:
of ....Section 404 of .the Clean Water Act
administered by the Corps. The Corps has not
specified what the. Valencia Company will be
required to do to repair the damage caused by
certain activities. Staff has reviewed the
construction of the current U-shaped concrete
channel as it relates to the Council's
direction to provide natural, soft -bottom
channels wherever possible. RECOMMENDED
ACTION: Receive report and direct staff to
transmit a letter to the Army Corps of
Engineers.

26. BEGONIAS LANE PARR MASTER PLAN - The City
Council has identified an undeveloped park
site on Begonias Lane which is located ,in the
newly annexed area in east Canyon Country to
be improved. Through the 1991-92 budget
process, funds to design and develop the
Begonias Lane Park site were made available.
Staff has been working on the Master 'Planning
phase in.the park development process and' is
prepared to present to Council the Begonias
Lane Park Master Plan concept. RECOMMENDED
ACTION: Review the report, receive the
presentation by staff and the design
consultant and approve the Master Plan.

7. SANTA CLARA RIVER BIKE TRAIL — RESOLUTION NOS.
91-156 AND 91-157 - The City of Santa. Clarita
has made a commitment toward the establishment
of a valley wide trail system. This trail
system has been adopted by the City Council
and is identified in the recently completed
General Plan and the Santa Clara River Study.
the City's future trail system will
accommodate a variety of user groups such as
bicyclists, hikers, joggers and equestrians.
RECOMMENDED ACTION: Receive the written and
oral report and approve Resolution No. 91-156,
authorizing application for bikeway funds, and
Resolution NO. 91-157, for provisions of
maintenance services, and authorize the Mayor
and the City Clerk to execute the agreements.
28. PARKWAY TREE INFLUENCE ORDINANCE AMENDMENT TO
MUNICIPAL CODE, CHAPTER 13.76 —ORDINANCE NO.
91-45 - Several months ago the Council had
requested staff to amend our existing tree
ordinance. The amendment would protect
existing trees and future planting of trees
within a..5 .foot. area. .adjacent to public
right-of-way. RECOMMENDED ACTION: Introduce
Ordinance No. 91-45, waive further reading and
pass to second reading.

This time has been set aside for the public to

except for the public hearings. The public may
also address the Council on items not on the
agenda but those items will not be acted upon by
